[Overview]

Eevee can perform well in Little Cup, even with average stats, thanks to Adaptability. It also sports a STAB priority move that hits with 80 Base Power, making it a decent revenge killer. With the combination of Return and Quick Attack, not much can stand in Eevee's way other than Rock-, Steel-, and Ghost-types, who are the bane of its existence. Unfortunately, it has poor defenses and is quite slow, and thus is easily revenge killed.

[SET]
name: Mixed Attacker
move 1: Return
move 2: Quick Attack
move 3: Bite
move 4: Hidden Power Grass / Hidden Power Ground
item: Life Orb / Choice Band
ability: Adaptability
nature: Naughty / Lonely
evs: 240 Atk / 236 Spe

[SET COMMENTS]

Due to Adaptability and STAB on both Return and Quick Attack, Eevee can function as both a revenge killer and a wall breaker. Return is Eevee's strongest move on this set and, courtesy of Adaptability, hits with 204 Base Power, severely hurting anything that doesn't resist it very hard. Quick Attack works well alongside Return, and allows Eevee to become a potent revenge killer. With Normal-type as its STAB, Ghost-types can be very threatening to Eevee; therefore, Bite is recommended in the third slot. In the final moveslot, Hidden Power Grass is generally the best choice as it OHKOes most Rock / Ground and Rock / Water Pokemon, but Hidden Power Ground is notable for its ability to beat down Aron, Shieldon, and Magnemite.

[ADDITIONAL COMMENTS]

Although Eevee is powerful there are several Pokemon that flat out wall it. Bronzor is a huge problem; it sports a resistance to three of Eevee's attacks, and can easily set up on it. As such, a Fire-type is recommended as a partner, hitting Bronzor and other Steel-types for super effective damage. Without Hidden Power Ground, other Steel-types, such as Aron, also pose a problem. Aron can easily set up on this set without it. A Choice Scarfed Fighting-type like Mankey can remedy this, as it can outspeed and OHKO all of the common Steel-types bar Bronzor. If Hidden Power Ground is used, the Attack EVs can be changed to 236 in order to allow another 36 EVs to go into the Defense stat.

Fighting-types such as Mankey and Machop are serious threats to Eevee with their STAB Fighting-type attacks. Wynaut or a Ghost-type can take care of these threats, shrugging off Fighting-type attacks and hitting back with Counter or a STAB attack respectively. Ghost-types such as Drifloon and Gastly are immune to both of Eevee's STAB moves while outspeeding it and KOing with Hidden Power Fighting. Stunky works as a great counter to both Ghost-types thanks to its typing and access to both Pursuit and Sucker Punch.

[SET]
name: Choice
move 1: Return
move 2: Quick Attack
move 3: Bite
move 4: Baton Pass
item: Choice Band / Choice Scarf
ability: Adaptability
nature: Adamant / Jolly
evs: 236 Atk / 36 Def / 236 Spe

[SET COMMENTS]

Though this set looks quite similar to the mixed set, the two play very differently. This set is purely physical, and can hit harder or be much faster than the mixed set. With Choice Band's sheer power, Eevee is able to rip holes in the opposition's defense. On the other hand, Choice Scarf makes up for Eevee's lackluster Speed, and lets it function more as a revenge killer. Return is a strong and reliable STAB on Eevee, making it your first choice of attack. Quick Attack is a valuable priority move, allowing Eevee to pick off weakened foes. Bite allows Eevee to switch in on a Ghost-type move such as Shadow Ball, and hit the enemy Ghost-type for super effective damage. With Eevee's risk of being walled, Baton Pass allows Eevee to scout for potential threats, such as the Ghost-types that plague it, so that you can switch to an appropriate counter.

