<p>Although Pangoro is very slow, its access to Parting Shot differentiates itself sufficiently enough from other faster and more reliable Choice Scarf users. Parting Shot specifically is used to scout the opponent's actions and give its other teammates opportunities to set up or wreck the team, thanks to it lowering the target's Attack and Special Attack. Aside from Parting Shot, Pangoro functions as a pretty decent revenge killer with adequately powerful attacks, outrunning threats slower than the positive-natured base 111 Speed mark by a single point.</p>

<p>Crunch and Sky Uppercut are Pangoro's main attacks, and perform well with each other as they both gain STAB and hit everything neutrally aside from Toxicroak, Heracross, and Fairy-types. Hammer Arm may be used in place of Sky Uppercut for significantly more power (with Iron Fist, it is exactly equal to a Close Combat's damage output if Pangoro had it), but lowers Pangoro's Speed afterwards and prevents it from hitting multiple times in a row effectively. If Scrappy is used, Storm Throw is a more reliable option than the former two moves. Stone Edge and Poison Jab complete Pangoro's coverage, with the former hitting Flying-types super effectively and the latter allowing Pangoro to get past Fairy-types such as Togekiss, Gardevoir, and Azumarill more easily. Keep in mind, however, that aside from Grass- and Fairy-types, Poison Jab is generally an unfavorable move to be locked into.</p>

[Checks and Counters]

<p>Most of the time Pangoro will be using Parting Shot to escape from and weaken its usual checks and counters, giving its own team momentum and possibly setup opportunities in a flash. Aside from this, Pangoro has many checks, especially including fast and hard-hitting threats that can hit it hard or super effectively. Threats such as Togekiss, Gengar, Blaziken, and Talonflame can make short work of it with their Fighting-, Fairy-, or Flying-type moves. Assuming it equips a Choice Scarf, it can still be naturally outsped by Pokemon as fast as Jolly max Speed Mega Lucario. There's a large list of offensive Pokemon that fit under this category, so it is not hard to check it when necessary. As far as counters are concerned, physically defensive Pokemon such as Skarmory and Hippowdon have little issues taking Pangoro on, though again, it is not designed to stay in battle with them, and can simply use Parting Shot to steal momentum away.</p>

Mention Toxicroak and Heracross as Pokemon that resist Pangoro's STAB combo. Also, unless someone vouches for a CB or a bulky Lefties set i don't like either of them, as Pangoro has an awful Speed and a bad defensive typing, leaving it almost useless against many offensive teams. A Scarf set is the best bet of this guy in OU.
 
There's no reason for a bulky Leftovers set, so scrap that completely. I can see Choice Band being somewhat useful with STAB Iron Fist Hammer Arm and a spammable STAB in Crunch, but, as alexwolf said, it's probably too difficult to execute properly given the pathetic Speed stat and mediocre defensive potential. It also has no priority whatsoever, unlike most other Fighting-types, such as Conkeldurr, Breloom, and Lucario. I'd say it's outclassed.

2) The reason why I wanted to discuss Leftovers and Choice Band was because both would force Pangoro to be slower, which as a result would give you a slower Parting Shot, preventing your switch-in from taking damage and allowing it to set up afterwards. In standard play, I'll accept the fact the the Choice Scarf set may be its best, but just discussing some possibilities!

According to Serebii, the big panda gets storm throw as an egg move. Since it is guaranteed to get a critical hit, it's base power before STAB is 90. This has 100% accuracy, even though it is slightly weaker than Sky Uppercut. Though since it is a critical hit, it should ignore defense boosts (like from Supowering Malamar). Just thought you might want to know.
 
Pangoro has Scrappy as a hidden ability, and he should prefer that over Iron Fist for that set you have.
 
Shouldn't Mold Breaker also be considered to prevent Magic Bounce users from interrupting a set-up strategy? Granted, Parting Shot still forces the Magic Bounce user out, but it also lowers Pangoro's stats and decreases your momentum.
