I want to make my own chat room

I wanted to know if I could and how to create my own chat room in Spanish for pokemon showdown.
The reason I wanted to open a new chat room would be that first wish there was a chat for Latinos, there would also be able to accept people who want to make their "pokemon league" to challenge each of them.