[ADDITIONAL COMMENTS]

Even with the power supplied by a Choice Band, Eevee fails to 2HKO Bronzor, even without taking Oran Berry into account. Bronzor can be easily beaten by Pokémon such as Houndour and Magby. Onix, with its gargantuan Defense stat and resistance to Normal-type attacks, can wall Eevee with impunity. A Water-type makes a good choice here, as it can abuse Onix's 4x weakness and dispatch of it. Once Eevee is locked into Return, any Ghost-type can come in and easily KO it or set up for a sweep. Stunky and Munchlax are both great choices to combat Ghost-types with their super effective attacks. After KOing an opposing Pokémon, a large number of threats can easily revenge kill Eevee.

[Team Options]

Like all offensively oriented Pokémon, Eevee appreciates Stealth Rock on the field, as it greatly improves Eevee's chances of getting KOes by weakening the opponent before they can hit Eevee and by destroying Focus Sashes. Dual screens from the likes of Bronzor can be helpful, as they greatly improve Eevee's staying power by allowing it to take another hit or two and keep fighting longer.

Offensively, Eevee needs its teammates to take out its biggest counters so it can be as effective as possible. First, due to Eevee's problems with Ghost-types, Stunky is a reliable choice for taking them out; access to STAB Pursuit and Sucker Punch make it the best check to Ghost-types in the game. Munchlax can also handle Ghost-types fairly well, and its monstrous Special Defense and HP make it worth considering. Magnemite can make a great partner; Magnet Pull gives it the ability to trap and KO Steel-types. Finally, Choice Scarf Gastly makes a great partner to Eevee because of its ability to revenge kill many of Eevee's threats, and immunities to two of the most common attacking types in the game.

[Optional Changes]

Eevee doesn't have a large movepool, but it still has a few moves worth noting. First, Eevee has access to Wish, but this is not very viable due to Eevee's bad defenses. Eevee may utilize a Flail set to push its power to the extreme; however, it is hard to set up correctly, and leaves Eevee easily revenge killed. Next, Yawn may be able to cause switches or create free turns of set-up. Eevee also has Baton Pass, but can only pass Curse and Substitute. Iron Tail can be used over Hidden Power to combat Rock-types, but with 75% accuracy, it is not very reliable. A Curse set can work with Eevee, increasing its Attack and Defense, while Quick Attack nullifies the Speed drops. Unfortunately, this set is very hard to set up, and has trouble with any physically bulky special attacker.

[Counters]

Eevee's best counters are Choice Scarfed Fighting-types such as Mankey, since at 26 Speed with its Choice Scarf, Eevee can't hope to outspeed them. While not as fast, Machop has more bulk than Mankey, and can hit Eevee with DynamicPunch. Any Ghost-type can come in on a Normal-type attack, then wreak havoc by setting up or spreading status. Aron can easily set up on any Eevee without Hidden Power Ground and potentially sweep. Omanyte and Kabuto switch into against any set without Hidden Power Grass (though Choice Baneded Return will do a fair amount). Bronzor walls Eevee, and can set up on it with impunity. Onix has a high Defense stat and a resistance to Eevee's STAB attacks, and has enough power to threaten it with a STAB. Choice Scarf Gastly can very easily revenge kill Eevee, while Duskull can usually wall it extremely well.

A Scarf set should be added. 200 BP Move will hurt anything it outspeeds, and finally allows Eevee to touch ghosts like Missy onec you switch in on Sball with Bite, although I dont know if it will KO or not

You could expand the Team Options sections a little bit
Im going to kinda rip-off what bugmaniacbob and Heysup said earlier, but basically:
Support
-SR
-Screens
Offense
-Something to kill ghosts like Stunky
-Something to kill steels like Magnemite
-Something revengy. CS Gastly fits well seeing as it can take fighting attacks aimed at Eevee
Defense;
-A defensive core of Duskull and Munchlax or Bronzor could work well seeing how Eevee can switch in to take ghost type attacks aimed at Duskull and Duskull can take fighting attacks aimed at Eevee. Im not too good with defensive cores, so maybe you could think a bit up here

In counters, I dont see Ekans taking a STAB Return, even after an Intimidate drop, very well. Also Phanpy should be mentioned IMO, it can easily take a STAB Return and Counter or EQ for the KO.

move 2: Quick Attack
move 3: Bite
move 4: Hidden Power Ice
item: Life Orb / Choice Band
ability: Adaptability
nature: Adamant
EVs: 236 Atk / 236 Spe / 36 Def
[SET COMMENTS]

With Adaptability, Eevee can be a potent force with STABs in Return and Quick Attack. This allows Eevee to function as a powerful wall breaker and revenge killer. With its ability and STABs this is by far Eevee's most viable set.

