The Overused metagame is a very unforgiven environment, where the culling weeds out the weak, and your available resources must be employed to their best in order to prevail. But what happens if such resources are progressively decreased? This tournament will test your ability to cope with the (largely) same threat list of OU, but with your options increasingly strained and limited.
In the Scales of Justice tournament, the host - that's me - will give out a certain number each round, let's say X. The aim is to build a team with Pokémon whose overall usage numbers fall below this X threshold. You will find the usage stats for October here. These will be the ones which will be used for the entirety of the tournament. To sum up the rules:

- The banlist is the one of Standard OU, as of Nov 3rd, 2011
- Evasion Clause
- OHKO Clause
- Sleep Clause
- Species Clause
- Timed Battle
- Wi-fi Clause
- Each round, a certain percentage number will be given out. This number will become increasingly lower with each round passing.
- For that round, each team must be built so that the OU usage stat of each member, summed up, result in a number which is lower than the threshold for the round
- The usage stats we'll use for the entirety of the tournament can be found here
- For example, if the threshold of a certain round were 25%, the following team would be legal: Espeon (5.849%), Ninetales (9.240%), Donphan (3.393%), Victini (1.992%), Sawsbuck (1.345%), and Darmanitan (2.632%), as the usage stats, summed up, give a result of 24.451%, which is lower than 25%. Note that this team is not intended to be viable - it's just listed for the sake of the example

This tournament will have 64, 96, or 128 spots, depending on the amount of sign ups. The first 62.5% will be first come, first serve. The remaining 37.5% will be randomized.
