Offstat

It seems to be the easiest tier to add, especially seeing as 6 move battling would either receive next to no players due to the problems with adding the fifth and sixth moves (I can see the chatbox now) or would require a ton of programming to add those moveslots. Offstat, on the other hand, while it limits the Pokémon which can be used, requires no special programming besides the limitations on Pokémon and banning of physical or special moves, depending. However, PU, LC UU, and Monotype are all good, too. I just prefer Offstat.