Return is Eevee’s strongest move on this set and, courtesy of Adaptability, can fire it off with 204 Base Power, which will dent anything that doesn't resist it. Quick Attack is the move that allows Eevee to be a successful revenge killer and gets the STAB bonus that makes Eevee as powerful as it is. With Normal-type as your STAB, Ghosts are very threatening and because of this Bite is recommended in the third slot of this set. In the final moveslot Hidden Power Ice is recommended as it can hit Gligar for 4x damage and does good damage to part Ground Rock types.

However, Bronzor is a huge problem and can easily set up on Eevee. Due to this, a Fire-type is recommended as a partner to in order to hit Bronzor for super effective damage. Fighting-types such as Mankey and Machop are also serious threats to Eevee with their STAB attacks. Ghosts such as Misdreavus and Gastly are immune to both of Eevee's STAB moves and as such can outspeed its Bite to hit Eevee hard [Do they OHKO with Focus Blast/HP Fighting?].

[SET]
name: Flail
move 1: Substitute / Endure
move 2: Flail
move 3: Quick Attack
move 4: Bite
item: Liechi Berry
ability: Adaptability
nature: Adamant
EVs: 236 Atk / 236 Spe / 36 Def
IVs: 29 HP
[SET COMMENTS]

With this set, Eevee has the opportunity to hit the opposition with 300 Base Power Flails after a Liechi boost. Substitute is the main move on this set as it allows Eevee to lower its HP safely and eventually activate its berry necessary for the sweep. Flail, after reaching one HP, is extremely powerful on Eevee and should be used as the set's main attack. Quick Attack makes up for Eevee's average Speed. Bite earns the fourth spot in order to hit Bronzor for neutral damage and Ghosts who are immune to the other two attack on this set.

29 HP IVs allow Flail to hit as hard as possible with one HP [Isn't this just to create five substitutes]. Unfortunately, this set can be stopped cold by certain Pokemon. Onix is a threat to Eevee with its monstrous Defense and resistance to Flail and Quick Attack. After setting up anything with priority can KO Eevee and destroy its sweep. Entry hazards such as Stealth Rock destroy Eevee's opportunity to switch in and set-up efficiently, but may be remedied by a Pokemon with Rapid Spin. Scarfed Fighting-types can also cause problems by outspeeding Eevee and KOing with their STAB attacks. Misdreavus poses a huge threat to this set as it can outspeed Eevee and OHKO with its Hidden Power Fighting.

[Other Options]

Eevee doesn’t have a large movepool, but it still has a few moves worth noting. First, Eevee has access to Wish, but isn’t viable do to Eevee’s bad Defenses. Next, Yawn may be able to cause switches and if you opponent decides to take the sleep create free turns of set-up. Eevee also has Baton Pass, but can only pass Curse and Substitute. Iron Tail can be used over Hidden Power Ice, but with 75% accuracy, it is not very reliable. On the Flail set, a Salac Berry may be of use allowing Eevee to outspeed all non-scarfers after the boost.

[Evs]

Eevee is used to attack Pokemon physically and its Evs reflect that. With 236 Attack and Speed Evs Eevee can hit as hard and as fast as possible and the 36 Defense Evs account for one more Defense point. When using Hidden power Ice an IV is taken away from Attack and it may be preferable to take away all your Defense Evs and put four into Attack. This allows Eevee to keep its Attack stat at 16.

