Really the only success I have had with Xatu was a Wish Passer, with Thunder Wave and Roost.
I basically ran 252 HP, a bunch of speed, rest in defense. Thunder Wave really messed up switch-ins, and I could usually get off a Wish once their Xatu "counters" (basically anything that can do damage) were crippled or dead. It did a good job of passing Wish to stuff actually, and Roost made it sturdier than it looks.
The crappy typing is actually better than you think... when you Roost, you still resist Fighting, which is handy, and you lose the weaknesses to ice, electric and rock.
