Move Mastery

approved by immortal and scpinion

NOW PLAYABLE AT DRAGON HEAVEN

Quick Introduction
Ever been frustrated that your Pokemon doesn't take full advantage of its ability? Angry that your Aerodactyl has to work with the miserable missed potential of Rock Head Double-Edge? Sad that your Pangoro can only abuse Scrappy with Hammer Arm? Well no more! In Move Mastery, your mons get every move that directly interacts with their ability- offensively AND defensively! It follows this ruling: "If the move can have its effect or power altered when used by or against a pokemon with X ability, then X ability grants access to the move".

To give an example: Rock Head grants Aerodactyl no recoil on all recoil moves. That means Rock Head Aerodactyl gets all moves with built-in recoil! Another example would be Scrappy Pangoro, who gains access to all Normal and Fighting type moves such as Rapid Spin and High Jump Kick! A mon that has Iron Fist would gain access to all punching moves!
As said before, this also works defensively. This means that Chesnaught gets access to all "bullet" moves if its ability is Bulletproof. A Latios with Levitate would gain access to all ground type attacks, as well as the hazards that Levitate dodges!
To clarify, mons only gain moves granted by their CURRENT ability! A Solid Rock Rhyperior wouldn't gain access to the moves granted by Reckless Rhyperior.
Z Moves can only be used through the regular method of z-crystals- they can't be granted as a permanent moveslot by this meta.

Here is the list of moves granted by each ability:
(these are the rules for what each ability grants- a list of every single exact move will be posted later on, likely coinciding with when the meta starts being coded. feel free to ask questions about specifics, but read the Q+A also)

If an ability is not on the list, let me know!

If you are looking for a concise list of every single move granted to every single ability- look here: http://pastebin.com/Vs5M59u0
Ctrl+F and type the ability you are looking for- if it doesnt come up, it isnt granted anything additional in this meta.

Rules:

Mechanic: All Pokemon gain access to any move that directly interacts with their ability. (Check above list for specific moves)

Clauses:
-OU Clauses
-Contact Clause (moves cannot be granted solely on the basis of being a contact move)
-Status Clause (moves cannot be granted solely on the basis of them inflicting status)
-Damage Clause (moves cannot be granted solely on the basis of them dealing damage)
-Dodge Clause (moves cannot be granted solely on the basis of them being made more likely to miss)
-Umbrella Clause (moves cannot be granted to abilities that interact with every possible move)
-Negation Clause (moves that "interact" with abilities by removing them will not be granted)
check Q&A for more information on these additional clauses

Banned Abilities: Prankster, Magic Guard, Magic Bounce, Serene Grace, Contrary, Victory Star, No Guard, Weak Armor, Pixilate, Refrigerate, Galvanize, Fur Coat, Wonder Guard, Hustle.

Banned Moves: V-Create, Electrify

Banned abilities are still usable, but do not grant any additional moves. Banned moves are still usable, but only by Pokemon that naturally learn them.

Strategy:

Some Example Sets

Aerodactyl @ Life Orb

Ability: Rock Head
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Head Smash
- Brave Bird
- Flare Blitz
- Wood Hammer

Aerodactyl gets access to all recoil moves, which turns it into a really powerful sweeper with high BP moves, great speed, and coverage.

Dragalge @ Black Sludge
Ability: Adaptability
EVs: 252 HP / 4 Def / 252 SpA
Modest Nature
IVs: 0 Atk
- Core Enforcer
- Acid Spray
- Focus Blast
- Toxic Spikes

Dragalge gets access to all of its STAB moves with Adaptability, and naturally puts it to good use as a wallbreaker. STAB Acid Spray hits hard to begin with, and then only hits harder next turn. Core Enforcer is a great option instead of Draco Meteor thanks to its consistency, hitting incredibly hard every turn, and destroys walls after an Acid Spray.

Alomomola @ Leftovers
Ability: Regenerator
EVs: 248 HP / 252 Def / 8 Spe
Bold Nature
IVs: 0 Atk
- Substitute
- Baton Pass
- Scald
- Calm Mind

Regenerator gets activated on switching out, so it's activated by all switching moves! Baton Pass is a great option for Alomomola who can pass its allies enormous Substitutes, or Calm Mind boosts. Alternatively, it could make great use out of Parting Shot.

Goodra @ Leftovers
Ability: Sap Sipper
EVs: 80 HP / 252 SpA / 176 Spe
Modest Nature
IVs: 0 Atk
- Leech Seed
- Strength Sap
- Dragon Pulse
- Fire Blast

Goodra gains 2 amazing recovery moves thanks to Sap Sipper: Leech Seed and Strength Sap! This also helps rectify a middling defense stat, and boosts its viability as a great special tank! Goodra also has other Grass type moves at its disposal, such as Spore and Seed Flare!

