Nineage
Pugnacious.
[OVERVIEW]
Eevee is outclassed in almost every way in the LC metagame; offensively, it does not hit as hard as Bunnelby and lacks coverage options, and defensively, it is generally outclassed by Lickitung as a support Pokemon because of its lack of bulk. However, Eevee finds a niche on teams that need a cleric and do not want to lose momentum thanks to its access to Baton Pass, which can give an ally a free switch in, and Adaptability, which allows it to be less passive than Lickitung.

Moves
========
Wish allows Eevee to pass 12 HP Wishes to its teammates. Return does decent damage against everything that doesn't resist it, thanks to Adaptability, and can be used to pick off weaker threats when nothing needs to be healed. Protect allows Eevee to receive its own Wish, keeping it healthy for later in the battle. Baton Pass lets Eevee tank a neutral hit before pivoting out, enabling a weakened Pokemon to come in and receive the Wish. Quick Attack can also be run in the last slot, giving Eevee a way to pick off weakened Pokemon in the late-game. For a more defensive set, Heal Bell can be run, allowing Eevee to support its team by eliminating status.
Set Details
========
The given EVs and nature let Eevee survive a +2 Fletchling's Acrobatics and usually KO back with Return after Stealth Rock, as well as survive 16 Atk Mienfoo's High Jump Kick from full health. This spread also allows Eevee to 2HKO Timburr on the switch and KO Mienfoo with Return + Quick Attack after it has been hit with Knock Off. A spread with a Brave nature and 0 Speed IVs is also possible so that Eevee can Baton Pass out of slow Pokemon such as Snubbull after they move. Eviolite gives Eevee the greatest possible bulk, allowing it to compensate for its mediocre base defenses as much as it can. Adaptability is the most useful ability for Eevee and, on this set, allows it to hit fairly hard with Return, despite the lack of Attack investment.
Usage Tips
========
Most of the time, Eevee should use Wish against a defensive Pokemon or on a switch, take a hit, and Baton Pass to something that needs healing. It should only attack when nothing on its team needs a Wish passed to it and there are no Ghost- or Steel-types that could switch in for free setup opportunities. Try to avoid Fighting-type attacks whenever possible and use caution when switching Eevee into strong neutral attacks, which wear it down quickly.
Team Options
========
Snubbull, Skrelp, and Croagunk appreciate Eevee's Wish passing due to their lack of reliable recovery and can check the Fighting-types that give Eevee trouble. Pursuit trappers, such as Stunky and Pawniard, can trap the Ghost-types that Eevee cannot hit, allowing it to more comfortably attack if need be. Frail Pokemon that get worn down throughout a match, such as Gastly, appreciate Wishes that come with momentum from a Baton Pass as well.

Other Options
=============
Body Slam can be used over Return for its paralysis chance, giving Eevee a more supportive set, but doing so causes Eevee to lose out on a lot of its damage output, which is the primary reason to run Eevee over Lickitung. Substitute is a possible move to let Eevee pass Substitutes to its teammates, and Yawn can be used to force Eevee's switch-ins back out, but both are quite situational. Eevee can also run an attacking set using Quick Attack, Return, Bite, and Iron Tail. However, as mentioned, this set is completely outclassed by other Normal-types, such as Bunnelby, and Eevee does not have the Speed or coverage to pull it off very effectively. Lastly, Eevee could be used to Baton Pass boosts, such as Work Up and Curse, but it lacks the bulk to pull off such a set well. Eevee should never use Last Resort.
Checks and Counters
===================
**Ghost-types**: Eevee has no way to hit Ghost-types, and thus can give them free setup or recovery opportunities, including giving Gastly and Drifloon free Substitutes and Honedge a free Swords Dance.
**Fighting-types**: Most of the tier's Fighting-types, including Mienfoo, Timburr, and Scraggy, can switch into Eevee and deal massive damage to it, though less bulky Mienfoo variants have to be wary of Return + Quick Attack, which has a small chance of KOing them.
**Rock- and Steel-types**: Rock- and Steel-types are not bothered by Eevee's STAB moves. Ferroseed can switch into Eevee, damage it with Iron Barbs, and paralyze anything it tries to pass its Wishes to; Pawniard uses Eevee as setup bait; Onix is able to Taunt Eevee and set up entry hazards; and Tirtouga and other Shell Smash users can set up against Eevee easily.
**Taunt Users**: Taunt users, including Mienfoo and especially those such as Onix that resist Eevee's one attacking move, prevent Eevee from successfully Wish passing and wear it down, limiting its use.
