Give it to all of the turtles or none of them, Game Freak, don't half-and-half it.

I think that's why Dragonite didn't get a mega too. Multiscale + DD + guaranteed mega evolve would be really difficult to get past.

Level-up learners somewhat make sense, although there are some notable candidates that are left out (Garchomp above all else) and only a few Legendary Dragons can learn it (Rayquaza, Zygarde, Latios), while things like Zekrom and Kyurem would totally love it.
When it comes to breeding, the real weirdos come out. I get that reptile ~= dragon, but we have Scraggy (vaguely lizard-y), Corphish (a crustacean) and freaking Barboach... I also don't get how clunky Tyranitar and limbless Kingdra can pull off an empowering dance while sleek, mach-speed Garchomp can't.
More so, unlike other dancing moves, nothing with a dancing theme gets it. So yeah, I can't really see the logic behind it.

It gets dry skin because it has dry skin. It is a lizard from a desert after all.So, I got a few questions about this:
1. If absorbing sunlight is suppose to be beneficial to the Helioptile family, how come it gets the Ability Dry Skin, aka the Ability that HURTS the Pokemon in sunlight but heals them in the rain? Yeah it's the only other Ability involving sunlight that it can logically learn (it gets Solar Power as a Hidden Ability), but if it goes against the Pokemon's theme I think an exception can be made. It could see it getting Volt Absorb or Flare Boost.
2. Speaking of which, why is Solar Power its Hidden Ability? Isn't solar power part of its concept? It should be one of its main Abilities.
3. And with its concept being absorbing sunlight you'd think it would get moves that relate to that. Like Solar Beam, Growth (non-Grass-types can learn it via Breeding), Sunny Day, & Morning Sun. The Helioptile family learn NONE of these moves (but it gets Rain Dance & Sandstorm?!).

Correct.Draco Meteor is a Dragon move because of a pun that doesn't translate into English. Something to do with the character for "Ryu" or somesuch.
Dragon Dance could have some relevance or reference to Eastern culture that we're not catching.
