This is the TM and HM list for the Gen 1 games (Yellow has the same set of TMs / HMs). I've screenshotted everything on this list which will appear on-site as soon as the article is uploaded. Article starts below:

TMs:

TM01: Mega Punch

Type: Normal

General Location: Mt. Moon, Celadon City

Specific Location: Traverse the entire first floor of Mt. Moon until you see a ladder next to a Youngster. Follow the path and get the TM on the mound north of the Team Rocket Grunt. It can also be purchased from the Celadon Department Store for 3000 Poké Dollars.


TM02: Razor Wind

Type: Normal

General Location: Rocket Hideout, Celadon City

Specific Location: Traverse the entire hideout until you reach the fourth floor underground. Go north until you find the room with the Team Rocket Grunt who holds the Lift Key. The Poké Ball containing the TM is next to the tables. It can also be purchased from the Celadon Department Store for 2000 Poké Dollars.


TM03: Swords Dance

Type: Normal

General Location: Silph Co.

Specific Location: On the seventh floor, open the gate located directly below the stairs or the elevator using the Card Key. In the following room, the TM for Swords Dance should be in the bottom right corner.


TM04: Whirlwind

Type: Normal

General Location: Route 4

Specific Location: After traversing Mt. Moon, head right and go up the hills until the TM is in sight.


TM05: Mega Kick

Specific Location: On the second floor of Victory Road, solve the first Strength puzzle and go through the elevated plateau. After exiting, head left to find the TM. It can also be purchased from the Celadon Department Store for 3000 Poké Dollars.


TM06: Toxic

Specific Location: The TM for Toxic is received as a reward for defeating Koga in the Pokémon Gym.


TM07: Horn Drill

Type: Normal

General Location: Rocket Hideout, Celadon City

Specific Location: On the second floor underground in the Rocket Hideout, follow the arrows until you arrive at the Poké Ball in the upper center part of the maze. It can also be purchased from the Celadon Department Store for 2000 Poké Dollars.


TM08: Body Slam

Type: Normal

General Location: S.S. Anne

Specific Location: Upon entering, go left until you see the stairs. The second room before the stairs contains the TM. This TM can be permanently missed once the S.S. Anne leaves the Vermilion City port.


TM09: Take Down

Type: Normal

General Location: Silph Co., Celadon City

Specific Location: On the fifth floor, head left and then south until you come across a gate with boxes behind it. Open the gate with the Card Key and claim the TM. Warp panels can also be used to get there. The TM can also be purchased from the Celadon Department Store for 3000 Poké Dollars.


TM10: Double-Edge

Type: Normal

General Location: Rocket Hideout

Specific Location: On the third floor underground, go south and past the Team Rocket Grunt. The TM is found in the sole room south of him.


TM11: BubbleBeam

Type: Water

General Location: Cerulean City

Specific Location: The TM for BubbleBeam is received as a reward for defeating Misty in the Pokémon Gym.


TM12: Water Gun

Specific Location: Traverse the Pokémon Mansion in its entirety, and head to the lowest level. Go left and enter the room with the Burglar. The TM should be next to the Mewtwo statue.


TM15: Hyper Beam

Type: Normal

General Location: Celadon City

Specific Location: The TM can be purchased at the rightmost counter in the Game Corner prize booths for 5500 coins.


TM16: Pay Day

Specific Location: Exiting from the Lavender Town Gate, go south and use Surf to access the small strip of land that contains the TM.


TM17: Submission

General Location: Victory Road, Celadon City

Specific Location: On the second floor of Victory Road, solve the first Strength puzzle and head north. Skip the stairs and pass the Tamer. Head right past the Juggler and claim the TM when you make it to the end. The TM can also be purchased from the Celadon Department Store for 3000 Poké Dollars.


TM18: Counter

Type: Fighting

General Location: Celadon City

Specific Location: Head to the Celadon Department Store and go to the third floor. The man behind the counter gives away the TM when spoken to.


