[OVERVIEW]

While fairly overlooked in the UU metagame, Milotic serves as one of the tier's best stops to setup sweepers with its access to utility moves such as Haze and Recover as well as a great Special Defense stat and a good defensive typing in pure Water. Its typing leaves it with only two weaknesses in Grass and Electric, which can be covered fairly easily with the rest of the team. Milotic is best used on more balance-oriented teams, as it matches up well against a plethora of Pokemon commonly found on offensive teams such as Hydreigon, Mega Blastoise, Mega Aerodactyl, Salamence, and Kyurem. It is also a solid check to common Fire-types such as Entei and Darmanitan, as they often Choice lock themselves into STAB moves. In addition to its defensive prowess, Milotic possesses decent offensive presence for a bulkier Pokemon, with fairly high Special Attack and Speed stats at base 100 and 81, respectively.

However, Milotic is still quite weak to Pokemon with good coverage, is crippled by status, and lacks utility outside of Haze. While it takes on Entei and Darmanitan well, other Fire-types such as Infernape and Rotom-H have the coverage necessary to hit Milotic for super effective damage. Toxic poison and burns severely hinder Milotic's longevity, though Milotic's ability Marvel Scale boosts its physical bulk while it's statused. Recover provides instant recovery and more longevity, allowing Milotic to remain at high amounts of health throughout the match.

The EV spread in conjunction with a Bold nature maximizes Milotic's physical bulk. Leftovers provides passive recovery that goes along well with Recover in keeping Milotic healthy. The ability Marvel Scale provides Milotic with a Defense boost if it is poisoned or burned, though the status ailments severely compromise its longevity. An alternative EV spread of 252 HP / 240 Def / 16 SpD with a Calm nature is a viable option as well, as it helps Milotic take on the special attackers of the tier, specifically guaranteeing Nidoqueen's Life Orb Sludge Wave and Alakazam's Life Orb Psychic never 2HKO after Stealth Rock damage.

Usage Tips
========

Milotic generally works best on more balanced teams as a blanket check to a variety of threats. It should be switched in to absorb hits due to its impressive bulk and solid defensive typing and should use Recover afterwards in order to remain at a high amount of HP. Milotic should primarily be brought in on setup sweepers, particularly Gyarados, to use Haze and stop them in their tracks. Do not use Milotic to absorb Toxic or burns, as the crippling residual damage generally outweighs the usefulness of the Defense boost from Marvel Scale.

Team Options
========

Florges is a quality partner, as it can remove any status conditions that may be inflicted upon Milotic. Milotic in turn takes on many of the Fire- and Steel-types that threaten Florges. Roserade and Rotom-C are good partners, as they threaten the opposing bulky Water-types that can be annoying for Milotic to deal with. Ground-types such as Nidoqueen and Krookodile can check opposing Electric-types and also appreciate Milotic's ability to sponge Water- and Ice-type moves aimed at them. Pokemon like Entei and Crobat that threaten the Grass-types of the tier are greatly appreciated. Crobat gets a special mention, as it also checks Conkeldurr and Heracross, two common Guts users that threaten out Milotic.

Other Options
=============

Toxic can be used over Ice Beam, but dealing with common Pokemon such as Salamence and Taunt Hydreigon is much harder without the extra coverage. Competitive can be used over Marvel Scale to take advantage of Defog and Intimidate users, though Marvel Scale is generally preferred in order to take advantage of possible status conditions. Dragon Tail is an alternative to Haze, but it leaves Milotic extremely vulnerable to setup sweepers running Substitute, specifically Gyarados.

Checks and Counters

**Status**: Toxic, poison, and burns severely hinder Milotic's longevity and defensive capabilities.

**Bulky Water-types**: Pokemon such as Tentacruel, Seismitoad, and Empoleon do not fear Milotic and can proceed to do their respective jobs in front of it.

**Electric-types**: Electric-types including Heliolisk, Rotom-C, and Zapdos all threaten Milotic with their STAB attacks.

**Grass-types**: Grass-type Pokemon such as Mega Sceptile, Shaymin, and Roserade can potentially KO Milotic if brought in safely, though they must be wary of Ice Beam.

**Guts Users**: Pokemon with access to the Guts ability such as Heracross and Conkeldurr do not fear Scald or Ice Beam and can proceed to threaten Milotic out.

Everything looks really solid, nothing too much to say except maybe elaborate on how it can beat Darm and Entei because they rely on their STABs for damage whilst other Fire-types in the tier such as Infernape and Rotom-Heat have ways around it in Grass Knot / Close Combat or a secondary STAB that is super effective.

A couple suggestions, hope they help :)

252 HP EVs are probably better than 248 because both take the same damage from stealth rock, and investing in HP is the most efficient since it improves both defenses.

A spread of 252 HP / 224 Def / 32 SpD Bold, which hits a jump point in Defense and achieves better rolls from Alakazam and Nidoqueen (252+ SpA Life Orb Sheer Force Nidoqueen Sludge Wave vs. 252 HP / 32 SpD Milotic: 161-191 (40.8 - 48.4%) -- 10.9% chance to 2HKO after Stealth Rock and Leftovers recovery | 252 SpA Life Orb Alakazam Psychic vs. 252 HP / 32 SpD Milotic: 157-187 (39.8 - 47.4%) -- 2.3% chance to 2HKO after Stealth Rock and Leftovers recovery), could be worth considering.