[Team Options]

Eevee works best at its job with Stealth Rock support as it is meant to take out weakened Pokemon who have . Magnemite works well with Eevee as it can trap and kill opposing Bronzor who could otherwise wall it. With Eevee’s susceptibility to Fighting-type attacks, Wynaut or a Ghost could help Eevee against them. When wall breaking with Eevee one must note how frail it is and should pack your own revenge killer in the event of Eevee fainting.

[Opinion]

Eevee, though sporting average stats, can be a force in Little Cup thanks to Adaptability. It also sports a STAB priority move and it hits with 80 Base Power. Thanks to this, Eevee is able to fit in a niche as a revenge killer and a wall breaker. It is also one of the few Pokemon who can successfully pull off a Flail set.

[Counters]

Eevee's best counters are Choice Scarfed Fighting-types such as Mankey, since at 26 Speed with its Choice Scarf, Eevee can't hope to outspeed. Machop has more bulk than Mankey and can hit Eevee with DynamicPunch. Misdreavus can switch in on a Normal-typed move such as Quick attack, outspeed, and OHKO it with Hidden Power Fighting. Bronzor easily walls Eevee and can set up with impunity against it along with other Steel-types. Onix threatens Eevee with its high Defense stat and resistance to Eevee’s STABs. Ekans, with Intimidate, can threaten Eevee with the Attack drop and cripple it with Glare.

I don't play Little Cup, but I thought I'd give you a proofread anyway.

Note: All calcs below are done with Life Orb, not Choice Band.

I have a couple issues with the first set. Firstly, it doesn't include Choice Scarf, which is Eevee's 2nd most effective item imo. Secondly, you are trying to put two sets together that really don't fit.

One set should be:
[SET]
name: Physical Attacker
move 1: Return / Double-Edge
move 2: Quick Attack
move 3: Bite
move 4: Iron Tail / Baton Pass
item: Life Orb / Choice Band / Choice Scarf

and

[SET]

EVs: 236 Atk / 236 Spe / 36 Def

Team Options:

This is new to most of the LCFers, so I'll say this again. Team options should be at least 3 paragraphs.

1. General Support (Does it like SR/spikes support, does it needs Spin support, does it need Weather, does it need Screens, etc)

2. Offensive support (What Pokemon does it have trouble with and which Pokemon help Eevee get rid of that Pokemon? Which Pokemon does Eevee help get rid of for other Pokemon?)

3. Defensive support (Who does eevee have trouble with? Which Pokemon can switch into said counter? Which Pokemon lure out attacks for Eevee to switch in (like Ghost attacks)?

Other Options

Add a Curse set in here.

Opinion

Expand how Eevee is a threat to the metagame. Explain how its DE/Return KO almost everything, while QA OHKOes almost everything faster. Also explain it's unfortunately mediocre speed stat and that it has trouble with Bronzor / Rock types.

Counters

Mankey isn't really a counter, since a QA will KO it (63.64% - 81.82%) after a couple switch ins to SR (mention that in team options too). Machop is different because of its bulk. Also, only Life Orb Missy can OHKO Eevee with HP fighting, so mention that. Remove Ekans, as it cant take any STAB attack even at -1 (69.57% - 86.96% vs Max / Max Ekans).

Keep Onix, but add Rhyhorn, Geodude, Bronzor, Omastar, Aron, Sheildon, etc.

Hope this helps.

EDIT: Phanpy isnt a counter either.

Double Edge vs 116 def / 196 HP Phanpy: (85.71% - 107.14%)
Double Edge vs max + / max Phanpy: (78.57% - 100.00%)

With Adaptability, Eevee can be a potent force with STABs in both Return and Quick Attack. This allows Eevee to function as a revenge killer and powerful wall breaker. With its ability and STABs this is by far Eevee's most viable set.