TM19: Seismic Toss

Type: Fighting

General Location: Route 25

Specific Location: Traverse the maze of trainers until a tree is in sight. Either you must use Cut on it to enter the TM's area, or you can face the male Jr. Trainer two tiles below to gain an opening.


TM20: Rage

Type: Normal

General Location: Route 15

Specific Location: Enter the route from Fuchsia City and head right across the ledge. Use Cut on the tree at the very end and head west on the plateau. The TM rests at the end of the path.


TM21: Mega Drain

Type: Grass

General Location: Celadon City

Specific Location: The TM for Mega Drain is received as a reward for defeating Erika in the Pokémon Gym.


TM22: SolarBeam

Type: Grass

General Location: Pokémon Mansion

Specific Location: Traverse the Pokémon Mansion in its entirety and head to the lowest level. Open the gate at the north using the Mewtwo statue and continue opening gates until you come across a table with the TM on top.


TM23: Dragon Rage

Type: Dragon

General Location: Celadon City

Specific Location: The TM can be purchased at the rightmost counter in the Game Corner prize booths for 3300 coins.


TM24: Thunderbolt

Type: Electric

General Location: Vermilion City

Specific Location: The TM for Thunderbolt is received as a reward for defeating Lt. Surge in the Pokémon Gym.


TM25: Thunder

Type: Electric

General Location: Power Plant

Specific Location: Traverse the maze by going south, east, and then south near the first three forks to reach the southeastern room. The TM is found inside the leftmost Poké Ball.


TM26: Earthquake

Type: Ground

General Location: Silph Co.

Specific Location: On the tenth floor, head left and then south until you come across a gate with boxes and a Team Rocket Grunt behind it. Open the gate with the Card Key and pick up the TM on the left side of the boxes.


TM27: Fissure

Type: Ground

General Location: Viridian City

Specific Location: The TM for Fissure is received as a reward for defeating Giovanni in the Pokémon Gym.


TM28: Dig

Type: Ground

General Location: Cerulean City

Specific Location: After obtaining the S.S. Ticket from Bill, pass the looted house and defeat the Team Rocket Grunt to receive the TM.


TM29: Psychic

Type: Psychic

General Location: Saffron City

Specific Location: At the bottom right of the city, Mr. Psychic's house can be accessed. Talk to him to receive the TM.


TM30: Teleport

Type: Psychic

General Location: Route 9

Specific Location: Use Cut on the tree to gain access to Route 9 from Cerulean City, pass the female Jr. Trainer, and head down two ledges to claim the TM.


TM31: Mimic

Type: Normal

General Location: Saffron City

Specific Location: A Poké Doll, which can be purchased on the fourth floor of the Celadon Department Store for 1000 Poké Dollars, is needed to obtain this TM. Head to the northwesternmost house in Saffron City and talk to the Copycat on the second floor. The TM for Mimic is received after you hand the Poké Doll to her.


TM32: Double Team

Type: Normal

General Location: Safari Zone, Celadon City

Specific Location: Enter the Safari Zone, and make it to the Secret House. The TM for Double Team is right in front of it. The TM can also be purchased from the Celadon Department Store for 1000 Poké Dollars.


TM33: Reflect

Type: Psychic

General Location: Power Plant, Celadon City

Specific Location: Traverse the maze until you reach two forks, and head south to access the room with the TM. The leftmost Poké Ball contains the TM. It can also be purchased from the Celadon Department Store for 1000 Poké Dollars.


TM34: Bide

Type: Normal

General Location: Pewter City

Specific Location: The TM for Bide is received as a reward for defeating Brock in the Pokémon Gym.


TM35: Metronome

Type: Normal

General Location: Pokémon Lab

Specific Location: Go to the second room. Talk to the Scientist in the top right corner to get the TM.


TM36: Selfdestruct

Type: Normal

General Location: Silph Co.

Specific Location: On the second floor, head towards the left. After opening the gate with the Card Key, speaking to the woman in the right corner will yield the TM. Warp points can also be used to get to her.


