What would Legendaries play like if they were legal in a Little-Cup-like format? How does a Level 5 Pokemon with Arceus' ability and movepool stack up to the strongest Little Cup has to offer? And how can this be balanced into a viable, interesting Metagame?
Well, here is Little Legends Cup! In this format, Little Cup is played exactly as before, except all Legendary Pokemon are now also allowed!
"But wait, how is that balanced?"
Well, in order to balance this, all Legendaries will have their base stats halved (and rounded up), and then increased depending on their current tiers (with Borderlined Pokemon rounded up to the next tier). After halving their stats:
Additionally, all Little Legendaries are capable of holding an Eviolite to boost their defenses should they choose to, though of course they must forgo other item options such as a Primal Orb, Life Orb, etc. However, if the playerbase deems this broken once play has begun, this may be retracted.

That's basically it! Level 5 Legends with lowered stats, fitting into a metagame made for baby Pokemon. How will it play out? Which ones will play well and which ones fall behind? Which Little Cup standards will rise to the challenge of countering these miniature monsters? Only time will tell!
A few things to keep in mind:
- Remember that the Little Legends are capable of holding an Eviolite, unlike regular legendaries. This is important when deciding what Pokemon to use in a defensive or bulky manner.
- Several Little Legends have unique or rare abilities that you cannot find among the normal roster of Little Cup. Factor these into your decisions during team-building.

Additionally, Legendaries and other fully-evolved Pokemon tend to have far wider movepools than the NFE Pokemon normally found in Little Cup
- All the same, some of the Little Legends may simply be outclassed by regular Little Cup veterans in their regular roles. For example, Mewtwo's offensive stats of 60/82/70 simply pale in comparison to Abra's 20/105/90 (attack aside) and ability to use a recoil-less Life Orb, so if you choose Mewtwo make sure you do not use it as an inferior Abra and instead use what it has that Abra does not - its superior movepool, decent Attack stat, usable bulk, and access to Mega forms.
- Latios, Latias, Mewtwo, Groudon, Kyogre and Arceus are immune to the effects of Knock Off and Trick/Switcheroo if they are holding their Mega Stones, Primal Orbs or Elemental Plates. This can be extremely significant as Knock Off is very influential in Little Cup and can be debilitating to a lot of (otherwise potentially superior) Pokemon in this tier (though the Latis and Mewtwo are weak to the move), and nothing viable in the regular Little Cup metagame boasts an immunity to Trick.

"But wait, how is that balanced?"
Well, in order to balance this, all Legendaries will have their base stats halved (and rounded up), and then increased depending on their current tiers (with Borderlined Pokemon rounded up to the next tier). After halving their stats:
- Uber-tier Legendary Pokemon have an increase of +5 per base stat.
- OU-tier Legendary Pokemon have an increase of +10 per base stat.
- UU-tier Legendary Pokemon have an increase of +15 per base stat.
- RU-tier Legendary Pokemon have an increase of +20 per base stat.
- NU-tier (and lower) Legendary Pokemon have an increase of +25 per base stat.
- Mega Rayquaza is above Ubers and as such, does not get any stat increases.

- The same goes for moves that are rare in Little Cup but may be unique to Ubers or other Legendaries / fully-evolved Pokemon. While Hyper Beam and Giga Impact are irrelevant, there are other moves such as Bolt Strike, Extremespeed, Judgement, Sacred Fire and Psystrike that may sway your decision to use a certain Pokemon.
- All standard clauses apply, including Sleep Clause, Species Clause, Evasion Clause and OHKO Clause.
- All move illegalities caused by Pokemon being Level 5 are not present, allowing all Pokemon to use any moves they learn solely by level-up.
- The following things are banned from Little Legends Cup at the current time:
- All normally banned moves and abilities. Currently this constitutes Moody, Swagger, Dragon Rage and Sonicboom in addition to those moves banned via Clauses (e.g. Double Team), but may include others at a later date.
- Soul Dew is banned. Other items may be banned if circumstances dictate.
- The "Little Cup Ubers" - that is, Scyther, Sneasel, Gligar, Tangela, Meditite, Swirlix and Yanma - are banned. They may be unbanned for testing at a later date if such an option becomes warranted however, with the exception of Scyther who is clearly still broken and will never be unbanned.
This metagame can be played on the Aqua Server, here: http://aqua.psim.us/
You will need a good knowledge of how EVs function at Level 5 in order to effectively team-build, however, as the teambuilder does not currently show the lowered stats but the regular stats of the Legendaries.
