Why not Max Defense?

The speed EV's are used for out-speeding Choice-Banded Victini after -1 (Using V-Create). Too lazy to run calcs to whether it's Jolly or Adamant, I'm assuming Jolly.

I don't think you understand-- it's meant to roar out opposing set up sweepers. Rest is just to be a psuedo-wall. It's supposed to be paired up with a cleric. Enough EV's to out-pace Non-scarfed Victini after 1 V-Create use; rest of the EV's are dumped into Defense to provide bulk since CM provides special bulk and special attack.
