Chatot's respectable Base 91 Speed can often let it down, as many things such as Scarfed Hitmonlee and Ninetales can come in and put an end to Chatot's sweep. A SubSalac set can help with that in a number of ways. First, behind a Substitute, Chatot can fire relatively damaging attacks from beind a sub and wear its counters down. Second, if allowed to get a Nasty Plot and a Salac boost, Chatot's sweeping potential is enormous. Hyper Voice's reliable power and STAB returns here, as well as the excellent coverage of Heat Wave or Hidden Power Water.

An alternate build is to run a Modest Chatot, Substitute on the switch, then Agility and use the boosted Speed to Substitute down to Petaya Berry range. While this set packs less power, it still has a very respectable 466 Special Attack for offense.

28 HP/252 SpA/228 Spe with Timid reaches 301 Speed, which outpaces most Pokemon in Chatot's Speed tier, as well as providing 299 HP, a magic Life Orb number. Max Speed is also an option if you're paranoid about tying with Timid Rotom.

Chatot's power is such that it is difficult to counter. Even the most defensive of special walls, 252/252 Calm Grumpig, Hypno, and Mantine, are all 2HKOed by a Nasty Plotted Hyper Voice. That said, the best way to counter Chatot is through a combination of Speed and power. Ninetales makes one of the best counters, as long as it comes in on a non-damaging move or Heat Wave. However, if it comes in on any attack other than Heat Wave on the Specs set, it is easily OHKOed if Stealth Rock is down. Hitmontop can come in using its high Special Defense and hit Chatot hard with Mach Punch, though non-Technician Mach Punch will not OHKO. Absol can Sucker Punch Chatot, though it risks Sucker Punch being Encored and being set up on. Choice Scarfed Pokemon in general also do well if they can come in on the Nasty Plot. Soundproof Electrode can switch into Hyper Voice (and to a lesser extent Chatter) for free and OHKO with Thunderbolt and 140 Base Speed, but cannot switch in on Heat Wave or Hidden Power Water. Froslass has STAB Ice Beam and is immune to Hyper Voice, as well as outspeeding Chatot, but doesn't like Heat Wave either.

With three attacks and Nasty Plot, Chatot has the potential to cause a ton of damage in UU. After a Nasty Plot, Hyper Voice is strong enough to eliminate anything that doesn't resist it. Pokemon such as Hypno, Grumpig, and Mantine (the premiere special walls of UU) are all 2HKOed by Hyper Voice after a Nasty Plot. The last two moves are meant to deal with the things that resist Hyper Voice, namely Ghost, Rock, and Steel-Types. Heat Wave is a powerful neutral coverage attack, covering Steels and Ghosts, as well as common bulky grass-types prevalent in UU. Finally, Hidden Power Water, after a Nasty Plot, scores an OHKO on Aggron, Solrock, Lunatone, and a 2HKO on Probopass. Hidden Power Fighting scores an OHKO on Probopass, and also is the most powerful move that Chatot can use against Cradily and the Rock/Water-types.

I can't think of a single Base 90 Pokemon that has run +Speed in the recent metagame, and 70% of Rotom ran Modest or Bold in October. Pidgeot and Lumineon don't even exist in UU, so they're irrelevant as well, and they are too weak to afford +speed.

Just to look...

Furret runs Jolly, but its uses? 57. When I've seen it, it was a banded trick lead as well.

Kangaskhan runs 87% Adamant.

Mr. Mime runs Timid less than 30% of the time, and also runs less than max speed most of the time. It also has the defense to take a hit, so outspeeding it isn't as important.

Pikachu runs +Speed, so it might be the main reason to use max speed.

Venomoth often runs max speed, so another reason to run Max Speed.

Vigoroth also usually runs max speed, but it's just as rare as Furret.

However, you'll never tie with max speed Rotom due to the fact that Chatot needs Hidden Powers to function, and all of them reduce your Speed. The spread stays, as I hate superfluous EVs.

Two-attack Nasty Plot (both Sub and Encore) can run Hyper Voice and Heat Wave just fine, so that's a tie against Rotom.

Really, you can say "it's rare", but it's still much more likely that you'll find a Timid Rotom than you'll attack ten times without taking Stealth Rock damage, and this is even more pointless on the SubSalac set.

Fine. I'll reset the EVs on the Encore and SubSalac sets. But what little survivability you get on the other sets is rather important, as Chatot needs all it can to take neutral hits from walls like Hypno and Mantine.
