Definitely think a Choice Specs set is worthy of it's own mention:

Empoleon @ Choice Specs
Ability: Torrent
EVs: 252 SAtk / 248 HP / 8 Def
Modest Nature
IVs: 0 Atk
- Surf / Hydro Pump
- Flash Cannon
- Grass Knot
- Ice Beam

111 Special Attack stat isn't messin' around. Surf for main STAB, though Hydro can be used for more power but at the cost of accuracy; Flash Cannon for STAB; Grass Knot for coverage; Ice Beam for more coverage ;]. Max Sp. Attack for obvious reasons, 248 HP to give it bulk since it's too slow for speed investment and the rest go into defence. Modest Nature to maximize power and 0 IVs in attack to minimize Foul Play damage.

Empoleon Doesn't need that much speed ev's considering its speed . Id invest about 116 spe or just invest in max HP for the Choice specs empoleon, Defiant empoleon isnt that viable. Also Empoleon works best with pokemon Such as Mega Manectric who can easily Deal damage to azelf's which carry taunt. Another thing to note is that Physical Attackers such as Heracross or Hitmontop, Any physical Fighting with guts will also be a problem, as it can take a scald and not care whether getting burned or not

Not sure if Petaya berry is legal in x and y but sub Petaya berry could be somewhat dangerous if able to set up on the right pokemon
 
I wouldn't say Empoleon is very versatile or unpredictable:

80.157% of all Empoleon's used in UU have run Leftovers. 21.036% have used a Calm spread with 252/0/0/4/252/0 EVs. 80.982% have had Scald, 70.265% have had Stealth Rock, 64.462% have had Defog, and 44.050% have had Roar. The list goes on and on.

EDIT: Also, name some of the walls that the 116 Spe EVs Empolen outspeeds with.

Why isnt there a defog set? Emp is one of the only mons to get sr+defog as well as being the only one to resist it, so it can come in without being worn down then defog and reset hazards

Also on specs set list what 116 speed lets you outrun and this is supposed to be in dot point form before qc 3/3 right
 
Defog needs to be the main set imo. As horyzhnz already said, empoleon has the niche of having access to defog sr and also resisting stealth rocks. It would probably replace toxic or roar on the main set.

imo special def set should be

move 1: Scald
move 2: Stealth Rock
move 3: Defog
move 4: Roar / Toxic / Protect
ability: Torrent

evs: 248 HP / 8 Def / 252 SpD
nature: Calm

248 HP evs to reduce hazard / burn damage, no need for spa evs since you only need scald to burn stuff, and i don't think those 4 evs are going to net any crucial 1/2hkos on anything, but correct me if i'm wrong. sr and defog are mandatory, roar prevents stuff from setting up, toxic gets off residual damage on switch-ins, protect lets you scout, get lefties heal, and rack up toxic damage. alternatively, use ice beam to surprise Pokemon like flygon who might come in and try to EQ it. empoleon can come in multiple times during the match because it has ten resistances, resists SR, and is immune to poison / tspikes.

I'm not sure if this applies in this situation or not, so ignore this if it doesn't. The issue that I usually have on running Scald on offensive 'mons is that you may miss KOs dispite there only being a 10 bp difference between the moves, even when it DOES burn. Empoleon isn't exactly the strongest pokemon in the world, so surely wouldn't it need all of the power it can get, or does it not miss any KOs with scald (do not include burn as it is rather unreliable and shouldn't be included due to there being no 100% chance)?

The purpose of Scald is that it's designed to punish things that like to switch in. A water resist is going to take a Surf just as easily as they take a Scald, but a timely burn means that they become crippled if they're a physical attacker, and worn down considerably in the case of special attackers. In the long run, Scald is far superior
