[OVERVIEW]

Eevee is outclassed in almost every way in the LC metagame; offensively, it does not hit as hard as Bunnelby and lacks coverage options, and defensively, it is generally outclassed by Lickitung as a support Pokemon because of its lack of bulk. However, Eevee finds a niche on teams that need a cleric and do not want to lose momentum thanks to its access to Baton Pass, which can give an ally a free switch in, and Adaptability, which allows it to be less passive than Lickitung.

[SET]
name: Wish Passer
move 1: Wish
move 2: Return
move 3: Protect
move 4: Baton Pass / Quick Attack / Heal Bell
item: Eviolite
ability: Adaptability
nature: Adamant
evs: 236 HP / 196 Def / 76 SpD

[SET COMMENTS]
Moves
========

Wish allows Eevee to pass 12 HP Wishes to its teammates. Return does decent damage against everything that doesn't resist it, thanks to Adaptability, and can be used to pick off weaker threats when nothing needs to be healed. Protect allows Eevee to receive its own Wish, keeping it healthy for later in the battle. Baton Pass lets Eevee tank a neutral hit before pivoting out, enabling a weakened Pokemon to come in and receive the Wish. Quick Attack can also be run in the last slot, giving Eevee a way to pick off weakened Pokemon in the late-game. For a more defensive set, Heal Bell can be run, allowing Eevee to support its team by eliminating status.

Set Details
========

The given EVs and nature let Eevee survive a +2 Fletchling's Acrobatics and usually KO back with Return after Stealth Rock, as well as survive 16 Atk Mienfoo's High Jump Kick from full health. This spread also allows Eevee to 2HKO Timburr on the switch and KO Mienfoo with Return + Quick Attack after it has been hit with Knock Off. A spread with a Brave nature and 0 Speed IVs is also possible so that Eevee can Baton Pass out of slow Pokemon such as Snubbull after they move. Eviolite gives Eevee the greatest possible bulk, allowing it to compensate for its mediocre base defenses as much as it can. Adaptability is the most useful ability for Eevee and, on this set, allows it to hit fairly hard with Return, despite the lack of Attack investment.

Usage Tips
========

Most of the time, Eevee should use Wish against a defensive Pokemon or on a switch, take a hit, and Baton Pass to something that needs healing. It should only attack when nothing on its team needs a Wish passed to it and there are no Ghost- or Steel-types that could switch in for free setup opportunities. Try to avoid Fighting-type attacks whenever possible and use caution when switching Eevee into strong neutral attacks, which wear it down quickly.

Team Options
========

Snubbull, Skrelp, and Croagunk appreciate Eevee's Wish passing due to their lack of reliable recovery and can check the Fighting-types that give Eevee trouble. Pursuit trappers, such as Stunky and Pawniard, can trap the Ghost-types that Eevee cannot hit, allowing it to more comfortably attack if need be. Frail Pokemon that get worn down throughout a match, such as Gastly, appreciate Wishes that come with momentum from a Baton Pass as well.

[STRATEGY COMMENTS]
Other Options
=============

Body Slam can be used over Return for its paralysis chance, giving Eevee a more supportive set, but doing so causes Eevee to lose out on a lot of its damage output, which is the primary reason to run Eevee over Lickitung. Substitute is a possible move to let Eevee pass Substitutes to its teammates, and Yawn can be used to force Eevee's switch-ins back out, but both are quite situational. Eevee can also run an attacking set using Quick Attack, Return, Bite, and Iron Tail. However, as mentioned, this set is completely outclassed by other Normal-types, such as Bunnelby, and Eevee does not have the Speed or coverage to pull it off very effectively. Lastly, Eevee could be used to Baton Pass boosts, such as Work Up and Curse, but it lacks the bulk to pull off such a set well. Eevee should never use Last Resort.

Checks and Counters
===================

**Ghost-types**: Eevee has no way to hit Ghost-types, and thus can give them free setup or recovery opportunities, including giving Gastly and Drifloon free Substitutes and Honedge a free Swords Dance.

**Fighting-types**: Most of the tier's Fighting-types, including Mienfoo, Timburr, and Scraggy, can switch into Eevee and deal massive damage to it, though less bulky Mienfoo variants have to be wary of Return + Quick Attack, which has a small chance of KOing them.

