Justification:
Celesteela is so good in OU because it is able to run physically/defensive and offensive/defensive. It came with a lot of unpredictability that is now not as centralizing due to booth sets not hitting equally as hard. Fire Blast removed to make the user have to use flamethrower for fire damage and protect removed to allow Celesteela to still be able to run leech seed with out being too good for NU.

Justification: Celesteela's defensive stats were substantially lowered and its only good recovery move was removed, which means Celesteela doesn't have much defensive potential in NU. Its Special Attack is untouched so the offensive Autotomize set is still good.
Competitive Insight: Defensive Celesteela sets are probably bad in NU because of the huge nerf, but it can still use the Autotomize sweeper set to great success.

The actual rule for UB Stats AFAIK is that they must all be primes, not just uneven.

Justification: Buzzwole is a bulky boi, so removing some of that great bulk, taking away some Defense and nerfing HP to make it's Special bulk even worse, will make Buzzwole more manageable. While Bug/Fighting is a pretty meh typing, having Fighting STAB and being a Bug-type that isn't weak to Stealth Rock was really nice for Buzzwole. So, let's stop that by removing it's Fighting-typing and the majority of it's Fighting moves, making it a Bug-type walled by bulky Steels and gets bopped by Stealth Rock, which lowers Buzzwole's longevity.
Competitive Insight: Buzzwole is a nice Bulk Up user in the tier, able to setup on Pokemon such as Roar-less Steelix, Sneasel, Vileplume, and even Rhydon after enough boosts, allowing it to handle top tier threats like Slowbro, Golbat, and Machamp. However, Buzzwole's Special bulk is terrible and it has 3 common weaknesses, including Rock, which makes it hard for Buzzwole to find a set up opportunity. Buzzwole could also Rock some other fun sets like Z-String Shot + 3 Attacks to patch up it's meh Speed, Banded, Scarfed, and Mono Attacking SubBU.

Justification: Buzzwole's titanic physical bulk is one its main claims to fame, so I nerfed his HP and Def by a bit, and removed Roost, which drastically cuts into its sustainability (it also prevents it from making 101 HP subs). I also slightly nerfed its Atk and got rid of its better coverage moves, leaving it walled by fairies and Flying-types.

Justification: Having a ginormous Attack stat is kinda Kartana's thing, and its HP, Special Attack and Special Defense are bad enough already - therefore, the stats that get hit worst are Defense and Speed. Smart Strike is replaced by Metal Claw to further Kartana's Steel STAB problem, while I also killed the favorites of its few coverage options.
Competitive Insight: Kartana still has a huge Attack stat, it still has Beast Boost, and half its stats are unchanged. On the other hand, its already iffy coverage is nerfed to hell, it has no good Steel STAB, and its huge Attack, Beast Boost, and Leaf Blade are the three things it can rely on. It optimal set would be with a Choice Scarf and its role would be to just spam Leaf Blade like there's no tomorrow... because if it fails to KO your target, chances are Kartana won't have a tomorrow.

Justification: So Buzzwole is supposed to be a physically offensive tank, but its raw bulk allowed it to tank way too much physical hits. So I removed alot of Buzzwole's best coverage moves and nerfed its stats to a level acceptable to NU. I also removed Bulk Up so it cannot used the potent SubBulkUp sets. I added Drain Punch and Megahorn as I believe they are flavourful STAB options.
Competitive Insight: Buzzwole comes off as a great fighting type in a tier where Emboar runs supreme. Buzzwole distinguishes itself from the competition with its powerful Bug STAB and its ability to snowball if given the oppurtunity. While several counters exist to stop Buzzwole in Ghost types, Magearna and many checks in special attackers and Flying types.