Excadrill @ Life Orb
Ability: Sand Force
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Bullet Punch
- Swords Dance
- Thousand Arrows
- Sunsteel Strike

Excadrill can use Sand Force and grab access to all Ground, Steel, and Rock type moves. It now has 2 amazing STAB Steel attacks in Bullet Punch and Sunsteel Strike, while Thousand Arrows grants all the other coverage it could wish for!

Rhyperior @ Leftovers
Ability: Solid Rock
EVs: 248 HP / 252 Atk / 8 Def
Adamant Nature
- Precipice Blades
- Power Whip
- Icicle Crash
- Stone Edge

Rhyperior shows a good use of defensive interaction! Solid Rock interacts with all the moves it is weak to! Therefore it gains access to those moves; a powerful new STAB with Precipice Blades, and Power Whip + Icicle Crash rounds out its coverage very well.

Lycanroc @ Life Orb
Ability: Steadfast
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Accelerock
- Icicle Crash
- Zing Zap
- Swords Dance

Lycanroc has good speed, attack, and access to priority but horrendous coverage. Luckily Steadfast grants it two flinching moves that give pseudo-boltbeam coverage which allows it to be a good speedy cleaner.

Kommo-o @ Life Orb
Ability: Bulletproof
EVs: 56 HP / 252 SpA / 200 Spe
Modest Nature
IVs: 0 Atk
- Aura Sphere
- Clanging Scales
- Searing Shot
- Rock Polish

Kommo-o gets wonderful special coverage with Bulletproof, including an accurate fighting STAB option with Aura Sphere!

Q&A:
Q:
What do the Contact, Status, Damage, Dodge, Umbrella and Negation clauses apply to, and why are they in place?
A: Contact Clause applies to abilities like Tough Claws which would otherwise interact with every contact move, as well as abilities like Flame Body, Cute Charm and Effect Spore which have a chance to activate with every contact move also.
Status Clause applies to abilities like Natural Cure, Guts, and Shed Skin, which interact with all attacks and moves that inflict status.
Damage Clause applies to abilities such as Multiscale, Disguise, and Stamina, which interact with every single move that deal damage to the Pokemon.
Umbrella Clause applies to abilities that interact with every move, such as Protean and Color Change.
Dodge Clause applies to abilities that make moves more likely to miss, such as Sand Veil, or Snow Cloak.
The reason behind all of these clauses are similar: they provide an enormous movepool to an enormous number of Pokemon. It removes the ideas of specialization and totally overshadows other options inside the meta, and is near-impossible to play defensively against.
Negation Clause is in place so that not all mons access to Core Enforcer as well as Gastro Acid and Worry Seed- simply due to their "interaction" with all abilities.

Q: How does move granting work with Mega Evolution?
A: The pokemon with the mega stone will be granted moves from the ability of its base form. When it mega evolves, it will retain those moves, but it can't be given moves based on its mega evolved form in the teambuilder. For instance, Mega Beedrill can learn Megahorn, not because of Adaptability but because of Swarm on regular Beedrill. Mega Beedrill cannot learn Gunk Shot.

Q: Why can I not teach my Drizzle Pokemon Hurricane/ Why can I not teach my Electric Surge Pokemon Bolt Strike?
A: Pokemon with weather and terrain abilities simply summon a field condition- the field condition is the thing that interacts with the moves such as Hurricane or Bolt Strike. The summoning of the field condition is not directly interacting with these moves.

Q: How do situational abilities work?
A: Abilities that have a chance to activate (such as Water Veil having a 30% chance to block a burn when hit by Scald) or abilities that need to meet a criteria to work (such as Swarm only working under a certain hp percentage, or Sand Force working only in sandstorm) will still grant the moves as if the criteria for activation is met. So Sand Force Pokemon will be granted all ground, steel, and rock type moves for permanent use in the teambuilder (even when not in sandstorm), Water Veil pokemon will be granted all moves with a percentage chance to burn, and Swarm users will be granted all bug type moves (and will be able to use them all even when at full hp).

Q: I spotted an inconsistency, or disagree with a move granted/not granted. Can I do anything to get this officially changed?
A: Yes- share it in the thread, but please first consider the relevance of bringing up the move. Is it a move that all users of the ability already gain naturally? For instance, all swift swimmers gain rain dance: you might disagree that swift swimmers should gain rain dance, but the disagreement is pointless because it would not change any movesets. And secondly, is it truly relevant? You may believe that cloud nine users should gain access to hail, and sandstorm. Is this really worth redirecting the conversation in the thread to discuss? For queries that you are unsure about, please contact me through pm and I will talk to you individually. I am totally open to fixing granted moves to remove inconsistencies, but most of the move-granting is fine and this shouldnt become the main topic of the thread.