Return is Eevee’s strongest move(s) on this set and, courtesy of Adaptability, Eevee can fire it off with the equivalent of 204 Base Power, which will dent anything that does not resist it. Quick Attack allows Eevee to be a successful potent revenge killer and gets the STAB bonus that makes Eevee as much of a potent force as it is. With Normal-type as your STAB Ghosts become very threatening to you and because of this Bite is recommended in the third slot of this set because it allows Eevee to hit the ghosts who are immune to its STAB attacks super-effectively. In the final(move)slot, Hidden Power Grass is the an ideal choice to hit the Rock- and Ground(s)(-) types (which rocks and grounds).

However, Bronzor sports a resistance to three of Eevee's attacks is a huge problem for Eevee and can easily set up on Eevee. [Other Options]

Eevee doesn’t have a large movepool, but it still has a few moves worth noting. First, Eevee has access to Wish, but it isn’t recommended viable due to Eevee’s bad subpar Defenses. Next, Yawn may be able to can either cause a switch(es) and if you opponent decides to take the sleep create or give Eevee free turns of to set-up. Munchlax is a much more common answer to these threats, but can lose to Misdreavus if Munchlax comes in while it uses Substitute and isn't as good a choice as Stunky. With Eevee's problems against Steel-types, Magnemite can make a great partner to Eevee with the ability to trap and kill Steels with Magnet Pull. Choice Scarf Gastly makes a great partner to Eevee with the ability to revenge kill one of Eevee's threats Misdreavus(,) its and immunity to Fighting-type attacks, and immunity to one of the most common attacks in the game (add “and Ground-” to the previous part if you are referring to EQ).

Due to Adaptability and STAB on both Return and Quick Attack, Eevee can function as both a revenge killer and a wallbreaker (fixed run-on sentence). Return is Eevee’s strongest move on this set and, courtesy of Adaptability, hits with 204 Base Power (Subject didn't match verb before), denting anything that doesn't resist it. Quick Attack works well alongside Return, and allows Eevee to become a potent revenge killer (watch out for overusing the word potent). Fighting-types such as Mankey and Machop are serious threats to Eevee with their STAB Fighting-type attacks. [SET COMMENTS]

With this set, Eevee has the opportunity to hit the opposition with 300 Base Power Flails after a Liechi boost. Substitute is the main move on this set, as it allows Eevee to lower its HP safely and eventually activate its berry, which is necessary for a sweep (fixed run-on sentence with commas). Flail is an extremely powerful STAB attack and, after reaching one HP it (deleted other stuff) acts as the set's main attack (vary your diction: you used 'extremely powerful' twice in the same sentence). Endure may be an option, ensuring Eevee gets down to its target HP. Quick Attack makes up for Eevee's average Speed. Bite earns the fourth spot in order to hit Bronzor for neutral damage and Ghosts who are immune to the other two attacks on this set.

29 HP IVs allowes Flail to hit as hard as possible with one HP. Unfortunately, this set can be stopped cold by certain Pokemon. Onix is a threat to Eevee as with its monstrous Defense and resistances to Flail and Quick Attack. After setting up, anything with priority can KO Eevee and destroy its sweep. Entry hazards such as Stealth Rock destroy Eevee's opportunity to switch in and set-up efficiently, but may be remedied by a Pokemon with Rapid Spin, or by the use of Endure. Scarfed Fighting-types can also cause problems by outspeeding Eevee and KOing with their STAB attacks. Misdreavus poses a huge threat to this set with as it can outspeed Eevee and OHKO with its Hidden Power Fighting. Again, you need to at least give a few checks on these threats that work alongside Eevee.

[Team Options]

As with all offensive oriented Pokemon, Stealth Rock would greatly improve Eevee's chances of getting KOes by weakening the opponent before they can hit you and by destroying Focus Sashes. Dual Screens from the like of Bronzor as they greatly improve Eevee's staying power by allowing it to take another hit or two and keep fighting longer.

