Near-Universal Moves

Well, apparently Pokémon take too many matches to become competent outside of UC Spamming. In this thread, the Council Members will decide if this is an issue or not, with three different proposals to decide on this vote, & whether we should implement them or not. Here are the three different proposals:

  • Proposal #1: Reduce the Cost of certain "Near-Universal Moves" to 0 MC. This includes, but is not limited to: Protect, Substitute, Rest, Sleep Talk, & Snore. If this is implemented, then an extra vote will be held to decide which of these moves should cost 0 MC.
  • Proposal #2: Increase the starting number of TM/HM & Egg Moves, etc. beyond 3. Either this can be applied to all New Pokémon, Starter Pokémon only, or not be implemented at all. If this is to be implemented, then another vote will be held to decide which number this should be.
  • Proposal #3: Add a special case to Pokémon in a similar vein to Tynamo where certain Pokémon start with X MC to spend when they evolve. If this is implemented, then another vote will be held to decide which Pokémon should get it, & how much MC should be given.
Enough talk, time to move on to the vote.

Council Members will vote on three things, the second of which will be conducted IRV-Style, which means that you must list all three options for the second voting slate. Your voting slate is as follows:

If a proposal gets a majority no, then well, it does not get implemented. A majority yes, on the other hand, means another vote will be held on that matter to decide exactly... Yeah, I specified it earlier in this post.

First to four votes for either is a majority, but otherwise, I guess we need to vote on these things.

Ehh, the thing as it stands is fine. As an issue, this is not really an issue, but then again, I only hold one vote out of seven. Also, Tynamo is Tynamo. It is not as if it can do much, & I pretty much do not care as much for the other 1 CC Bugs that would probably be eligible for this.

Now ... did we have a specific value in mind for the new number of starting TM/Egg moves for new Pokémon or is it back to the discussion thread?

Zt mentioned 5 as a good number, but I think 4 or 6 can make up alternative options.

So, if the council does not mind, the slate should be:

Any objections? I will give 24 hours (Give or take 3 hours), before throwing up the second part to this vote.
 
The only thing I can think of is that, with Tynamo's +X MC clause, the value should change to 3 * the number of moves chosen in this vote to match the current ratio of Tynamo MC to starting moves. Then again, we can just say that'll be a side effect of the vote.