Resources:

[to be added: this section will include information about councils, bans and unbans, and other useful things once the thread has developed further]

21/12/16: Gale Wings unbanned. (will be implemented soon)

Last Words:

Lets discuss potential sets, and talk about what mons and strategies might become frontrunners! Move Mastery is a bit different as a Pet Mod because there arent any submissions, slates, or "traditional" pet mod contribution. With that in mind, please feel free to raise questions if you are confused as to why certain moves are / aren't granted, but I dont want discussion to turn into debates over whether moves should be granted or not, or suggestions of new moves to give to random pokemon for flavour. Lets focus on meta, and later a council will hopefully be created to solves inconsistencies in movelists. Thanks in advance!

This is a really, really, really, really, cool idea while at the same time really crazy. Here are a couple early ideas I had:

(lol)
(more lol) (Levitate) mons + Earth Power: Many offensive Pokemon with Levitate, specifically Latios and Vikivolt, appreciate having Ground coverage and thanks to this, they have that. So, now, think twice before switching in your Heatran, k?

(Compound Eyes) + Fire Blast and Focus Blast (and OHKO Moves): These Bugs would certainly love having new found Fighting and Fire coverage to hit Steel-types, especially Vivillon. Adding to this, thanks to their abilities, these moves high near perfect accuracy, allowing these Pokemon to spam them. And spam they will.

(Dancer) + Quiver Dance: A setup move that compliments this bird's stats better than Calm Mind. Not much to say, but it's nice.

(Overcoat) + Spore: Gives Defensive Monsters Mandibuzz and Forretress a 100% accurate sleep move and gives setup sweeper Escavalier a free turn of setup... That's completely fine. Heck, this even buffs Wormadam.

(Contrary) + moves such as Overheat, Superpower (legal with Rapid Spin on Spinda), Psycho Boost, and Ice Hammer: Thanks to Contrary, these can boost whatever stat they what. Do you want a special Malamar? Psycho Boost and Overheat, dude! Want a Spinda with better coverage for Fighting-types? Got you covered with Dragon Ascent! Want an even more broken Serperior? Do Overheat and Ice Hammer strike your fancy?

And there's much, much more that I can think of (like Tinted Lens Yanmega with Earth Power, or Technician Ambipom with Gear Grind, Skill Link Toucannon with Spike Cannon, and Water Compaction Palossand with Scald. The options are actually endless

Hey, this seems neat! I'd been thinking on something like this, but had no idea how to turn it into an actual metagame, so Kudos for that.

Some Quick Questions on bans:
-Why is gale wings banned? It was heavily nerfed this generation, and even then dragon ascent isn't all that big an improvement over brave bird.
-Similarly, why are Aerialate and Refrigerate banned? All Aerilate being banned does is prevent you from using Mega Pinsir; no nonmega can use it to get -atespeed, and Pinsir's lack of it premega means it doesn't either. Refridgerate lacks good users, and I would hesitate ot say that Boomburst Aurorus is broken, or even all that good, while Glalie once more doesn't get moves from it. I can see Pixilate and Galvanize, but those two are less obvious.
-Why weak armor? It's only decent users are Mandibuzz (Who almost certainly prefers overcoat for spore), and Skarmory, who doesn't really need the contact moves. If this were a subset of contact clause I would understand, but flame body isn't listed.
-What does magic bounce give? Hazards and spore? I'm not sure what about it makes Xatu/Espeon broken.

Now that the boring but neccesary parts are out of the way, onto the fun part!
Metagross @ Metagrossite
Ability: Light Metal
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Heavy Slam
- Zen Headbutt
- Ice Punch
- Thunder Punch
That's right, it's back! While it doesn't get shift gear, Metagross is an extremely dangerous foe to face even so, nuking pretty much any switchin.

Stoutland @ Silk Scarf
Ability: Scrappy
EVs: 252 HP / 252 Atk / 4 SpD
Adamant Nature
- Fake Out
- Extreme Speed
- Close Combat
- Ice Fang
Fakespeed also returns from stabmons; while it isn't as strong as the likes of gumshoes, it's still ridiculous and can hit ghosts. But speaking of rediculous:

Diggersby @ Life Orb
Ability: Huge Power
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Extreme Speed
- Thousand Arrows
- Swords Dance
- Knock Off
Yeah, this isn't banned. Might want to look into that; it's way worse than sylveon, which has already been removed.

cool suggestions already :) contrary is banned though. and i dont believe huge power works like that- in all cases it says it simply doubles the attack stat rather than doubles the base power of attacking moves. either way, it will grant no moves which is as good as banned. (they are not in the ability list above because they grant nothing, but i will specify above that they do not grant moves)

-Why is gale wings banned? It was heavily nerfed this generation, and even then dragon ascent isn't all that big an improvement over brave bird.
Dragon Ascent is a huge improvement over brave bird though, while it also gets priority mirror move, and could also be running oblivion wing or aeroblast sets- I made a decision to leave it out at the start of the gen because its gained a lot of new options, and Ive seen talonflame be too constricting before in other metas and would prefer to release it into a metagame later to see whether its influence worsens or improves the meta

