[Pros]

It is one of the two Pokemon with access to Drought in OU.

It has a usable offensive movepool.

Provides invaluable team support for many Pokemon that rely on sunlight.

    [Cons]

It is weak to Stealth Rock.

It is frail and lacks reliable healing.

It is fairly weak offensively and outclassed by Mega Charizard Y.

    [Set Recommendations]

name: Sleep Talk
move 1: Rest
move 2: Sleep Talk
move 3: Flamethrower
move 4: Roar / Will-O-Wisp
ability: Drought
item: Heat Rock
evs: 248 HP / 228 SpD / 32 Spe
nature: Calm Nature (+SpD, -Atk)

The basis of this set is attempting to alleviate the loss in longevity caused by using Heat Rock and not Leftovers. Rest provides Ninetales's primary form of healing, with Sleep Talk to prevent it from being immobile while asleep. Flamethrower serves as Ninetales's only attack, whereas Roar helps prevent it from being setup fodder due to its limited coverage. Will-O-Wisp is an alternative, but having no real way to deal with Fire-type resistant threats can be very limiting at times.

The Speed EVs allow Ninetales to outspeed all Tyranitar without Choice Scarf, and can be dropped in favor of additional bulk if Will-O-Wisp is not needed. Ninetales greatly appreciates Defog or Rapid Spin support, due to its 2x Stealth Rock weakness. Chlorophyll-based Pokemon such as Venusaur greatly appreciate Ninetales's ability, while also serving as reliable Water-type resists, making them excellent partners.

name: Specially Defensive
move 1: Flamethrower
move 2: Will-O-Wisp
move 3: Protect
move 4: Roar
ability: Drought
item: Leftovers
evs: 248 HP / 228 SpD / 32 Spe
nature: Calm Nature (+SpD, -Atk)

With Drought lasting only five turns, this set focuses most on Ninetales's longevity. Flamethrower is the STAB move of choice, offering reliable power, while maintaining perfect accuracy. Will-O-Wisp aids Ninetales in severely hampering the other weather starters. Not only does Will-O-Wisp add residual damage, helping to win the weather war, it also indirectly buffs Ninetales's physical bulk against Tyranitar and Hippowdon. Protect attempts to best make use of Leftovers, giving Ninetales an additional turn of healing and the ability to scout Choice-locked Pokemon. Roar prevents Ninetales from being used as setup bait, as its coverage is somewhat limited.

The Speed EVs allow Ninetales to use Will-O-Wisp first against most Tyranitar, as long as they are not carrying Choice Scarf. Ninetales greatly appreciates Rapid Spin or Defog support, as entry hazards drastically cut down Ninetales's longevity. Do to Drought, Ninetales serves as excellent support for Chlorophyll Pokemon such as Venusaur and Sawsbuck, as Drought helps turn on their Chlorophyll. Xatu makes for an interesting partner, being able to bounce back Stealth Rock while also being immune to Ground-type attacks.

name: Special Attacker
move 1: Fire Blast
move 2: Solarbeam
move 3: Sunny Day
move 4: Hidden Power [Ice] / Nasty Plot
ability: Drought
item: Heat Rock
evs: 4 Def / 252 SpA / 252 Spe
nature: Modest Nature (+SpA, -Atk)

This set makes the tradeoff between Ninetales's bulk and reusable Drought for absolute sweeping power. Fire Blast is Ninetales's most powerful STAB, gaining an additional boost from the sunlight. SolarBeam, also reliant on the weather, complements Fire Blast's coverage nicely. Sunny Day allows Ninetales to reset the weather, should it end or be disrupted, thus enabling Ninetales to resume its sweep. Hidden Power Ice completes the coverage between Fire Blast and SolarBeam, whereas Nasty Plot can give Ninetales the power to break through bulkier walls.

Rapid Spin or Defog support is almost mandatory, given Ninetales's large susceptibility to entry hazards. Chlorophyll sweepers also make for excellent partners, utilizing Ninetales's Drought, while also serving as reliable Water-type resists.

    [Checks and Counters]

Dragon-type Pokemon such as Goodra make for excellent counters. Goodra doesn't mind a Will-O-Wisp and has the special bulk to take a Hidden Power Ice, while being able to retaliate with Choice Specs-boosted attacks. To a Ninetales lacking Will-O-Wisp, both Tyranitar and Hippowdon serve as excellent counters; Tyranitar especially is able to Pursuit Ninetales as it switches out. To the defensive sets, bulky Water-type Pokemon such as Starmie are incredibly reliable checks, as Starmie, with its ability Natural Cure, is able to cure itself of Will-O-Wisp.

    on it

a few awkward sentences here and there, but nothing major. try structuring your sentences a bit more simply to allow the prose to flow better.

The second set is named Sleep Talk when it has neither Sleep nor Talk in it.
