Volcarona possesses great Special Attack and Speed while also having access to Quiver Dance, making it one of the most dangerous sweepers in OU. The option of a Z-move allows Volcarona to either fire off Inferno Overdrive or Shattered Psyche, reducing the options one have of a safe counterplay to this moth. While Volcarona is (un)fortunately 4x weak to Stealth Rock, it is still able to find opportunities to set-up in front of Pokemon that cannot hurt it like Scizor and Celesteela.

Chansey as a counter

Chansey @ Eviolite

Chansey is one of the few mons that can actually switch into Volcarona reliably due to its monstrously high HP and SpDef stats bolstered by Eviolite. Volc can't touch Chansey as it proceeds to cripple it with Toxic and stalling it out with Toxic and Seismic Tosses. While +5 Inferno Overdrive does actually have a chance to OHKO Chansey, Volcarona will realistically have not been able to have gotten set up that far while you Toxic it and then Seismic Toss it thrice (assuming you switch in on a QD, Toxic on turn two, and proceed to Seismic Toss as needed). Regardless, Toxic will cripple it enough to where it will die eventually and a team mate can stall it out given how Chansey is commonly found on Stall teams with mons like Protect Sableye/Clefable/other Wish passers.

Nihilego is one of the few scarfers that can reliably revenge kill Volcarona (except for the Charti Berry set) because of its access to STAB Power Gem coming from a good 127 Special Attack stat, ensuring an OHKO on non-Charti Volcarona, even after a Quiver Dance boost. It also has a decent base 103 Speed that allows it to outspeed a +1 Volcarona when using the Choice Scarf, and thanks to its impressive base 109 HP and base 131 Sp Def, it can tank most of Volcarona's attacks after a boost without any investment; it easily tanks Giga Drain, Fire Blast, it always lives a +1 Psychic, and only a +1 HP Ground (which only has around a 30% chance to KO) and a +1 Shattered Psyche can OHKO Nihilego.

Volcarona is one of those mons with few reliable answers due to z-moves and stuff like charti berry preventing it from being revenge killed by Scarfers. Mantine takes very little from its STAB Fire Blasts and is only hit neutrally by Giga Drain due to its Flying secondary typing, which does very little thanks to its huge SpDef stat even uninvested. The combination of Roost and Haze completely shuts it down with Scald slowly wearing it down. The strongest attack Volcarona can hit it with is Shattered Psyche which won't do enough to break it even after +1 so Mantine can still Roost/Haze Stall these variants.

If needed, it can come on a +1 Fire Blast, +1 HP Ground, and even a +1 Giga Drain (it's a roll with rocks, without rocks it's a very low chance to get KOed) , tank it and threaten Volcarona with its rock STAB moves.

Although the Charti Berry set wasn't mentioned, Terrakion is one of the fews pokemons that can still revenge kill Volcarona taking Charti Berry into account.

Shuca Heatran is something that I've played around with a little, and it's nice 'cause it acheives a few different goals. In the context of the project, Shuca Berry allows Heatran to live a +1 HP Ground from Volcarona, which in turn allows it to retalliate with Stone Edge to net an OHKO. Beyond this, it is generally nice for taking non-STAB Ground-type coverage from varying levels of health, allowing Heatran to take a hit from unboosted Zard X and unboosed EQ Flyinium Gyarados as well as stuff like Mega Metagross' Earthquake, opposing Heatran's Earth Power, Celesteela's Earthquake, Tangrowth's Earthquake etc. It can also be situationally useful versus Zygarde, allowing it to tank an unboosted Thousand Arrows from Dragonium variants if Heatran has taken Stealth Rock damage prior as well as taking unboosted TArrows from SubCoil variants with ease; this is one of the big things it has going for it over Air Balloon, alongside the fact that it means it can switch in on stuff it checks without having its safety net busted.

However, with Stone Edge and a Hasty Nature, Keldeo is guaranteed to outspeed and OHKO Volcarona even with 0 attack investment thanks to having a 4x super effective attack that targets Volc's physical defense. It's also a decent switch in throughout the game thanks to living any attack before a Quiver. But the fact that it can only switch in once makes me rather call it a hard check than a counter.

Lycanroc can technically be a counter since a focus sash is used, but it will be more useful to function as a check. The Q Dance sweeper with no bulk dies 100% of the time from Jolly Accelerock.
If you force a switch, you can set up Stealth Rocks to further pressure Volc. Because of the priority it doesn't matter how much the Volc sets up on you prior to coming in.

Azumarill can force out Volcarona only with its priority Aqua Jet (otherwise the moth is cleanly OHKO'ed) regardless of the Quiver Dances under Volcarona's belt. Keep in mind, though, that the 30% burn chance from Flame Body is a thing.

Max HP, Max Def is more frequently used now to take on things like Shed Lele+other Psyshock users, and survive hits more comfortably from things like mixed Ninja. Given how Chansey is predominantly used on Stall and balanced and how threatening Shed Lele is to those playstyles, having a reliable switch in to those is really handy. You can still use the max SpDef spread, but for the purpose of this project the PhysDef spread is sufficient enough as both accomplish the same thing (switching into Rona and crippling it with Toxic.)

Mimikyu has a place on a handful of HO builds as a spinblocker and has a fantastic ability, letting it take 0 from one move. Due to the virtue of its ability, Mimikyu can emergency check Volcarona pretty reliably. The Ghostium Z set can unleash its Z-move and then pick off Volcarona with Shadow Sneak (provided Mimikyu isn't Adamant, which has a chance of killing).

Note that, while Z-moves are non-contact, Mimikyu could potentially receive a burn upon revenging with Shadow Sneak.