Aerialate is actually fine, I skimmed past all -ates fairly quickly after noticing Pixilate was nonsense. I'll release this right now
Refrigerate is banned to dodge Refrigerate Fakespeed/Boomburst/Explosion shenanigans. This one has a chance to actually get unbanned bc like you said Glalie cant overly abuse it (although it can get fake out from glalie's inner focus) and Aurorus may not be able to abuse Fakespeed thanks to bad typing and mediocre atk- however, it still hits harder than tflame's priority from last gen, and also has access to hugely devastating boomburst spam on the special side as well as obviously explosion. I want to test this one, it may get released once the meta is coded or there might be a suspect

-Why weak armor? It's only decent users are Mandibuzz (Who almost certainly prefers overcoat for spore), and Skarmory, who doesn't really need the contact moves. If this were a subset of contact clause I would understand, but flame body isn't listed.
Weak Armor activates not on contact, but every physical move. Its banned because it basically dodges contact clause whilst also granting an even larger movepool. I took away most of these abilities that grant the entire spectrum of possible moves because they dont add intelligent complexity or specialization which is the aim of this pet mod for me.

-What does magic bounce give? Hazards and spore? I'm not sure what about it makes Xatu/Espeon broken.

Magic Bounce would grant every single hazard, every single status move that can be used on an opponent, including sleep, wisp, glare, parting shot, strength sap, leech seed- even just these moves are incredibly difficult to prepare for. Most of these bans focus on this issue.
Thanks for raising these issues though. The -ates one I do agree with, the others my opinion might change over time.

Heres a set from me, which is similar to the Stoutland set:

Pangoro @ Life Orb
Ability: Scrappy
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Extreme Speed
- High Jump Kick
- Swords Dance
- Mach Punch

Pangoro has access to a priority combination which has perfect neutral coverage with scrappy: Espeed and mach punch. whats more, it can boost with swords dance to sweep with this unresisted coverage. hjk provides a big hit with which to hit walls, but this could also be rapid spin, substitute or knock off for more utility.

There are many more monstrous things lurking in the meta. I look forward to seeing what u guys continue to come up with :d

Thanks for the clarification.
The reason I consider Aurorus "probably fine" is that even modest specs boomburts is out powered and outspend by another Pokémon;
252 SpA Life Orb Adaptability Porygon-Z Boomburst vs. 252 HP / 224+ SpD Mew: 302-356 (74.7 - 88.1%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA Choice Specs Refrigerate Aurorus Boomburst vs. 252 HP / 224+ SpD Mew: 297-351 (73.5 - 86.8%) -- guaranteed 2HKO after Leftovers recovery
Pory-z is faster, stronger, learns nasty plot, also has fakespeed, can switch moves, has a better typing, and has Dark Pulse/Shadow ball to hit any ghost types.

Just as a note, huge power doesn't double attack. Look at foul play - it's stronger if the user has huge power, while normal if the foe does. You could probably do a custom ruling, but that way lies standard petmods, and it's most likely easier to ban the ability or users to keep the feel.

Charizard-Mega-X @ Charizardite X
Ability: Blaze
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- V-create
- Dragon Dance
- Outrage
- Earthquake
This old standard just got better. V-create is a monster, tearing up everything that tries to wall it. As you can tell, a lot of the sets are like stabmons; getting moves of your type is important.

Swoobat @ Power Herb
Ability: Simple
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Geomancy
- Stored Power
- Earth Power
- Focus Blast
Quiver dance is also an option for multiple uses, but this turns from a joke to a deadly sweeper. Some bulk is probably a good idea, but idk how much; itll depend on how common fakespeed is.

Last edited:
shouldn't fluffy, huge power and pure power grant access to all physical moves, given that fur coat does?
huge/pure power is worded differently from fur coat. fluffy only grants fire because contact is banned for some reason

also why is v-create banned when contrary is banned

Thanks for the clarification.

Youre right that porygon is stronger but thats also why im going to be watching porygon incredibly closely and can see it being quickbanned after the meta is coded- this is comparing aurorus to probably the most terrifying offensive mon in the meta which Im not even sure deserves to be in the tier. The whole banlist will get revised after coding happens though so Im not setting anything totally in stone yet.

talking of offense:

Scizor-Mega @ Scizorite
Ability: Technician
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Gear Grind
- Fell Stinger / Pin Missile
- Flame Charge
- Storm Throw

Technician is real strong, giving all moves 60bp or under. Gear Grind is the main STAB, hitting 150bp, while fell stinger and flame charge can both set up for a sweep whilst also hitting reasonably. Storm Throw is 135bp coverage for heatran, which i expect to be very valuable in the meta, and ohkos it after rocks