Offensively, Eevee needs its teammates to take out its biggest counters so it can be as effective as possible. First, due to Eevee's problems with Ghosts, Stunky is a reliable choice for taking out Ghost-types with its STABs in Pursuit and Sucker Punch, making it the best check to Ghost-types in the game. Munchlax is another answer to these threats, but can lose to Misdreavus if Munchlax came in while it used Substitute. Therefore, in regard to the specific role of countering ghosts, Munchlax isn't nearly as good a choice as Stunky (split up a runon sentence). The upside is that Munchlax can take on a much larger amount of foes with its incredible SpD. With Eevee's problems against Steel-types, Magnemite can make a great partner to Eevee with the ability to trap and kill Steels with Magnet Pull. Choice Scarf Gastly makes a great partner to Eevee with the ability to revenge kill Eevee's threats, and immunities to two of the most common attacking types in the game.

[Other Options]

Eevee doesn’t have a large movepool, but it still has a few moves worth noting. First, Eevee has access to Wish, but isn’t viable due to Eevee’s bad Defenses. Next, Yawn may be able to cause switches and if you opponent decides to take the sleep create free turns of set-up. Eevee also has Baton Pass, but can only pass Curse and Substitute. Iron Tail can be used over Hidden Power Grass, but with 75% accuracy, it is not very reliable. On the Flail set, a Salac Berry may be of use allowing Eevee to outspeed all non-scarfers after the boost. A Curse set can work with Eevee, increasing its Attack and Defense, while Quick Attack nullifies the Speed drops. Unfortunately, this set is very hard to set up and isn't always worth it.

[EVs]

Eevee is used to attack Pokemon physically and its EVs reflect that. With 236 Attack and Speed Evs Eevee can hit as hard and as fast as possible and the 36 Defense Evs give you one more Defense point. When using Hidden power Ice an IV is taken away from Attack. This all allows Eevee to keep its Attack stat at a very respectable 16.

[Opinion]

Eevee, though sporting average stats can be a force in Little Cup thanks to Adaptability. It also sports STAB priority move that hits with 80 Base Power making it a huge threat in this metagame. With the combination of Return and Quick Attack not much can stand in Eevee's way. Unfortunately, its mediocre Speed allows it to be KOed by many threats who would otherwise cower at the face of Eevee. Although Eevee is hindered by its type disadvantage against Rock-, Steel-, and Ghost-types, it is still one of the top threats in Little Cup. (fixed run-on by making it a complex sentence)

[Counters]

Eevee's best counters are Choice Scarfed Fighting-types such as Mankey, since at 26 Speed with its Choice Scarf, Eevee can't hope to outspeed them. Onix threatens Eevee with its high Defense stat and resistance to Eevee’s STABs while having enough power to threaten it.
It's up to you, but I suggest writing one summation sentence that says what generally counters Eevee, such as Scarfed Fighters, Ghosts, and bulky Rock- and Steel-types.

On the Mixed Attacker set, I think Hidden Power Ground should deserve a slash. That way, you're capable of destroying Aron (and Shieldon) that like to switch into Eevee. Also, HP Ground still hits Rock-types super effectively, even though HP Grass is better for Rock/Ground Pokemon.

[SET COMMENTS]

Due to Adaptability and STAB on both Return and Quick Attack, Eevee can function as both a revenge killer and a wall breaker. Return is Eevee’s strongest move on this set and, courtesy of Adaptability, hits with 204 Base Power, denting anything that doesn't resist it. Quick Attack works well alongside Return, and allows Eevee to become a potent revenge killer. With Normal-type as your STAB, Ghosts become very threatening to you; therefore, Bite is recommended in the third slot. In the final moveslot, Hidden Power Grass is the ideal choice to hit the Rock- and Ground-types. To combat Steel-types, Hidden Power Ground may be used over Hidden Power Grass.

I'm seriously questioning the viability of the Flail set. I know that it has Quick Attack and Bite and all, but Duskull really gives it trouble, and if it's run out of Substitutes ScarfGastly beats it soundly. It should also have Salac Berry as an option, as Eevee is relatively easily revenge-killed without a speed boost. On the Mixed Attacker, the primary option should certainly be Hidden Power Ground for its ability to hit Aron, who is a far greater threat than Onix or Rhyhorn thanks to Head Smash. Speaking of Aron, it is easily the greatest threat to Eevee, as every set barring the Mixed Attacker affords it a free turn to Rock Polish and devastate with Head Smash. Despite this, it is not mentioned by name even once in the analysis while the vastly less-threatening Onix is.

