Scheduled to play yesterday, he said around 5:00 EST. I was on from like 5 to 9 and Sam was never on. Gonna try and see if we can play today.

Sam was on smogon / smogtours the entire time, he wasn't on PS! You essentially both missed the scheduled time because neither bothered to contact. Anyways as Sam said on the VM he can play today, so yeah I'm not gonna sub him out cause you didn't communicate you were online, lol. Also you never even confirmed you could play at 5 pm EST so even if sam weren't there (he was), it wouldn't have even been a missed scheduled time.