Let's look at something not in OU for once:-

Tentacruel @ Assault Vest
Ability: Liquid Ooze (all draining moves)
EVs: 252 HP / 252 Special Attack / 4 Special Defence
Modest Nature
- Hydro Pump
- Sludge Bomb
- Giga Drain/Oblivion Wing
- Ice Beam/Acid Spray
(Moves gained: Leech Life, Parabolic Charge, Draining Kiss, Drain Punch, Oblivion Wing, Absorb, Giga Drain, Horn Leech, Leech Seed, Mega Drain, Dream Eater)

Giving Tentacruel access to reliable recovery in multiple coverage types seems like a pretty reasonable idea to me, trading in its utility as a hazard remover for powerful healing and the ability to act as an excellent special tank - especially since it has several answers to Ground-type attackers that might see it as more of a threat. Assault Vest is best when you have reliable recovery, and this seems to be a good set for abusing that; however, you do still need to watch out for Sap Sipper and similar abilities if you're running Giga Drain over Oblivion Wing.

Toucannon @ Life Orb/Expert Belt
Ability: Skill Link (all multi-strike attacks)
EVs: 252 HP / 252 Attack / 4 Defence
Adamant Nature
- Tail Slap/Spike Cannon
- Rock Blast
- Bone Rush
- Icicle Spear
(Pin Missile, Arm Thrust, Bullet Seed, Bone Rush, Icicle Spear, Barrage, Comet Punch, Double Slap, Fury Attack, Fury Swipes, Spike Cannon, Tail Slap, Rock Blast, Water Shuriken)

Toucannon already had pretty reasonable coverage as a Skill Link attacker, but the addition of Bone Rush and Icicle Spear give it absolutely amazing options. With a better EdgeQuake for coverage and Icicle Spear to annihilate Multiscale users like Dragonite as well as Grass-type walls like Amoonguss and Tangrowth, all that was left for it was to get its hands on a stronger STAB move. Lo and behold, there are multiple options! Tail Slap is the most powerful, with 125 BP, but there's also Spike Cannon - a mere 100 BP, yes, but with 100% accuracy compared to Tail Slap's 85% and with the ability to hit through Substitute, unlike Return.

Roserade @ Life Orb/Choice Scarf
Ability: Technician (All MOVES under 60BP)
EVs: 252 Special Attack / 4 Special Defence / 252 Speed
Timid Nature
- Magical Leaf
- Sludge Bomb/Clear Smog
- Frost Breath
- Tail Glow/Ancient Power/Parting Shot

This one's a special Technician set that can do some pretty decent work. Magical Leaf, if you don't know, is basically a grass-type Swift, while Frost Breath turns into Ice Beam with a guaranteed crit, invaluable for revenge killing. It can also work well as a wallbreaker, muscling through stat boosts with either Frost Breath's guaranteed crit or STAB Clear Smog's ability to remove such boosts completely. Finally, you have a few choices. Tail Glow can boost your Special Attack stat to ludicrous levels and allow you to blow massive holes in the opposition. Meanwhile, Ancient Power allows you to hit a variety of targets super-effectively, and if you're running a scouting set, Parting Shot can be invaluable as a means of bugging out if the going gets tough.

Gumshoos @ Ice Memory
Ability: Adaptability (all normal type attacks)
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Fake Out
- Extreme Speed
- Earthquake
- Multi-Attack
One of the best FakeSpeeders in this Pet Mod, as it can get near perfect neutral coverage, as the only resist is Shedinja. Ice Multi-Attack is to hit some Flyers with a normal resist like Skarmory and Aerodactyl.

Staraptor @ Choice Band
Ability: Reckless (all recoil moves)
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Brave Bird
- Head Charge
- High Jump Kick
- Volt Tackle
Staraptor is similar to Aerodactyl, but gains extra damage instead of no recoil. High Jump Kick is used over Close Combat for extra damage, and Head Charge is used over Double Edge for less recoil. And Volt Tackle is a good coverage move for bulky waters and flyers.

Edit:
Roserade @ Life Orb/Choice Scarf
Ability: Technician (All MOVES under 60BP)
EVs: 252 Special Attack / 4 Special Defence / 252 Speed
Timid Nature
- Magical Leaf
- Sludge Bomb/Clear Smog
- Frost Breath
- Tail Glow/Ancient Power/Parting Shot

OH MY GOD THIS PET MOD IS PERFECT!!!

It probably shouldn't lol

Anyway, I think that we should just have a Category Clause to remove the issue of Fur Coat, Weak Armor, Hustle and Prankster without making those abilities inaccessible to the ones that want them.

anyway, Charizard appreciates Fusion / Blue Flare from Blaze if it goes Mega Y or Fire Lash if it goes Mega X.

