Speed is the most delicate stat in competitive Pokemon. Whoever attacks first has a huge advantage in most matchups, so a single point of Speed can have major value, whereas a single point of Attack or HP is unlikely to have much of an effect at all. On the other hand, there is no reward for overinvesting in Speed; a bit of extra power or bulk will always have some value, but there is absolutely no difference between outspeeding an opponent by 100 points and outspeeding them by 1. For many Pokemon, especially those with uncommon base Speed stats, this means maximizing Speed is a waste of EVs. Trying to find the balance between outspeeding as many threats as possible without wasting too many EVs is probably the most difficult part of making an EV spread.

This guide is here to help you make informed decisions when you create EV spreads for your RU teams. It shows the Speed benchmarks that all of RU's biggest threats commonly sit at, so you know exactly how much Speed you need to outrun the threats you want to beat without wasting any EVs.

I don't feel that Swellow is enough of a threat to be considered, since I just went by usage stats. But if you can prove otherwise, I will add it. As well, shouldn't Sharpedo theoretically tun 92 Speed to Outspeed Alakazam? I'm not particularly sure what 124 Speed EVs are for lol.

Well, Swellow does have an analysis, STAB Guts Facade and Brave Bird (210 and 180 base factoring STAB, reminiscent of Staraptor-CC almost), and base 125 Speed. Magneton, which is good itself, takes care of Steel-types, while Rock-types are pretty much prey for Fighting-types (Medichan, Gallade, I guess). Swellow may not be top tier, but it can't hurt to mention.

Therefore, Sharpedo can run 124 to outspeed it.

Made some changes.

V0x, I decided to give "fast Sharpedo" 160 Speed EVs instead, because this allows it to outspeed a Choice Scarf Honchrow, which IMO is a much more important speed benchmark than Swellow.
 
What is the point of the +3 and +4 Sharpedos and Lilligants at the top?

I think +1 Chlorophyll Lilligant in Sun should be the top threat and then +2 Sawsbuck and work from there. There's no need to have +3 and +4 Pokemon up there imo.

Also +1 Sceptile and Tauros are unnecessary because Scarf versions are never used. +2 Sceptile should be added though because you see the odd Unburden set now and again.

Also Ninjask and Electrode should be included.

edit: I think this whole list is very confusing because there are far too many sets. Stuff like Adamant Tauros shouldn't be included because every Tauros player in their right mind uses Jolly. I know it's a work in progress but there's lots of anomalies like that at the moment that needs to be weeded out. Good job on the article though, just needs a thorough going over by QC.

edit2: Just noticed +2 Torkoal lol, nice touch

Definitely need +2 Sceptile and +1 Porygon-Z. Trick Room Cofagrigus would be another good addition (it runs 2 Spe IVs). Add those for now and I'll check this more thoroughly later.

  • OTR Gallade (Brave 0 Spe 0 IVs)

  • Curse Quagsire (Calm 0 Spe, +0 and -1 and -2)

CHANGE:

  • Agility Porygon-Z (should be Modest 92 Spe)

  • +2 support Omastar. Support Omastar does not belong on a rain team.

  • 0 Speed base 80s (Braviary, Gallade, etc). Who uses 0 Speed Braviary?
  • Snover. It's banned.
  • Negative nature Claydol. Nobody uses it.
  • Curse Steelix. Nobody uses it.
  • Jolly (non-Scarf) Honchkrow. Screw Jolly Honchkrow.
I probably missed a few things but I'll check again later.

Please have the organization of the different "tiers" match with that of other speed tier articles (aka base speeds rather than pokemon x to pokemon y). Also, 7 speeds "tiers" with one containing only one pokemon is a bit excessive...

  • Modest non-Scarf Typhlosion. If it's not Scarf, it's always Timid.
  • Adamant non-Scarf Krookodile. Same as above.
  • +2 support Omastar. Support Omastar does not belong on a rain team.
  • 176 Spe Moltres. They're always 252 Spe, or at least they should be.
  • 0 Speed base 80s (Braviary, Gallade, etc). Who uses 0 Speed Braviary?
  • Snover. It's banned.
  • Negative nature Claydol. Nobody uses it.
  • Curse Steelix. Nobody uses it.
  • Jolly (non-Scarf) Honchkrow. Screw Jolly Honchkrow.