TM37: Egg Bomb

Type: Normal

General Location: Safari Zone, Celadon City

Specific Location: Enter the Safari Zone, and head east. In that area, cross the hill and make it to the lake. The TM should be at the edge of the grass. The TM for Egg Bomb can also be purchased from the Celadon Department Store for 2000 Poké Dollars.


TM38: Fire Blast

Type: Fire

General Location: Cinnabar Island

Specific Location: The TM for Fire Blast is received as a reward for defeating Blaine in the Pokémon Gym.


TM39: Swift

Type: Normal

General Location: Route 12

Specific Location: Enter the gate from the south of Lavender Town and access the second floor. The grieving girl inside gives you the TM.


TM40: Skull Bash

Type: Normal

General Location: Safari Zone

Specific Location: Enter the Safari Zone, and go to the northern area above the Central Hub by either utilizing Surf or crossing the east side and making the long trek around. The TM is found in the middle of the northern area right next to the rest house.


TM41: Softboiled

Type: Normal

General Location: Celadon City

Specific Location: Head towards the Game Corner and find the small pond next to it. Use Surf to cross it and talk to the old man to receive the TM.


TM42: Dream Eater

Type: Psychic

General Location: Viridian City

Specific Location: Head left from the Pokémon Center and use either Cut or Surf to access the area where the drowsy man is. The TM is received after you talk to him.


TM43: Sky Attack

Type: Flying

General Location: Victory Road

Specific Location: On the first floor of Victory Road, head towards the top right corner of the room. Use Strength to move the boulder to the left. The Poké Ball that is north of the player contains the TM.


TM44: Rest

Type: Psychic

General Location: S.S. Anne

Specific Location: Upon entering, head right and down the flight of stairs. The fourth room to the left of the stairs contains the TM. This TM can be permanently missed once the S.S. Anne leaves the Vermilion City port.


TM45: Thunder Wave

Type: Electric

General Location: Route 24

Specific Location: After exiting the Nugget Bridge, head left towards the plateau to find the TM.


TM46: Psywave

Type: Psychic

General Location: Saffron City

Specific Location: The TM for Psywave is received as a reward for defeating Sabrina in the Pokémon Gym.


TM47: Explosion

Type: Normal

General Location: Victory Road

Specific Location: After making to the third floor of Victory Road, head north and traverse the long passage to the left. The TM is found south of the ending.


TM48: Rock Slide

Type: Rock

General Location: Celadon City

Specific Location: Head to the Celadon Department Store and make it to the roof. A little girl will give you the TM for Rock Slide when given Soda Pop, which can be purchased from the vending machines nearby.


TM49: Tri Attack

Type: Normal

General Location: Celadon City

Specific Location: Head to the Celadon Department Store and make it to the roof. A little girl will give you the TM for Tri Attack when given Lemonade, which can be purchased from the vending machines nearby.


TM50: Substitute

General Location: Celadon City

Specific Location: The TM can be purchased at the rightmost counter in the Game Corner prize booths for 7700 coins.


HMs:


HM01: Cut

Type: Normal

General Location: Vermilion City

Specific Location: Head to the S.S. Anne and make it to the captain's quarters. The HM for Cut is received after talking to him.


HM02: Fly

Type: Flying

General Location: Route 16

Specific Location: Head west of Celadon City and use Cut on the tree. Pass the gate and enter the house. The lady inside will give out the HM when spoken to.


HM03: Surf

Type: Water

General Location: Fuchsia City

Specific Location: Head to the Safari Zone and make it to the Secret House. The HM is given by the man inside.


HM04: Strength

Type: Normal

General Location: Fuchsia City

Specific Location: The Gold Teeth, obtained from the Safari Zone, are needed for this. Head right of the Pokémon Center and enter the first house. The HM is received after giving the Gold Teeth to the Safari Warden.


HM05: Flash

Type: Normal

General Location: Route 2

Specific Location: Head south of where Diglett's Cave is and use Cut on the tree past the house. Inside the gate, Professor Oak's aide will evaluate the PokéDex and will grant you the HM for Flash if 10 species of Pokémon have been registered.