Thanks for that Vader, I've mentioned Aron in the analysis in a few places. I'm not totally sure if I'll take out the Flail set yet, I'll discuss it on IRC.

Edit: a whole bunch of stuff was done!

[Overview]

Eevee, can perform well in Little Cup even with average stats thanks to Adaptability. It also sports a STAB priority move that hits with an 80 base power, making it a decent revenge killer. With the combination of Return and Quick Attack not much can stand in Eevee's way other than the Rock-, Steel-, and Ghost-types, who are the bane of its existence. Unfortunately, it has poor defenses and is quite slow, and thus easily KOed.

Due to Adaptability and STAB on both Return and Quick Attack, Eevee can function as both a revenge killer and a wall breaker. Return is Eevee's strongest move on this set and, courtesy of Adaptability, hits with 204 base power, hitting anything that doesn't resist it very hard. Quick Attack works well alongside Return, and allows Eevee to become a potent revenge killer. With Normal-type as its STAB, Ghosts can be very threatening, to you; therefore, Bite is recommended in the third slot. In the final moveslot, Hidden Power Grass is generally the best choice as it OHKOes the Rock/Ground and Rock/Steel Pokemon, but Hidden Power Ground is notable for it's ability to beat down Aron, Shieldon, and Magnemite.

I assume you meant some other type combination here

[ADDITIONAL COMMENTS]

Although Eevee is powerful, Bronzor is a huge problem; it sports a resistance to three of Eevee's attacks and can easily set up on it. As such, a Fire-type is recommended as a partner, hitting Bronzor and other Steel-types for super effective damage. Without Hidden Power Ground, other Steel-types, such as Aron, also pose a problem. Aron can easily set up on this set without it. A Choice Scarfed Fighting-type like Mankey can remedy this, as it can outspeed and OHKO all the common Steel-types bar Bronzor.

Fighting-types such as Mankey and Machop are serious threats to Eevee with their STAB Fighting-type attacks. Wynaut or a Ghost-type can take care of these threats, shrugging off Fighting-type attacks, and KOing back with Counter or a STAB attack, respectively. Ghosts such as Drifloon and Gastly are immune to both of Eevee's STAB moves while outspeeding it and KOing with Hidden Power Fighting. Stunky works as a great counter to both Ghosts, thanks to its typing and access to both Pursuit and Sucker Punch.

- When showing contrast between phrases ("although"), the two phrases in question should ideally be next to each other
- "Due to this" was replaced with the less awkward sounding "As such"
- Bronzor is a Steel-type, so "other" and "also" were added as appropriate
- The Aron phrase seems awkward as its own sentence so it was removed, and "such as Aron" was added to the preceding sentence.

[SET COMMENTS]

Though it looks quite similar to the Mixed set, the two play very differently. This set is purely physical and can hit harder or be much faster than the Mixed set. With Choice Band's sheer power, Eevee is able to rip holes in the opposition's defense. Return is a strong and reliable STAB on Eevee, making it your first choice of attack. Quick Attack is a valuable priority move, allowing you to pick off weakened foes. Bite allows Eevee to switch in on a Ghost-type move such as Shadow Ball and hit the enemy Ghost for super effective damage. With Eevee's risk of being walled, Baton Pass allows Eevee to scout for potential threats, such as the Ghost-types that plague it, so that you can switch to an appropriate counter.