Unrelated (Araquanid) @ (something idk)
Ability: Water Bubble
EVs: 252 HP / 252 Atk / 4 filler
Adamant Nature
- Aqua Jet
- Leech Life / Lunge
- Liquidation
- Will-o-Wisp

being able to cripple foes and have priority is nice (citation needed)

Mamoswine @ (tsk i don't know how to item)
Ability: Thick Fat
EVs: 252 HP / 252 Atk / 4 filler
Adamant Nature
- Ice Shard
- Ice Hammer
- Earthquake
- Sacred Fire

Ice / Ground / Fire is perfect coverage.

also yeah blastoise gets origin pulse

I swear I wrote this in the original post, but it must have gotten lost when I trimmed down some of the excess. Yeah, a banned ability in this metagame means it cant be used in conjunction with additional moves. You can still use a regular mega sableye, or a regular alolan persian. Same goes with banned moves

Let me talk about some buffs to lower tiered mons (I typed too much, so Hide tabs yay):

Maractus @ Choice Specs / Life Orb
Ability: Storm Drain (All Water attacks)
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature
IVs: 0 Atk
- Giga Drain / Energy Ball
- Steam Eruption
- Hidden Power [Fire]
- Hyper Voice / Synthesis
The next person that tells me that they forgot that Maractus existed IS CATCHING A SPECS STEAM ERUPTION. Anyway, one of Maractus' biggest downfalls is a lack of coverage. On the special side, it gets literally 3 types of coverage: Grass, Normal, and a Hidden Power. That's it. Now, with the addition of Water coverage, Maractus become a lot better. (Cacturne is another Grass-type blessed with this, who's stronger but frailer with a worse typing). Grass/Water/Fire/Normal coverage has perfect neutral coverage other than Giratina, which is great. Maractus also sports a decent 106 Special Attack, allowing it to hit really hard.

Maractus @ Life Orb / Assault Vest
Ability: Storm Drain
EVs: 252 HP / 252 Atk / 4 SpD
Adamant Nature
- Petal Blizzard
- Liquidation / Aqua Jet
- Drain Punch
- Knock Off

Maractus @ Leftovers
Ability: Storm Drain
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature
IVs: 0 Atk
- Giga Drain
- Steam Eruption
- Synthesis
- Spikes

Venomoth @ Black Sludge
Ability: Tinted Lens (All moves that the user resists)
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Pollen Puff / Bug Buzz
- Aura Sphere
- Sleep Powder
- Quiver Dance
The 2nd best Quiver Dancer in the game gets a little better thanks to Tinted Lens. Usually, Venomoth runs just a Bug and a Poison move. With Tinted Lens, this is fine and all, but Steel-types and other Pokemon that resist both Bug and Poison gave Venomoth a bit of trouble, like Heatran. Now, it can deal with that problem, since MM Tinted Lens gives it Aura Sphere to hit pesky Steel-types that never died to Bug Buzz or walled your Sludge Bomb. Also, if you don't like Soundproof or Throat Chop, you can also run Pollen Puff, cuz wynaut.

Ambipom @ Life Orb
Ability: Technician (All moves with =<60 BP)
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Fake Out
- Return
- Gear Grind / Bonemerang
- Bonemerang / Aerial Ace / Storm Throw / Fell Stinger / Mach Punch / You get the idea
Much like (Mega) Scizor, Technician user Ambipom gets a bunch of cool toys to play with. Ambipom usually can't beat Steel-types, with it's best move for them being Power-Up Punch. Now, it gets Bonemerang, which has great coverage and breaks Subs, or Storm Throw, which bypasses Defense boosts and has almost equally good coverage. In other news, Ambipom gets Gear Grind for Rock and Fairy-types, Fell Stinger to boost it's Attack, Mach Punch for more priority, and much, much more.

Swoobat @ Life Orb / Anything, idk. Grassium Z, maybe
Ability: Simple (All Stat boosting moves)
EVs: 252 SpA / 4 SpD / 252 Spe
Modest / Timid Nature
IVs: 0 Atk
- Stored Power
- Fiery Dance
- Quiver Dance / Tail Glow
- Energy Ball
EVERYTHING IS DEAD, GUYS. Thanks to Simple, not only does Swoobat get a great setup move in either Quiver Dance (boost SpAtk, SpDef, and Speed by 2) or Tail Glow (+6 SpAtk), but it gets great coverage in Fiery Dance that trades some power from Heat Wave for the ability to further boost your Special Attack. Dang.

Side note: I didn't mention it before, but Oricorio also gets Fiery Dance, which is really nice coverage for it, especially since it currently lacks Heat Wave

