Below is listed different speeds that LC Pokemon can reach. I've limited it to Pokemon and sets that are somewhat viable and scenarios that are realistic. Post if you think something is missing and should be added or if something isn't necessary and should be removed. Posts about sets that the new Pokemon might run are especially helpful!

Perhaps 196+ EV Rufflet (Choice Scarf) could be put in the 24 speed tier? It's probably just as good a Scarfer as Doduo, if not better given its greater power and access to U-Turn.

You forgot Sandshrew-Alola +196 EVs (Slush Rush), which it reaches 28 Speed tier, also being a good option to outspeed common scarf Pokémon such as Doduo and Gastly.

little thing i noticed--you're missing weak armor vulla. +2 speed, and v good rn. probably should be in just 30. not sure what others run though.
 
You forgot Sandshrew-Alola +196 EVs (Slush Rush), which it reaches 28 Speed tier, also being a good option to outspeed common scarf Pokémon such as Doduo and Gastly.
Most people I've talked to don't think it's worth running Jolly, but I'm open to add this if more people think it's good.

Speaking as a lover of Choice Scarf, you should never seriously run this set. If you're doubling Speed already there is no need to Choice-lock yourself.

However, I do support adding Jolly Slushrew, as it really does guarantee you beat Doduo no matter what in Hail, which is pretty significant; it also allows you to get the jump on Weak Armor Omanyte, which has the potential to be significant due to Omanyte's Ice resist and Steel neutrality. From some playtesting I haven't noticed a significant difference in the effectiveness of either set, so adding Jolly would not be a bad idea.

I think Mudbray 236 EVs (Choice scarf) is worth adding in the 21 speed tier, it is bulky and have a beautiful coverage and damn, 100bs atk.

You should prob add +1 Weak Armor Vullaby to the 21 Speed tier.
I don't think Rock Tomb / Low Sweep are prominent enough to include this and I can't think of any other viable reason Vullaby would be at only +1

Idk mudbray carries it a lot from what I've seen, but at least add +2 14 Speed Vull to 28.

When you guys gonna remove Gothita from this list now that it's been banned?

Also if you're gonna add Bounsweet you might as well add Fomantis. 236 EVs & add it to 13 speed tier.

Lastly, add 252+ EVs Crabrawler to the 17 speed tier because Crabrawler should run max speed.

Removed Gothita and deleted mentions of some SM Pokemon that were there initially because we didn't know how good they are, but now we know they're not really viable, including Bounsweet and Crabrawler. If anyone wants to make a case to add some back, I'm open ears. I also added Bulbasaur to 22 for its Z-Celebrate set.
