Kabutops @ Rockium Z
Ability: Weak Armor
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Swords Dance
- Waterfall
- Stone Edge
- Aqua Jet

due to its typing, the only real thing that kabutops has to worry about is a hidden power grass. if pyroar is locked into a fire move, it generally gets a free swords dance or free continental crush. Aqua Jet lets Kabutops clean Pyroar without risking damage.

252 Atk Kabutops Aqua Jet vs. 0 HP / 0 Def Pyroar: 158-188 (50.4 - 60%) -- guaranteed 2HKO
252 Atk Kabutops Waterfall vs. 0 HP / 0 Def Pyroar: 314-372 (100.3 - 118.8%) -- guaranteed OHKO

252 SpA Choice Specs Pyroar Fire Blast vs. 0 HP / 4 SpD Kabutops: 79-93 (30.2 - 35.6%) -- 34.4% chance to 3HKO

Offensive Check = Floatzel.

Able to outspeed Specs Pyroar and revenge it with most of its stab moves. It runs a lot of sets so ill put a variety of calcs up.

252 SpA Life Orb Floatzel Hydro Pump vs. 0 HP / 4 SpD Pyroar: 491-580 (156.8 - 185.3%) -- guaranteed OHKO

252 Atk Choice Band Floatzel Aqua Jet vs. 0 HP / 0 Def Pyroar: 222-264 (70.9 - 84.3%) -- 68.8% chance to OHKO after Stealth Rock

252 Atk Choice Band Floatzel Waterfall vs. 0 HP / 0 Def Pyroar: 440-522 (140.5 - 166.7%) -- guaranteed OHKO

252 SpA Life Orb Floatzel Scald vs. 0 HP / 4 SpD Pyroar: 354-421 (113 - 134.5%) -- guaranteed OHKO

Archeops @ No item
Ability: Defeatist
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Acrobatics
- Stone Edge
- Earthquake
- Roost

Archeops as a check.

Archeops can't switch in, as Fire Blast puts it into Defeatist range where it can't OHKO, while Flamethrower and Hyper Voice have a good chance to do so. However, it outruns and OHKOes Pyroar with Stone Edge.

252 Atk Archeops Stone Edge vs. 0 HP / 0 Def Pyroar: 452-534 (144.4 - 170.6%) -- guaranteed OHKO
252 SpA Choice Specs Pyroar Fire Blast vs. 0 HP / 0 SpD Archeops: 169-199 (58 - 68.3%) -- guaranteed 2HKO
252 SpA Choice Specs Pyroar Hyper Voice vs. 0 HP / 0 SpD Archeops: 138-163 (47.4 - 56%) -- 82.4% chance to 2HKO
252 Atk Defeatist Archeops Stone Edge vs. 0 HP / 0 Def Pyroar: 228-270 (72.8 - 86.2%) -- guaranteed 2HKO

Magmortar as check.

Magmortar @ Assault Vest
Ability: Vital Spirit
EVs: 64 HP / 252 SpA / 192 Spe
Modest Nature
- Fire Blast
- Thunderbolt
- Focus Blast
- Flame Charge

252 SpA Choice Specs Pyroar Hyper Voice vs. 64 HP / 0 SpD Assault Vest Magmortar: 135-160 (43.9 - 52.1%) -- guaranteed 2HKO after Stealth Rock

252+ SpA Magmortar Focus Blast vs. 0 HP / 0 SpD Pyroar: 392-462 (125.2 - 147.6%) -- guaranteed OHKO

Magmortar cannot switch in on Specs Pyroar but can either revenge kill it or force it out.

Rapidash @ Groundium Z
Ability: Flash Fire
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Flare Blitz
- Drill Run
- Morning Sun
- Will-o-Wisp / Wild Charge

Rapidash is a check. It can switch in on fire stab to gain power for free and takes little from HP grass. Low Kick with Fightinium Z does exactly the same damage to Pyroar and can also be used for these purposes, but Z-Drill Run was chosen as it can deal with Lanturn and Magmortar in addition to hurting Qwilfish a lot more (Z-Low Kick lets you beat Drampa and Piloswine).

252 Atk Rapidash Drill Run vs. 0 HP / 0 Def Pyroar: 192-226 (61.3 - 72.2%) -- guaranteed 2HKO
252 Atk Rapidash Tectonic Rage (160 BP) vs. 0 HP / 0 Def Pyroar: 382-450 (122 - 143.7%) -- guaranteed OHKO

252 SpA Choice Specs Pyroar Hyper Voice vs. 0 HP / 4 SpD Rapidash: 234-276 (86.3 - 101.8%) -- 12.5% chance to OHKO
252 SpA Choice Specs Pyroar Hidden Power Grass vs. 0 HP / 4 SpD Rapidash: 52-61 (19.1 - 22.5%)

Skuntank @ Black Sludge
Ability: Aftermath
EVs: 252 Atk / 108 SpD / 148 Spe
Adamant Nature
- Poison Jab
- Sucker Punch

You forgot that Raichu has Nasty Plot. Let me break this down for you.

Raichu-A is in. You switch in Bronzor.

Scenario 1: Raichu uses Nasty Plot on the switch, and then 2HKOes Bronzor with Thunderbolt. Toxic Poison won't work quickly enough, and Rest won't save you.
+2 252 SpA Life Orb Raichu-Alola Thunderbolt vs. 252 HP / 252+ SpD Eviolite Bronzor: 164-192 (51.5 - 60.3%) -- guaranteed 2HKO
Scenario 2: Bronzor switches into Thunderbolt, Psyshock or Focus Blast, taking minor damage. Bronzor uses Toxic, while Raichu uses Nasty Plot. Raichu can then 2HKO before the Toxic damage will wear it down, even if you use Rest that will only buy you one extra turn. Without Protect you're not stalling shit.

