As per this thread, the following changes will be done to usage tiering updates from now on, unless people speak up to the contrary with valid reasons:
1) The OU and UU tiers will only be updated in January, May and September, instead of in January, April, July and October as they are currently.
2) If a tiering update happens while Pokemon are being tested in a metagame below Standard, then Pokemon that should go down from an upper tier to one of these tiers will go temporarily to the Borderline tier in between instead, until the test is finished. At the end of the test, these Pokemon will then go to their respective tier.
