STRONGMON BATTLE!

Each competitor provided me with but a single pokemon:


Nidorino [Agamemnon] (Gender)
Nature: Quiet (+SpA, Spe/1.15, Eva -10)
Type:
Poison: Poison STAB; immunity to Poison/Toxic, see and breath through smog/smokescreens/haze uninhibited. Able to use Wrap and Bind without losing focus. Superior senses in urban settings.

Abilities:
Poison Point: (Can be Disabled) This Pokemon’s spikes/quills/thorns are coated in poison, and there is a 30% chance of poisoning any foe that uses a contact attack on this Pokemon. When disabled, all of this Pokemon's attacks that inflict regular poison will inflict Toxic poison (with the same chance of effect).
Rivalry: (Innate) This Pokemon has a primal response to competition and mating, increasing the Base Attack Power of all its attacks by two (2) when it attacks an opponent of the same gender in the same Egg Group, and decreasing the power of all its attacks by two (2) when it faces an opponent of the opposite gender in the same Egg Group (Monster/Ground are used for Nidorina/Nidoqueen).
Sheer Force (DW): (Can be Enabled) This Pokemon can energize all its attacks with secondary effect chances less than 100%. When Enabled, the Base Attack Power of every move with an effect chance less than 100% increases by two (2), but they will never have a secondary effect. (Really Hustle, but it's never going to unlock Hustle as a Nidorino, so who cares?)

Terrador sends out his Pokemon (I'm including this because I can only assume that it's to evolve on entry, and thus we need to take care of that...)
XVI sends out and issues actions
Terrador issues actions
I crunch numbers and spin a tale of epic(?) battle prose
We spin the above around for game balance
Repeat until the STRONGMON is crowned at the death of their opponent.

As the curtains are drawn on this battle (yeah, press gets box seats at the tournament stadium!), the two trainers, Terrador and XVICaliber, eagerly throw out their Pokemon of choice in what promises to be a fast-paced and exciting 1v1 match. Shortly after the Pokemon materialize, however, the battle gets interesting right off the bat, as the small Nidorino, Agamemnon, is shrouded in a white light before evolving into a massive-by-comparison Nidoking! Agamemnon and Ouroboros stare each other down. This would be a new test of strength for these creatures, each of which having their grand premier as fully-evolved Pokemon at this very moment! Agamemnon throws the first punch, and by punch, I mean a frosty white Ice Beam, chilling the shining steel plating on the metal snake's body, but leaving no lasting impression on the titan other than a reasonable amount of damage. In retaliation, Ouroboros lurched back slightly, before charging the Nidoking with an Ice Fang! As the massive snake bit down on his foe, large crystals of ice formed about the Steelix's jaw, and when he released Agamemnon from his cold grasp, the structural integrity of the ice held, partially freezing Agamemnon in a massive frozen jaw, clamped around his torso!

With confidence that the icy prison would restrict his opponent's movement quite severely, Ouroboros began slapping his tail violently against the ground, causing a sizable Earthquake to ripple across the battlefield. The shaking left Agamemnon reeling in pain, though by the looks of things, all of the shaking loosened the frozen dental mold from his body, allowing him to, with a small amount of effort, shatter the structure. Unfortunately for Agamemnon, the time and energy spent breaking the ice left it no room to formally Counter Ouroboros's strike!

In a repeat of the first action of the turn, Agamemnon readied a second Ice Beam, hoping to freeze the Steelix back in return for last action's headaches! While the beam struck its mark and seemed to cause Ouroboros some discomfort, the snake's sturdy steel plating absorbed a good deal of the shock and dissipated the lingering ice crystals in an expert fashion. Using that same drop in temperature, Ouroboros set his sights once again on delivering a powerful Ice Fang, injuring his opponent further before the end of the first round of combat!

How does that partial freeze stop a Counter? Counter, and I quote, erects a brownish-red aura, then absorbs and releases back the energy. In no way does any particular part of the body have to be functioning.

I'll give orders pending IceBug's opinion on the matter.
 
After consulting with several people on the IRC, the ruling will stand. Just so you know my thought process, Terrador:

A: If rolling for a partial freeze can't stop a simple counter-attack, what was the point of rolling for it at all.
B: Steelix, and in particular, its mouth, is very large, so from a flavor perspective, I think a trapping amount of ice yield from the bite is acceptable.

Clearly, the first point is more important to me than the latter: having a freezing action that doesn't really stop your opponent seems a bit trivial.

Recollecting the pain of last round's Earthquake, Agamemnon quickly led with a Disabling pulse, which struck Ouroboros squarely in the memory and deleted his ability to use his ground-shaking tactics to leverage the battle. With his most powerful attack neutralized, Ouroboros instead opted for the punishing Ice Fang that served him so well in the last round! Crunching down on Nidoking, a freezing wave of energy surged throughout the massive snake's jaw, but alas he was only able to manage a damaging chill, as the ice just wouldn't adhere to Agamemnon's body.

Returning the drop in temperature, Agamemnon opened it's mouth and loosed a powerful Ice Beam! Agamemnon must have really channeled the cold from taking the frosty bite from last round, because the beam struck critically despite not hindering Ouroboros with residual ice build-up. The roar that followed from Ouroboros could have been mistaken as a cry of pain, but the reaction of Agamemnon to the noise indicated to the trained eye that the roar was actually a Screech, meant to drop the guard of its target!

Despite the grating noise still echoing in his skull, Agamemnon wasn't about to yield any more of a defensive advantage to his opponent, and established a Reflecting barrier between himself and Ouroboros. The effect was evident immediately; when Ouroboros went to make another pass with an Ice Fang attack, the barrier significantly reduced the amount of pressure the snake could produce, and drastically weakened the potency of the bite. However, even with the weakened attack strength of Ouroboros, the sheer number of attacks was wearing down on Agamemnon's endurance, while his opponent maintains a reasonably healthy amount of...health. Will Agamemnon be able to turn things around?

Seeing the battle drifting away, Agamemnon launched into a dangerous plan. The Nidoking braced himself behind his barrier, waiting for his opponent's move. When Ouroboros jumped skyward with the intent of crashing down on his opponent with a Heavy Slam, Agamemnon stood resolute, and took the massive hit with courage. Just then, he glowed with a powerful aura, and in an instant he lifted the huge snake off of his back and swung the creature about, throwing him to the ground with a giant crash. The Counter clearly left its mark, as Ouroboros roared in pain before gathering himself for the next round.

The amazing counter-attack of last round wasn't without consequence, though. Agamemnon was running out of energy, and decided to chill so it could hope continue on in the fight. With his opponent taking a break, Ouroboros wasted no time chewing on his opponent with another chilly Ice Fang. Agamemnon, upon his release from the giant's mouth, began preparations for another high-risk counter. Ouroboros leaped into the air, and came crashing down...

...and when the dust settled, it appeared the Heavy Slam was too much weight for Agamemnon to bear, leaving victory for XVICaliber and Ouroboros!
