Power Creep

with the new zygarde forms for the next game along with new megas, why doesn't nintendo balance the meta and combat power creep.

i understand smogon fights power creep with tiers and ban. but what about pokemon that are forced in a certain tier even though it's useless in it.
eg: reshiram in ubers

Welcome to Orange Islands. This is the only part of Smogon not dedicated to competitive battling. I'm going to lock this thread, but I can provide a short explanation first:

The concept of "tiers" doesn't exist in the designers' point of view. It's "tournament legal" and "not tournament legal", and if any Pokémon in the latter category are worse than the others, well, that's no problem for them at all. They only balance their tournament legal Pokémon, and they do so around the VGC. "Balance" in this sense means "If it's not broken, it's fine". Competitive battling is not a major focus of the games otherwise. Some Pokémon are good, some are bad, and that's it.