Comfey @ Leftovers
Ability: Triage (All healing and draining moves)
EVs: 252 HP / 252 Def / 4 SpD
Bold Nature
IVs: 0 Atk
- Dazzling Gleam / Draining Kiss
- Aromatherapy / Leech Seed / Taunt
- Shore Up / Strength Sap / Wish
- Oblivion Wing / Leech Seed / Protect / Toxic
OR
Comfey @ Darkinium Z / Leftovers
Ability: Natural Cure (All switching or phasing moves)
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Dazzling Gleam
- Parting Shot / Calm Mind
- Synthesis
- Hidden Power [Fire] / Baton Pass
Comfey has two good abilities in this meta: Triage and Natural Cure. With Triage, Comfey can be a defensive threat with priority on SO many moves. Shore Up gives Comfey great recovery, while Strength Sap is like if Recover and Growl had a Grass baby, while Wish is for support. On the damaging side, Oblivion Wing has pretty decent coverage alongside a Fairy-move, while it still has all of it's good utility. And everything I just mentioned gets priority, giving Comfey a unique defensive role, since it can revenge kill very weakened opponents. On the offensive side, Natural Cure gives Comfey two nice options in (Z-)Parting Shot and Baton Pass. Comfey's high 100 Base Speed and Parting Shot allow it to pivot around, weakening a foe to allow a partner to setup. Z-Parting Shot also acts as a useful one time Healing Wish without fainting. Baton Pass can let you setup up your teammates for success. Gleam/HP Fire/Volt Switch/Energy Ball with a Life Orb is also a nice option, allowing Comfey to deal damage while pivoting.

How does technician give Roserade access to Tail Glow and Parting Shot?
Technician gives access to moves under 60BP. Status moves and the like, which have a BP of zero, I assume to be granted, especially since OP specifies the distinction between moves and attacks elsewhere in the rules (a distinction not made in the entry for Technician). While this looks to be an oversight, I'd say it should be kept in - turning Roserade into a worthwhile sweeper is well worth it, in my opinion. =]

It doesn't work, technician explicitly only effects attack - this is why it boosts struggle, but doesn't give you +3 from growth in sun. They don't just have a bp of zero; rather, they have a category of status as well.

Ive added the list i wrote for the code which specifies as of now which abilities will be granted which moves. The onlyones you cant search for are the ones that are unique to each pokemon (eg. adaptability, solid rock) as well as compound eyes and technician which grant too many moves for me to write them. And yea, technician should only grant attacks, since status moves dont have a BP at all.

http://pastebin.com/Vs5M59u0

This list is in the op as well now, underneath the generalised list.

Here is the list of moves granted by each ability:
And here are my suggestions.
analytic: nothing
Attacks with negative priority?
aura break: nothing
All Dark and Fairy attacks?
damp: all self destruction moves
What's the point? They won't be able to use them.
dry skin: all water type ATTACKS, all fire type ATTACKS
Also Rain Dance and Sunny Day?
early bird: nothing
Sleep-inducing moves and Wake-Up Slap?
effect spore: nothing
There are a bunch of Abilities relating to non-volatile status. Rather than allow all moves with a chance of status, perhaps just limit it to status (!) moves? Or maybe just Aromatherapy, Heal Bell and Refresh?
electric surge: nothing
Wake-Up Slap?
flame body: nothing
Moves with a burn chance?
frisk: nothing
There are a bunch of Abilities relating to items. Why not give them all the same list that you did for Sticky Hold?
gooey: nothing
Moves that reduce speed?
heatproof: all fire ATTACKS
Will-O-Wisp?
infiltrator: light screen, reflect, safeguard
Aurora Veil, Mist?
intimidate: nothing
Moves that reduce attack?
overcoat: powder moves
Hail and Sandstorm?
poison point: nothing
poison touch: nothing
Moves with a poison chance?
queenly majesty: nothing
Priority moves? (Compare Dazzling.)
run away: nothing
Switching and phazing moves?
static: nothing
Moves with a paralysis chance? Or Glare, at least.
stench: nothing
Moves with a flinch chance? (Except, that those are the moves that stench doesn't affect...)
sturdy: nothing
(OKHO... oh, never mind.)
super luck: nothing
Moves with an increased crit rate?
tangling hair: nothing
Moves that reduce speed?
telepathy: nothing
Moves that would hit your ally in Doubles?
truant: nothing
Recharge moves?

Gale Wings is nowhere near broken. It wasnt broken in STABmons last gen because FakeSpeed was everywhere and it outprioritizes it. Now its even worse, as even though FakeSpeed isnt as common, the fact that losing Health means deactivating the ability turns it to shit. All the Flying type moves in the world wont help if your 4 times weak to SR and in a meta where FakeSpeed is common. Unban Gale Wings.

And here are my suggestions.
A few of these are inconsistencies or are mistakes which are to be fixed as soon as possible:
-Aura Break is a complicated interaction but I would be willing to fix it as having all Dark and Fairy moves
-Dry Skin should have Rain Dance and Sunny Day
-Early Bird should have sleep moves, but not Wake-Up Slap (unless there is an interaction i dont know about)
-Heatproof should have Will-O-Wisp (i actually didnt know about this interaction), as well as all moves with a chance to burn
-Infiltrator should have Mist and Aurora Veil
-Overcoat should have Sandstorm and Hail
-Queenly Majesty should have been added to have all prio moves

