- pretty much everything

<h2><a name="intro">Introduction</a></h2>

<p>This step sets limits that will apply to the Stat Spread and Movepool of the CAP in later steps. The stats and movepool are very important competitive building blocks of a Pok&eacute;mon, and this discussion allows the general power level of these two factors to be considered in tandem. The point of this discussion is not to consider specific stats or moves; only general ratings and limits are discussed. The limits determined in this step also help shape the general "feel" of the Pok&eacute;mon, and may influence other parts of the Pok&eacute;mon&mdash;such as art, ability, etc.</p>

<p>The Stat Ratings and Base Stat Rating are not formally voted on by the community. The community will get their "final say" on stats and movepool when they vote on actual stat spreads and moves later on in the process. This step of the process is where the community voices their opinions and arguments to the Topic Leader. At the end of the discussion thread, the Stat and Movepool Limits will be selected by the Topic Leader.</p>

<h2><a name="statratings">Stat Biases and Base Stat Rating</a></h2>

Stat Rating Limits set the general stat rating of the Pok&eacute;mon from an offensive and defensive standpoint. It should be noted that Stat Ratings are not just for limiting stats, but also describe the general build of the Pok&eacute;mon, in offensive and defensive terms. However, the stat spread is the only part of the project that will be specifically constrained by Stat Rating Limits. There will be four stat rating limits selected and a total Base Stat Rating (BSR) limit. The Stat Ratings are:</p>

<p>The Base Stat Rating measurement determines the desired overall "power level" of the Pok&eacute;mon's base stats. In the past, the Base Stat Total (BST) was used to measure the power of base statistics. BST is a very poor metric for stat power, however, so the CAP project now uses Base Stat Rating (BSR) to determine the overall effectiveness of a Pok&eacute;mon's base stats. The results are more useful and relevant to the relative power of a created Pok&eacute;mon's stats. The Base Stat Rating is determined by a formula created by X-Act and updated by Rising_Dusk to the fifth generation. The BSR of a Pok&eacute;mon is divided into 10 different categories, ranging from the "Amazing" rating of Arceus and other Uber Pok&eacute;mon to the "Horrible" rating of Pok&eacute;mon like Unown and most baby Pok&eacute;mon. <p>For each individual rating and the overall Base Stat Rating, a range will be specified by the Topic Leader, based on a list of named ranges. The named ranges are as follows, with examples provided for referencing purposes:</p>

<p>Bear in mind that the range selected by the Topic Leader need not necessarily fall exactly in line with any of these named ranges.</p>

<h2><a name="movelimits">Base Stat Rating and Movepool Limits</a></h2>

<p>The Base Stat Rating can be seen in general to correlate with the size of the total movepool and Very Good Movepool for the CAP, which is relevant later on in the project, at the Movepool Limits stage. The higher the BSR for a CAP, the smaller its recommended Total Movepool Size and Very Good Movepool. For the purposes of the movepool limitations linked to the BSR of Pok&eacute;mon, only 5 of these categories are available as listed below. <p>Note that the Topic Leader for any given project reserves the right to alter the Movepool Limits depending on the specific requirements of the concept and CAP in question, but these general limits will almost always be used as a rough estimate of how strong the Pok&eacute;mon's movepool should be.</p>
