Should Magikarps Revenge be legal outside of custom game?

Well, no it shouldn't. Magikarps Revenge isn't even a legitimately Pokemon move first of all, and second of all its only purpose was to test if it could do multiple effects all at once (iirc).

The lulz is not a valid reason, unless Magikarp's Revenge becomes a move in OR/AS/Gen 7+ it won't be added to non-CG tiers.