As for the others:
-Analytic doesnt interact directly with lower priority moves. They can still be undersped by the opponent's pokemon
-Damp grants the ohko moves because it directly interacts with them. It is an attempt at consistency for better understanding
-Effect Spore- it violates contact clause, and has nothing to do with interacting with status inflicting moves
-Electric Surge- answered in the Q+A, it creates a terrain effect and doesnt interact with moves
-Flame Body- it violates contact clause, has nothing to do with burn inflicting moves. this would be a flavour addition
-Frisk- doesnt change the effects of any item-related move. I could see how to potentially jump through hoops to justify it, but at the same time not really.
-Gooey- this would be another flavour addition
-Intimidate- this would be a flavour addition

-Telepathy- telepathy will block any attack in doubles when aimed at an ally, so Damage Clause comes into play here. Not that I want to include doubles interactions anyway
-Truant- this would be a flavour addition

Thanks for the first list- I will change those as soon as possible. A lot of the things from the bottom list are just flavour changes though, which is something Im against. The core of the meta is the rule it uses for granting moves, which doesnt allow any space for those types of changes, even if they would make more pokemon have access to more moves.

Now that the meta is coded (thank u guys) we got a chance to play a few games, which were a lot of fun. Firstly, it was pretty quickly noticeable that porygon is uh.... kinda strong. 2hkoing chansey after rocks is not cute and it can also run incredibly powerful mixed set with LO fakespeed.

Gale Wings can also be unbanned at the nearest opportunity. I will send an updated list of abilities over as soon as possible that reflect these changes

Lastly, here's a few mons that I really like:

Galvantula @ Focus Sash
Ability: Compound Eyes
EVs: 4 Atk / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Thunder
- Blizzard
- Sticky Web
- Lovely Kiss

Galv gains a lot from this meta. It can send anything to sleep with a super-accurate lovely kiss, and thunder/blizzard is a step up from boltbeam. It can also run a myriad of other things, like Blue Flare or Steam Eruption and gain some really crazy coverage.

Diancie @ Leftovers
Ability: Clear Body
EVs: 252 HP / 252 Def / 4 SpA
Bold Nature
IVs: 0 Atk
- Stealth Rock
- Defog
- Strength Sap
- Moonblast

Diancie actually puts in work bc its a super-tanky normal resist on both sides, and doesnt have a big issue with common Pangoros. Strength sap gives it some much appreciated recovery and makes it even better as a physical wall, and SR + Defog is appreciated as a team supporter.

Cloyster @ White Herb
Ability: Skill Link
EVs: 252 Atk / 4 SpA / 252 Spe
Naive Nature
- Water Shuriken
- Bone Rush
- Icicle Spear
- Shell Smash

Cloyster is still the best skill link user. Water shuriken turns into amazingly good prio, which uninvested will still clean up weakened offensive mons at +2. bone rush and icicle speak is the godly ice/ground coverage, and then obligatory smash.

Also Mega Scizor is rly good, has rapid spin/defog, roost, coverage out of its ass, all sorts of priority and brutal STAB moves. very few negatives to being used

Just as a question, wouldn't Overcoat also add all powder moves (So powder snow, spore, poison powder, etc)?
On cloyster, consider running Kings Rock. This would allow you to basically turn into jirachi, but with the potential for priority flinching.
Otherwise, these seem pretty neat!

Chandelure @ Choice Scarf
Ability: Flash Fire
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Eruption
- Blue Flare
- Shadow Ball / Trick
- Energy Ball / Trick
Move aside Fire Blast, here's the real set. Eruption is super powerful, Koing most pokemon when combined with Chandelure's sky-high special attack, especially if you get a chance to actuvate your ability. Blue Flare is more reliable and stronger after rocks, but lacks the sheer damage potential of Eruption. Shadow Ball hits Heatran and opposing Chandelure, Energy Ball hits waters, and trick ruins any cheecky chansey. Works really well when combined with porygon-z, and can reliably RK and other fakespeeders in a pinch.

An interesting idea, but it needs some refining. For example, shouldn't Pokémon with Synchronize get moves that cause status afflictions relavent to the ability, like Thunderwave, Poison Powder, and Fire Blast?

It also seems like Telepathy should get Ally-affective moves like Explosion and Earthquake, although that may be arguable for a singles format. It should certainly be allowed if this ever goes into doubles.

Abilities like Flash Fire and Fluffy interact with offensive fire-type attacks, but not every fire-type attack qualifies. Sunny Day, for example, doesn't activate Flash Fire. The same can be said of Dry Skin, Volt Absorb, Water Absorb, Lightning Rod, and Storm Drain (Magnet Rise, Eerie Impulse, Rain Dance, Withdraw).

You should probably tie banned abilities to the clause that they fall under, as well. Aerialate, Liquid Voice, and Normalize are allowed, for example, while Pixilate, Galvanize, and Refridgerate are banned. Normalize would allow Delcatty access to every offensive move, at least, and it should probably fall under the Umbrella Clause. I didn't see the clause that caused the differentiation in the other abilities - or even one that would cause Pixilate, Galvanize, and Refridgerate to be banned, however.
