Crap, I was too late... i was going to do Braviary (Obviously), Sandslash (Because it's pre evolution is number 27 in the pokedex. The printed version of the Declaration was called the Dunlap Broadside; 200 were made but only 27 are accounted for, hence sandslash) and Togekiss to fit with the red white and blue theme. but eh, you can't win them all.
 
For the slate I would recommend Braviary (because obvious reaons), Dugtrio (its prevo is #50 and there are 50 states), and Bouffalant (because buffalos/bison are associated with the Native Americans of the midwest)
 
Beheeyem could also be a choice what with it being based on the "Greys" (or rather their predecessor, Little Green Men) and with the second Independence Day film in theaters.

For moves, Extrasensory was given as an extra move coverage, Power Gem because the ice in it's original design resemble gems, and Sunny Day because on a hot sunny day, an ice cream is the perfect treat! (And also turns Weather Ball into a Fire-type move)

Description: Mega Braviary is truly a jack-of-all trades Pokemon, with 100 stats almost all across the board, with the only exceptions being its garbage and useless Special Attack and its terrifying Attack stat, which can really scare a foe, especially after their Attack gets dropped after being Intimidated by the national bird of the Unova region. While its speed leaves it a bit too slow at times, Mega Braviary has a solid typing and great 100/100/100 defenses + Intimidate, and with U-Turn, you can pivot around some stuff to support your team, the ol' prideful way.

Description: Ice-types are well known as an amazing attacking type, and while guys like Weavile prove it in the physical side, actual STAB Ice Beam users are pretty rare, so out comes Mega Vanilluxe here, an amazing Special Attacker with an awesome ability. When priority enters the game, the Ice Type becomes a very, very potent type, with the Ice moves that Vanilluxe learns making it a very diverse guy. Need an example? While you can have Ice Beam as a solid priority move with 90 BP, you can also have Freeze-Dry to screw up a ton of Water-types (rip Quagsire). You can even deal with set-up foes by either using Frost Breath to ignore their Calm Mind boost, or Haze to straight up make them lose their stat boosts! One can even be gutsy with a Calm Mind set to truly wreck havoc with your ice-creamy goodness and likely very stupid design that probably includes a banana split or the like. Mega Vanilluxe's main flaw is probably 4MSS and also, at ironically the same time, its low number of coverage moves, only having Flash Cannon and maybe HP Ground.

Description (Competitive): Mega Braviary plays similarly to Mega Pinsir and Mega Salamence: it's a powerful Aerilate physical attacker. It now has access to an Aerilate-boosted Quick Attack to pick off weakened threats, and since it loses its Normal-typing, it now resists Fighting-type attacks and is harder to revenge kill with moves like Mach Punch and the less common Vacuum Wave. Mega Braviary wouldn't be too hard to counter (assuming an OU environment). Even with its increased Speed and Defenses, it still sits at an average Speed tier and only has average bulk that is easily exploitable. Mega Manectric is a perfect counter to it, taking little from its Aerilate-boosted Return and its most common coverage move in Superpower thanks to Intimidate and its Electric-typing. It also has a decent chance to OHKO back with Thunderbolt. Here are some calcs with Braviary's stats fixed to match above:

Defensive and offensive sets both have their niche, and U-Turn give both such sets a nice option to gain momentum. It's Bulk Up set allows it to beat physical walls and attackers.

Description: Game Freak really screwed over Vanilluxe in the movepool department. The only special moves that have a base power above 65 and isn't ice type that it can learn are Flash Cannon and Signal Beam. With Tinted Lens, Vanilluxe is no longer screwed over so badly, requiring only 1 attack to achieve near perfect neutral coverage. The combination of CM, Acid Armor and Recover allows Vanilluxe to become extremely bulky and boost it's damage outcome to very high levels. Swords Dance can provide the basis for an interesting off-meta physical set.

Description: Becoming even more bloated and fat, Mega Snorlax's belly becomes very durable and "bulletproof", thus the ability, which is pretty great against Focus Blast and the like, even with Mega Snorlax's astonishing 160 Special Defense and 160 HP. As a Pokemon that loves to sleep, Snorlax is probably one able to Slack Off a bit, hence the move, which while possibly overpowered in a CurseLax set, can actually be dealt with when you consider that Snorlax can be Toxic' stalled due to not having Rest or even Immunity, which can actually lead to a player wanting to choose between Slack Off and Rest.

  • Often falls short of KO's since its STAB can't hit anything super effectively.

  • High special attack and decent mixed bulk.

  • While an added steel typing gives Vanilluxe a 4x weakness to fighting and fire, it does give it a slew of useful resistances as well as turning a weakness to Stealth Rocks into a neutrality.

  • Vanilluxe's 'Dex entries mentions that it creates its ice moves by swallowing large amounts of water, so I decided that Storm Drain would be a fun and useful ability for it.

  • Earth Power allows Vanilluxe to hit most steel types that resist its STAB moves, most notably Heatran who 4x resists both, super effectively.

  • While Vanilluxe has only three weaknesses all of them are quite common and, as mentioned, two are serious 4x weaknesses.

  • Vanilluxe's speed often falls short of Pokemon it would love to hit even it doesn't try and set up with Autotomize. Lando-T and Keldeo are just two names that immediately spring to mind that outspeed and hit Vanilluxe super effectively with their STAB moves.

  • Very high attack that gets a permanent 50% increase due to Hustle. Has the ability the 2HKO almost everything in OU after rocks bar physically defensive Skarmory and, to a lesser extent, physically defensive Mega Slowbro.

  • Solid 100/95/95 bulk allows Braviary to shrug off weaker attacks from walls and keep up the offensive pressure.

  • Speed is decent but certainly not amazing. OU is a fast tier not to mention the plethora of scarf users running about.

  • Braviary still has a Stealth Rock weakness which makes it difficult to switch out a lot.

  • Hustle is notoriously unreliable and tends to miss at the worst of times which can result in a huge swing in the match.

Swagodile You can't change the primary type.
Although this is a rule, I don't see why. Although no megas have had a primary type change, that doesn't mean it couldn't happen. Pokemon isn't as uniform as we're often lead to believe. Mega Alakazam didn't get a full base 100 stat increase, only 90. All megas apparently have mega stones, but Mega Rayquaza doesn't. Shedninja, a pokemon with a base 1 HP, always has 1 HP. A pokemon with a base 1 should be able to reach over 100, but Shedninja's was locked to 1. And finally, although we haven't had a mega who loses it's primary typing, we have had a pokemon go through such a transformation: Swablu. Swablu is a Normal/Flying type that evolves into Dragon/Flying type. In my opinion, unless I'm missing something, you should be able to change the primary type of a pokemon though mega evolution.