Bronzor is neither a check nor a counter to Raichu-A. At best it's an irritation.

Raticate-Alola as a check

Raticate-Alola @ Choice Scarf
Ability: Hustle
EVs: 252 Atk / 252 Spe
Adamant Nature
- Double-Edge
- Pursuit
- Crunch
- U-turn

Scarf Rat is actually really cool as a cleaner with a Double-Edge nuke and as a trapper. You eat any hit after rocks except Focus Blast (duh) and click pursuit to take Raichu out of the game.

252 SpA Life Orb Raichu-Alola Thunderbolt vs. 0 HP / 0 SpD Raticate-Alola: 187-220 (64.2 - 75.6%) -- guaranteed 2HKO after Stealth Rock

252+ Atk Hustle Raticate-Alola Pursuit vs. 0 HP / 0 Def Raichu-Alola: 254-300 (97.3 - 114.9%) -- guaranteed OHKO after Stealth Rock

Mudsdale as a counter

Mudsdale @ Leftovers
Ability: Stamina
EVs: 252 HP / 104 Def / 152 SpD
Careful Nature
- Rest
- Sleep Talk
- Earthquake
- Heavy Slam

Mudsdale can switch into any attack or Nasty Plot, survive a second attack or any +2 move and OHKO with Earthquake.

252 SpA Life Orb Raichu-Alola Psyshock vs. 252 HP / 104 Def Mudsdale: 125-148 (30.9 - 36.6%) -- 62.2% chance to 3HKO
252 SpA Life Orb Raichu-Alola Focus Blast vs. 252 HP / 152+ SpD Mudsdale: 121-143 (29.9 - 35.3%) -- 23.1% chance to 3HKO
+2 252 SpA Life Orb Raichu-Alola Psyshock vs. 252 HP / 104 Def Mudsdale: 247-292 (61.1 - 72.2%) -- guaranteed 2HKO
+2 252 SpA Life Orb Raichu-Alola Focus Blast vs. 252 HP / 152+ SpD Mudsdale: 242-285 (59.9 - 70.5%) -- guaranteed 2HKO

0 Atk Mudsdale Earthquake vs. 0 HP / 0 Def Raichu-Alola: 452-534 (173.1 - 204.5%) -- guaranteed OHKO

Palossand @ Leftovers
Ability: Water Compaction
EVs: 248 HP / 252 Def / 8 SpA
Bold Nature
IVs: 0 Atk
- Toxic
- Shore Up
- Earth Power
- Shadow Ball

Palossand is a great counter, if not the best counter to Raichu-Alola since it is immune to its main STAB attack in Thunderbolt as well as Focus Blast. In addition, since it usually is physically defensive, Psyshock isn't really doing anything to it, and can't even 2HKO it at +2. In addition, Palossand has the ability to recover on Raichu-Alola and has a high chance to OHKO it with Earth Power.

8 SpA Palossand Earth Power vs. 0 HP / 4 SpD Raichu-Alola: 222-264 (85 - 101.1%) -- 6.3% chance to OHKO
252 SpA Raichu-Alola Psyshock vs. 252 HP / 252+ Def Palossand: 72-85 (19.2 - 22.7%) -- possible 6HKO after Leftovers recovery

Torterra @ Leftovers
Ability: Overgrow
EVs: 252 HP / 252 Atk / 4 SpD
Adamant Nature
- Crunch
- Synthesis
- Wood Hammer
- Earthquake

I think Torterra will be a great counter Because it is immune to Raichu's STAB Thunderbolt And it can take hits with is Focus Blast and Psyshock. And Also Torterra get's the move Crunch which is handy when facing Alolan-Raichu. And with Torterra's High Physical attack and Alolan Raichu's Low Defence with is moves and in the moves in Synthesis which can come in handy when Torterra is low on health. Even with Alolan-Raichu's +2 on SA it can still take the hits and then it can finish it off with one of the 3 moves because those 3 moves can OHKO Alolan-Raichu

Offensive:
252+ Atk Torterra Crunch vs. 0 HP / 4 Def Raichu-Alola: 292-344 (111.8 - 131.8%) -- guaranteed OHKO

252+ Atk Torterra Wood Hammer vs. 0 HP / 4 Def Raichu-Alola: 328-387 (125.6 - 148.2%) -- guaranteed OHKO

252+ Atk Torterra Earthquake vs. 0 HP / 4 Def Raichu-Alola: 546-644 (209.1 - 246.7%) -- guaranteed OHKO

Defence:

252 SpA Life Orb Raichu-Alola Psyshock vs. 252 HP / 0 Def Torterra: 133-156 (33.7 - 39.5%) -- 18.1% chance to 3HKO after Leftovers recovery

252 SpA Life Orb Raichu-Alola Focus Blast vs. 252 HP / 4 SpD Torterra: 156-185 (39.5 - 46.9%) -- guaranteed 3HKO after Leftovers recovery

PU Leader
i missed a lot of the better checks and counters but

Dugtrio-Alola @ Life Orb
Ability: Tangling Hair
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Earthquake
- Iron Head
- Sucker Punch
- Pursuit

Dugtrio-Alola serves as an offensive check to Raichu-Alola. Sucker Punch OHKOs even if Raichu hasn’t taken any damage beforehand, and Pursuit can be used if you feel like they’ll attempt to switch and not risk a speed-tie. And obviously, you have Earthquake, the STAB option that always OHKOs. It's better that it be brought in after either a slow U-Turn/Volt Switch or after Raichu kills something, as this thing's bulk does not exist, and Psychic has a really high chance to OHKO if it set up a Nasty Plot. (obviously focus blast ohkos it no matter what but they don't have to risk it missing)