**Rock- and Steel-types**: Rock- and Steel-types are not bothered by Eevee's STAB moves. Ferroseed can switch into Eevee, damage it with Iron Barbs, and paralyze anything it tries to pass its Wishes to; Pawniard uses Eevee as setup bait; Onix is able to Taunt Eevee and set up entry hazards; and Tirtouga and other Shell Smash users can set up against Eevee easily.

**Taunt Users**: Taunt users, including Mienfoo and especially those such as Onix that resist Eevee's one attacking move, prevent Eevee from successfully Wish passing and wear it down, limiting its use.

Only viable pokemon able to use wish and baton pass on the same set
I think Togepi is at least as good as Eevee, since it can pass Nasty Plot and has much better typing even if its bulk is worse. Natu also has Wish + U-turn, which is the same thing as dry passing except better unless you're running a BP chain.

Seems like Eevee's best niche is as a member of a physical BP chain, since Togepi is a special attacker. It does get Work Up and Curse.

And Stored Power.

I don't think Eevee and Togepi are very comparable seeing how they have different typings and stats, or that a physical chain is worth using over the usual Stored Power chains. I suppose Eevee can fit onto Stored Power chains in Togepi's slot, but a minor niche in a very minor archetype isn't worth including as its own set imo.

What I had in mind was Eevee vs Lickitung, mostly - both are bulky Normal-type Wish passers. It comes down to Knock Off + greater bulk vs Baton Pass for momentum + more damage, so Eevee would have a niche on teams in need of a Wish passer that doesn't lose as much momentum as Lickitung and doesn't have Spritzee's weaknesses.

The set should look like this:
Eevee @ Eviolite
Ability: Adaptability
Level: 5
EVs: 236 HP / 196 Def / 76 SpD
Adamant Nature
- Wish
- Protect
- Return
- Baton Pass / Heal Bell / Quick Attack
The EVs + nature let it live +2 Fletchling's Acrobatics to usually OHKO after Stealth Rock, and usually 2HKO Timburr on the switch. Return + Quick Attack is guaranteed to KO 17 Speed Knocked Off Mienfoo after Stealth Rock and usually KO 13 Speed Mienfoo, which is nice because Eevee can live up to 16 Atk High Jump Kick from full health.

Nineage
- in the overview, expand on the advantages eevee has over lickitung since this set faces direct competition from it (i.e. adaptability lets eevee hit harder than lickitung)
- remove heal bell from other options since it's slashed on the set
- for the ghost section in checks and counters, list some ghost types, mention that gastly basically gets a free sub
- add a section for steel types, ferro walls eevee / can inflict iron barbs damage as well as set up hazards on it, pawniard uses eevee as setup fodder

implement this stuff and it's QC 1/3

Overview: specify that it is outclassed by bunnelby on the offensive side. Don't compare eevee with bunnelby in its defensive utility, just say that its niche is a defensive setter, although it's outclassed by lickitung in this role.

Moves: always describe moves in the same order as they are in the set: wish return protect bpass quick attack heal bell. Don't forget to mention quick attack and heal bell in this section.

Set details: eviolite doesn't give longevity, it gives more bulk.

Usage tips: reword the last point; it's unclear.

OO: mention body slam downside in terms of power.

2/3

Overview: i'm pretty sure Eevee can only pass 12 HP wishes (HP maxes out at 25), although I could be wrong.

Set Details: Mention a Brave nature with 0 IVs to slowpass out of stuff like Snubbull.

Usage tips: I disagree that Eevee should never come in on an attack; that defeats the purpose of its heavy investment in bulk. Reword this.

Team Options: Replace Foongus with Ferroseed; I think that's what you meant here.

Other Options: Mention Body Slam's paralysis chance.

I kind of want to mention Substitute and Yawn here, since they allow it to pass subs and mess with Fighting/Ghost-type switchins to Eevee, respectively. If you don't think they should be put in OO, let me know why.

Checks & Counters: mention Mienfoo in Taunt users.

Good work, 3/3

Would rock types not also be important for checks and counters, at least Oma and Tirt who really don't mind Eevee that much and can set up on it, plus kill it? I see onix is already covered but I feel those should be mentioned too because of the issue of free turns given to strong sweepers

Ferroseed is not a Fighting check. If you don't think Foongus should be here, I don't mind removing it, but it isn't what I meant.
