During the suspect test process many users brought up the theory that there could be a balanced metagame without Pokemon bans so long as restrictions were placed on each Pokemon. This tournament will test that theory through the simplest method of restricting stronger Pokemon--higher tiered Pokemon can only be used a lower level.

- All Pokemon can be used, with the exception of Arceus
- Pokemon used can be used at a level up to and including that designated for the tier they reside in (If any tier changes occur during the course of the tournament, the new tier lists will be used). Levels were calculated by taking the mean BST of all Pokemon contained in each tier and taking the ratio of mean NU BST to the mean BST of the respective tier.