 

[Blitz]

This should be finished and ready for GP to go to town with it, though QC input is fine if needed.

Looks great QC wise, though will indeed require some (straightforward) GP work.

 

[Its_A_Random]

Some solid work here but I do have a few things to point out. Admittedly some can be remedied with the images you plan to add but the written locations should be just as informative as visual guides IMHO. Anyhow:

TM03: Here you mention just opening the gate and for future Silph Co. TM's, you mention opening the gate with a Card Key so you should mention the use of a Card Key here to open the gate to be consistent.
TM06: The trainer you are looking for is Koga, not Misty.
TM12: Be a bit more specific here. Yes it is west from the Route 3 entrance, but there is also a Potion in the same area, so you need to note if it is the item nearest to the Bug Catcher in the north of that area or if it is the item in the south of that area.
TM15: Mention that the players want the counter on the right hand side.
TM16: I would personally reword "After passing the gate from Lavender Town, use Surf" to say "From the Lavender Town Gate, head south and use Surf" because this is more informative and gives players a direction to head. Also I asked several users on IRC and they did not see the listed as informative enough.
TM20: Rage does not appear on Route 10. You mean Route 15, right?
TM23: See TM15.
TM25: This is a bit too wordy, just say "traverse the maze until you reach the room in the south-east" as it is much more informative than "coming across the second room in which the entrance is accessed from the north". Alternatively, "Head south, east, then south at the first three forks to reach this room" could work as well.
TM31: Nitpick, but you want north-westernmost house as opposed to northernmost house since you have two gyms in the northern area as well, also because it is more specific in location.
TM33: I would personally say "Head south at the first two forks to reach this room" as it is more informative and gives directions from the entrance of
TM50: See TM15.

Also as a general comment, please use the actual location name and not just the city/route the location is bound in so for example, if something is in the Team Rocket Hideout, say "Team Rocket Hideout", not "Celadon City" (this is also consistent with the other on-site TM Location guides).

I might have another look later but these stood out to me the most without images to inform.

Thank you for the input, I greatly appreciate it! My biggest hurdle was the Power Plant for sure due to its massive amount of items / Pokemon and weird mazes. Hopefully I've fixed and implemented all of the issues and suggestions you've outlined + renamed every relevant location to what they should be.

The images are just me getting the TM itself. The screen in RB is really small and the text box takes a bunch of the screen size so a lot of the TMs that require travelling through mazes will just have a general area, so specifics are great. I could upload them later with a member of site staff to give an impression of what they look like -before- uploading I suppose.

    <dd><strong>Specific Location:</strong> On the first floor of Victory Road, head towards the top right corner of the room. Use Strength to move the boulder to the left. The Pok&eacute; Ball that is north of the player contains the TM.</dd>

    <dd><strong>Specific Location:</strong> Upon entering, head right and down the flight of stairs. The fourth room to the left of the stairs contains the TM. This TM can be permanently missed once the S.S. Anne leaves the Vermilion City port.</dd>

    <dd><strong>Specific Location:</strong> Head to the Celadon Department Store and make it to the roof. A little girl will give you the TM for Rock Slide when given Soda Pop, which can be purchased from the vending machines nearby.</dd>

    <dt>49: Tri Attack</dt>

    <dd><strong>General Location:</strong> Celadon City</dd>
    <dd><strong>Specific Location:</strong> Head to the Celadon Department Store and make it to the roof. A little girl will give you the TM for Tri Attack when given Lemonade, which can be purchased from the vending machines nearby.</dd>

    <dd><strong>Specific Location:</strong> The Gold Teeth, obtained from the Safari Zone, are needed for this. Head right of the Pok&eacute;mon Center and enter the first house. The HM is received after giving the Gold Teeth to the Safari Warden.</dd>

    <dd><strong>Specific Location:</strong> Head south of where Diglett's Cave is and use Cut on the tree past the house. Inside the gate, Professor Oak's aide will evaluate the Pok&eacute;Dex and will grant you the HM for Flash if 10 species of Pok&eacute;mon have been registered.</dd>
