"Welcome, sir, to the Hidden Temple. May I tell you the tale of how the first Blastoise gained those famous cannons?"
"Many moons ago, a war raged between
rival tribes. In an effort to win this
war, one emperor had his soldiers
graft a cannon to the body of a Blastoise.
Horrible, horrible process that resulted
in much suffering for the Blastoise.
It could not innately use the cannon. To
solve this problem, the emperor had another
cannon mounted to the Blastoise' body.
Ultimately, this failed to work as well.
The emperor concluded that Blastoise was a
failure amongst pokemon and Charizard would
be a better weapon for war. This Blastoise
was cast aside to die, as these cannons resulted
in its ostracization from other Blastoise pods.
It was through a Ditto that this Blastoise came
to father many Squirtles. These Squirtles, quite
mysteriously, evolved into Blastoise with cannons
sprouting from these shells. Generation after
generation of these Blastoise interbreeding
created a Blastoise with functioning cannons."

You notice no way for you to travel to the bullseye, but you do see a cable extending from the bullseye to the door on the east. Beyond the door and the bullseye, there appears to be nothing remarkable about this room.
