The answer to that is surprisingly simple...
Genesect (along with Lucario, to a lesser extent) and Flygon will fill in Dragonite's various roles. While there is nothing else with Multiscale that remotely functions as a sweeper, Genesect takes both Dragonite's wallbreaking and Extreme Speed prowess (more emphasis on the wallbreaking with Lucario) and Flygon takes its Dragon Dancing set and uses a better type with it, abiet with far less powerful priority and far less bulk.
