There is a 40% chance that it will start raining at the end of every round. There is a 30% chance that rain will stop at the end of every round if it is currently raining. After every action, there is a chance of a wild Pokemon coming out and attacking the Pokemon that performed the action, providing that the action dealt damage. The chance that that will happen is 25%. Note that the percentage will increase by 5% for every base power point over 9. For example, if a Syclar uses Blizzard (12 BP), the chance that a wild Pokemon will attack Syclar at the end of the action will be .25 + .05 (12 - 9) = .4 or 40%.