Justification: Other than the big nerf to its attack, most of Celesteela's stats are just scaled down versions of itself. The large nerf to its attack is so its Heavy Slam doesn't do ludicrous damage to everything in the tier. Leech Seed gets nixed so it has to rely on Rest for recovery. Automize so that its sweeping sets are dead (its coverage is great for NU). Added Whirlwind as in my opinion, if it can blast rocket blasts out of its cannons, air is the least.
Competitive Insight: Steelix has major competition as the premier Steel type of NU, with its great mixed bulk and stellar defensive typing. Celesteela also has a great special attacking stat, with means it can easily run a potent Specs wallbreaker set. While Steelix has a Electric immunity and hazards, a ×4 grass resist, immunity to Ground and not having a Fighting weakness gives Celesteela a needed edge.

Justification: Chopped the Origami samurai's stats down to NU levels of acceptance and then kicked its Fighting type coverage, forcing it to resort to Return and pure strength to muscle through threats.
Competitive Insight: Kartana is a major threat. 131 Attack + Swords Dance + Beast Boost sounds like a major threat, until you realise its only STABs are Leaf Blade and Smart Strike. This is furthur compounded by its paper thin bulk, so low resisted special hits 2HKO it and any strong physical STAB attack should nail it. Its still should not be underestimated, as Kartana can still punch holes in defensive teams and runs though offence if played with Sticky Web

Can't vote right now. Stuck on phone, however, I will give my opinion on why I think this is a less popular mod.

The main focus of pet mods is to drastically change the way yhe game works in one way or another. Because of this, most people like to make pet mods where you can create a plethora of things with lots of variability. Take FE with it's abilities, Megas For All, Z-Moves Everywhere & Battle Ready with it's mon exclusive bonuses, or The New First Gen which litteraly creates a whole new meta, with many mons, abilities etc. Nerfmons, on the other hand, tries to remove things from the mons in the game. This isn't a bad thing, per se, but it severely limits the varibility in the mod. I do like Nerfmons, but I see why it isn't running as well as other mods

tl;dr: It does the opposite of most mods.

I will give credit for thinking outside of the box and creating something completely different though

Justification: Salamence is known as a dragon dancer with two great abilities. Change the abilities and nerf its offenses, and Salamence can't do that job nearly as effectively anymore.
Competitive Insight: Salamence's offenses are now way worse and it's scared of Sneasel but otherwise it's still useful. Analytic lets it hit stuff very powerfully on the switch while Mold Breaker lets it Earthquake levitators. Not much else to say, really.

Justification: Pokemon doesn’t have any bulky fast support Mons, so I gave it decent NU bulk, reduced its attacking stats to where it needs set up to be usable, and gave it a good dose of speed. I also gave it some much-needed utility moves to make it useful and a good Bug-type STAB. Finally, I removed coverage for Ice and Steels so that it has to rely on HP Fire.
Competitive Insight: Goodra has two sets- a Calm Mind set with Draco, Bug Buzz and HP Fire and a utility set of TSpikes, Taunt, Defog and Draco. Calm Mind could run either Gooey or Oblivious and Utility would just run Oblivious. It outspeeds a good portion of the meta, letting it set up TSpikes for the team or cripple Defensive teams. It also outspeeds Frosslass, meaning it can taunt it before it even tries to set up Spikes or any other nonsense. However, it has a hard time versus things like Dodrio, Whimsicott and Scarf Vanilluxe.

Justification: Salamence is the much more offensive version of Dragonite, but in this tier, its just an unrivaled setup sweeper. Kicked potent coverage in Fire Blast, so it relies on its weaker options to bypass Steel types. Reckless is a stepup from its previous form's Rock Head.
Competitive Analysis: Fast and strong, but ridiculously frail, New Salamence runs through teams with a DDance under its belt, but needs support to break Steels and is extremely vunerable to priority.

Justification: Weak Armour makes alot of sense thematically. Scaled down its stats by a tiny amount, enough to force it out of RU. Losing Flamethrower means its Focus Blast or bust, which can be rather inconvinent.
Competitive Aspect: While Hydreigon happily outclasses it, Kommo-O's more spammable Dragon STAB and great bulk gives Hydrei a run for its money, especially when HP Fire / Earthquake is not its only way of busting Steels.
