Suggestion for Evasion Clause change

I just thought of this to possibly resolve the issue of Garchomp with Sand Veil being banned from OU. I say that the clause needs to be edited to the way it was with Drizzle and Swift Swim - Instead of banning Swift Swim or Drizzle, just make them illegal on the same team. This policy would work very very well with Sand Veil and Sand Stream, also Snow Cloak and Snow Warning. Anyone else agree?

This option was brought up when we approached the issue of the ban of Sand Veil. We decided that evasion based abilities were uncompetitive and hence decided for a blank ban on them.
