While one of the least used pokemon in the little cup metagame. It is most effective in rain with the ability swift swim which allows it to outspeed the entire scarfed tier bar a speed tie with elekid and diglett, a rain boosted life orb hydro pump can one hit ko defensive misdreavus and many other walls. It is also one of the very few water types that can reliably take down chinchou without a hidden power and should never be underestimated.
 
Shouldn't we also note Venipede? It can lay down entry hazards quite efficiently thanks to speed boost.
Venipede is completely outclassed by Dwebble when it comes to laying entry hazards. Not only does Dwebble get Stealth Rock in addition to Spikes, but its guaranteed to get hazards up from turn 1 thanks to Sturdy + Berry Juice. Venipede does have Toxic Spikes, but those aren't very good in a meta as fast-paced as LC.

The highest level they can be is level 5, so a Pokemon CAN be a lower level, but if you're thinking of level 1 fear, that doesn't really work in little cup because if they simply don't attack, endeavor will leave them with over half their health usually due to their total HP still being quite low at level 5 (for example, at level 1, Rattata has 11 HP, but standard 0 HP EV Mienfoo at level 5 only reaches 21 HP at most), and they'll be free to switch around and find a way to take out your fear pokemon for free. It also doesn't help that Misdreavus is ridiculously common, leaving the strategy more or less ineffective against moderately competent opponents. If you're doing it to lower Life Orb recoil, make sure to run some calcs to ensure you don't miss any important KOs on important Pokemon, but I don't think it's a good idea in general because without Eviolite, Little Cup Pokemon tend to be quite frail, so they'll want to just get as much damage off as possible by being level 5.