[ADDITIONAL COMMENTS]

Even with the power supplied by a Choice Band, Eevee fails to even 2HKO Bronzor without an Oran Berry. Bronzor can be easily beaten by Pokémon such as Houndour and Magby. Onix, with its gargantuan Defense stat and resistance to Normal, can wall Eevee with impunity. A Water-type makes a good choice here, it can abuse Onix's 4x weakness and dispatch it, especially when in the rain. Once Eevee is locked into Return, any Ghost-type can come in and easily KO it or set up for a sweep. Stunky and Munchlax are both great choices to combat Ghosts, with their super effective attacks. After KOing an opposing Pokémon, a large number of threats can easily revenge kill Eevee.

- Wrong subject: "Return" is not what is getting KOed or set-up onThe original phrase had "Return" as the subject of the sentence, which is obviously not intended
- Also a general comment: you address the advantage of Choice Band, but fail to give the other option (Choice Scarf) the same privilege.

[Team Options]

Like all offensively oriented Pokémon, Eevee appreciates Stealth Rock on the field, as it would greatly improve Eevee's chances of getting KOes by weakening the opponent before they can hit you and by destroying Focus Sashes. Dual Screens from the like of Bronzor as they greatly improve Eevee's staying power by allowing it to take another hit or two and keep fighting longer.

Munchlax can also handle Ghost-types fairly well, and its monstrous Special Defense and HP make it worth considering. Magnemite can make a great partner; Magnet Pull gives it the ability to trap and kill Steels. Finally, Choice Scarf Gastly makes a great partner to Eevee with the ability to revenge kill Eevee's threats, and immunities to two of the most common attacking types in the game.

- Phrase reworded so that "Eevee" was the subject of the sentence, since otherwise the phrase implied that Stealth Rock was an offensively oriented Pokemon
- Sentence was a fragment (no real verb) so the prepositional phrase "as they greatly" was removed
- "Eevee's problems with Ghosts" is not what makes Stunky a "reliable choice...", thus it is an incorrectly used phrase. The opening sentence of the (second) paragraph already implies a list of counters and threats, so you really don't need a phrase at all, but if you prefer one be there:
Ghost-types are Eevee's biggest concern, so Stunky makes a great partner. It is a reliable choice for taking out Ghost-types, and access to...

- It seems like you rewrote the same section (about Munchlax) of the paragraph multiple times but forgot to clean up afterwards, something a lot of people, including myself, do quite often.
- The original wording on Magnemite was somewhat awkward, so that was reworded.

[Optional Changes]

Eevee doesn't have a large movepool, but it still has a few moves worth noting. First, Eevee has access to Wish, but this is not very viable due to Eevee's bad defenses. Eevee may utilize a Flail set to push its power to the extreme. However, it is hard to set up correctly and leaves Eeve easily revenge killed. Next, Yawn may be able to cause switches or create free turns of set-up. Eevee also has Baton Pass, but can only pass Curse and Substitute. Iron Tail can be used over Hidden Power, but with 75% accuracy, it is not very reliable. A Curse set can work with Eevee, increasing its Attack and Defense, while Quick Attack nullifies the Speed drops. Unfortunately, this set is very hard to set up and has trouble with any physically bulky special attacker.

[Counters]

Eevee's best counters are Choice Scarfed Fighting-types such as Mankey, since at 26 Speed with its Choice Scarf, Eevee can't hope to outspeed them. While not as fast, Machop has more bulk than Mankey and can hit Eevee with DynamicPunch. Any Ghost can come in on a Normal-type attack, then wreak havoc by setting up or spreading status. Aron can easily set up on any Eevee without Hidden Power Ground and potentially sweep. Bronzor walls Eevee and can set up on it with impunity. Onix has a high Defense stat and resistance to Eevee's STAB attacks and has enough power to threaten it with a STAB. Choice Scarf Gastly can very easily revenge kill Eevee, while Duskull can usually wall it extremely well.

Great job... I'd like to note the fact that I made a conscious effort to find content errors, and could only find one (see the comments for the Choice set).
You need to watch your prepositional phrases, and object agreement between phrases/sentences... when in doubt, just reference the object by its name (ie: don't use a pronoun). Regardless, it was very well written.