I think that LeoLancaster said Bold Nature with 32 EVs in SpDef over Calm Nature and 16 EVs in SpDef, anyway, would be nice if you add this EVs Spread in the Set Details: 248 HP / 208 Def / 52 Spe, as this Spread ables ou to outspeed Standart CM Cresselia and Cune, what is very useful to Milotic.

Huh, an alternative change, the Offensive Set should receive it's own place imo, as it is very similar to offensive Cune, but with a good recovery move:

I'd like some sign that the offensive set is viable enough in this meta to warrant its own set before we include it. This ain't DPP UU, and offensive Milotic seems utterly outclassed by Suicune thanks to superior bulk and Speed and access to CM and Tailwind. I would not recommend adding it.

Keep the 16+ Calm set listed also, it is absolutely viable (and I actually find myself using it even more often than Bold Milotic).

I'll try to do a full QC check later this evening when I have access to a computer, but things look good so far.

EDIT: Also re: 52 Speed, that seems to run counter to our policy against creeping to outspeed creep in analysis sets. If you want to mention creeping Suicune/Cress, just put in a reference to 36 EVs allowing you to outspeed min Speed base 85s, and let players choose their own Speed creep beyond that.
 
Agree with an offensive set not being worth it. A mention of Competitive in OO, as there already is, is perfect.

What's the point of outspeeding those Pokemon? Both do 0 damage at +1, I don't think it needs to be added either.

I would get rid of the third bullet point in the intro, while technically it's the only UU one usage-wise, Slowking and Jellicent are very viable and give Milotic some heavy competition, especially Slowking. Expand a bit about the useful defensive typing, the lack is secondary typing makes it harder to take advantage of (compared to Slowking and Empoleon for example). The other thing is that I'd add that Milotic performs best against offense where it can comfortably take strong attacks from stuff like Kyurem, Hydreigon, Mega Blastoise, Mega Aerodactyl, Salamence etc while easily staying healthy.

Also in OO I would say Toxic over Ice Beam instead of over Haze, it makes you way weaker to Salamence and makes Taunt Hydreigon more annoying, but at least you're not complete setup fodder for Reuniclus Florges Snorlax Slowking etc.

Honestly this looks great, Pak - excellent job. The only other thing I'd like to see mentioned is that Guts 'mons tend to punish Milotic hard; Heracross and now Conkeldurr can pretty much always switch in safely and are arguably the best counters to Milotic (and bulky Water types in general), since they don't have to fear switching in on a Scald or Ice Beam. I might even mention that in team options as well; you already list Crobat as a great partner, and that helps expand on why.

The ability Marvel Scale provides Milotic with a Defense boost if it is poisoned or burned, though the status ailments severely compromise its longevity. An alternative EV spread of 252 HP / 240 Def / 16 SpD with a Calm nature is a viable option as well, as it helps Milotic take on the special attackers of the tier, specifically guaranteeing Nidoqueen's Life Orb Sludge Wave and Alakazam's Life Orb Psychic never 2HKO after Stealth Rock damage.

Usage Tips
========

Milotic generally works best on more balanced teams as a blanket check to a variety of threats. It should be switched in to absorb hits due to its impressive bulk and solid defensive typing and should use Recover afterwards in order to remain at a high amount of HP. Milotic should primarily be brought in on setup sweepers, particularly Gyarados, to use Haze and stop them in their tracks. Do not use Milotic to absorb Toxic or burns, as the crippling residual damage generally outweighs the usefulness of the Defense boost from Marvel Scale.

Team Options
========

Florges is a quality partner, as it can remove any status conditions that may be inflicted upon Milotic. Milotic in turn takes on many of the Fire- and Steel-types that threaten Florges. Roserade and Rotom-C are good partners, as they threaten the opposing bulky Water-types that can be annoying for Milotic to deal with. Ground-types such as Nidoqueen and Krookodile can check opposing Electric-types and also appreciate Milotic's ability to sponge Water- and Ice-type moves aimed at them. Pokemon like Entei and Crobat that threaten the Grass-types of the tier are greatly appreciated. Crobat gets a special mention, as it also checks Conkeldurr and Heracross, two common Guts users that threaten out Milotic.

Other Options
=============

Toxic can be used over Ice Beam, but dealing with common Pokemon such as Salamence and Taunt Hydreigon is much harder without the extra coverage. Competitive can be used over Marvel Scale to take advantage of Defog and Intimidate users, though Marvel Scale is generally preferred in order to take advantage of possible status conditions. Dragon Tail is an alternative to Haze, but it leaves Milotic extremely vulnerable to setup sweepers running Substitute, specifically Gyarados.

Checks and Counters
===================

**Status**: Toxic, poison, and burns severely hinder Milotic's longevity and defensive capabilities.

**Bulky Water-types**: Pokemon such as Tentacruel, Seismitoad, and Empoleon do not fear Milotic and can proceed to do their respective jobs in front of it.

**Electric-types**: Electric-types including Heliolisk, Rotom-C, and Zapdos all threaten Milotic with their STAB attacks.

**Grass-types**: Grass-type Pokemon such as Mega Sceptile, Shaymin, and Roserade can potentially KO Milotic if brought in safely, though they must be wary of Ice Beam.

**Guts Users**: Pokemon with access to the Guts ability such as Heracross and Conkeldurr do not fear Scald or Ice Beam and can proceed to threaten Milotic out.
