Heaven or Hell...

~A mighty stone structure stands tall, piercing the clouds, and shoots straight into the heavens. What it stands for, who built it, and its purpose have been lost to the ages gone by, although many have scaled its heights searching for the answers. None have succeeded to return, let alone reach to its apex. Small insects rustle and flutter among the moss-studded tiles, which deceive the amount of terror and traps these ancient walls hold.~

The Tower of Heaven is an ancient structure that stretches deep into the clouds, the heavens, and far beyond. It is composed of a material similar to rock, but far more durable and nearly impossible to break. Most of the structure is open-air giving a good glimpse of the clear sky. Moss and other small plant life have grown on the outcropping on the rock-like material with small butterflies flying about. There are small streams and pools of water within the structure for Water attacks and Water Pokemon. The battle will take place within one of the many chambers of the tower.

All moves can be used within the Tower of Heaven. However, there is a catch. Within my hands is the Book of Laws. At the end of each round, I'll write down a new law. The laws restrict what attacks, actions, or commands you may or may not take in battle. Violation of any law in battle will still allow you to perform the command, however the offender will be struck down with a lightning bolt that deals 10 damage flat and ignores abilities, weakness, and resistance. The lightning bolt cannot be deflected, dodged, evaded, or otherwise blocked. It will hit the Pokemon behind a Substitute, find its way through Double Team, and will go through Wonder Guard. Pokemon that are immune to Electric attacks by ability or typing will still be struck down and will gain no benefit such as Motor Drive's Speed boost. Violation of multiple laws in an action will drop down multiple lightning bolts on the offender depending on how many laws they've broken in a given action.

For instance, Pikachu decides to use Thunderbolt on a Staryu. If I restrict the usage of Thunderbolt, Pikachu will be smote once for 10 damage. If I restrict the usage of Thunderbolt and all Electrical attacks, Pikachu will be hit twice for 20 damage. Finally, if I restrict the usage of Thunderbolt, Electrical attacks, and super-effective moves, Pikachu will be struck thrice for 30 damage.

Summary: All moves can be used initially, however new laws added in each round will restrict what commands can be used. Violation of any law will be penalized with a lightning bolt dealing 10 damage flat ignoring typing and abilities. Combatants can be penalized multiple times in an action.

Personality: Scarlet was my first Pokemon. We dreamed together of become great (or at least better than mediocre) that is why to this day she strategies. She gives me the best ones and we compare notes telepathically. She is calm never losing her cool and very modest. One of my best.

LET'S ROCK!

As Scarlet lands her fluffy red paws on the surface, the skies turn harsh. The sun blisters high into the sky, sweltering the tower with intense humidity.

Sorin wastes no time with a burst of air so mighty, it sends Mint crashing so hard into the stone, she sees stars. Sellian continues the momentum by erupting several fireballs empowered by the heat. Scarlet absorbs the fireballs in stride, yet her ally Mint is horribly scorched by the attack. Scarlet counterattacks with a bone-chilling wind upon the Quilava.

In violation of the law established by the tower, Sorin goes and sets up a protective force field, effortlessly blocking both Grass attack from his foes. Meanwhile, Sellian charges up a stronger, nastier surge of fireballs that horribly immolates the poor Petilil, while Scarlet tries to absorb as much of the impact as possible. As soon as Sorin relinquishes his force field, a mighty bolt of lightning strikes him down harshly.

Sellian pants after the strenuous series of attacks, while Scarlet releases another dark gust of wind upon her Quilava foe. With Sorin now vulnerable, Mint takes aim with the all available sunlight and blasts the Squirtle with a mighty Solarbeam. Sorin finishes the round with a burst of water upon both Scarlet and Mint. Both shudder at the stream, yet the intensity of the sun's rays sharply reduce its power. All combatants have been worn down from the intense, yet Mint's worst off of all as she struggles to keep her footing.

LET'S ROCK!

Sellian quickly rushes in with a fierce tackle that finishes off the poor Petilil before she can think about her maneuver. Undaunted, Scarlet successfully seals off three of Sellian's techniques known to the Vulpix herself, while Shorin utters a prayer of rain to the gods. They answer back with two raging thunderbolts, striking down Scarlet and Shorin in violation of the earlier law.

With the rain beating down all over the aged structure, Sellian finds a soft mound of earth and tunnels deep within the tower's surface. Meanwhile, Scarlet harnesses the power of the nearby plant life and launches a powerful biochemical orb that painfully stings Shorin all over his body. The hardy Squirtle takes advantage of the weather and launches a massive burst of water from his lungs. It just misses Scarlet by mere inches and splatters all over a wall. Thankfully, his teammate Sellian picks up his slack and he bursts forcefully under Scarlet's paws.

Helping his ally this time around, Shorin catches Scarlet by surprise with another forceful burst of air sending Scarlet tumbling all over the floor. She loses her focus but not her will to soldier on. Sellian struggles to take action due to the curse inflicted by Scarlet, but is otherwise unharmed this round.

It's cause of Fake Out, Mog. There aren't any rules of how many Pokemon it can flinch as far as I know, only it only flinches once per Pokemon.

Fake Out: The Pokémon strikes the opponent with immense swiftness using their hands/paws, creating a shockwave of air that pushes the opponent back, causing them to flinch. After its initial use, Fake Out fails to flinch the same Pokemon twice, but can still be used in succession. Fake Out is the fastest priority attack, beating out even ExtremeSpeed.

EDIT: As far as I know from IRC, Fake Out can flinch different Pokemon in a battle as long as it's only used once on any given target.
 
I had a sub set up so if u used sunny day 3rd action I would switch the fake out from 2nd actionto 3rd action so sunny day was stopped

LET'S ROCK!

As Sellian tunnels back down into the familiar earth, the outnumbered Scarlet quickly splits apart into four identical images. However Shorin is more than ready and draws forth a massive tidal wave from the already overflowing pools, banks, and reservoirs. The wave batters down harshly upon Scarlet and wipes away all her images. To add salt to her wounds, Sellian emerges forcefully again, causing the Vulpix to tumble right into a mighty lightning bolt. Sellian isn't innocent and he is too struck down by the divine forces.

Sellian tunnels back into the ground regardless of any divine wrath and Scarlet releases a nasty surge of toxin clouds that badly poisons Shorin. Unfortunately, this barely phases him and Shorin shoots out steaming hot water that finishes off Scarlet, sending her tumbling across the rain-slicked stones.

Yea sorry about the bad typoe matchups mog, if you would like I think I have 2 other NFEs that would prove a more balanced match, we could give it another shot if u want
