Welcome to SylveMons! This pet mod is about adding to Pokemon with things that are crucial to the OU metagame- abilities, moves and items. This pet mod also allows for older items, abilities and moves to be changed in order to fit in OU.
The Council:
For now, this pet mod will be managed by myself and Ludicrousity, although this is subject to change. We will start/end phases, add new rules and the like.

Rules:
SylveMons revolves on a four-phase system. The Submission phase allows you to submit additions to the OU metagame. There are are three categories: Abilities, Moves and Items. The templates will be below. You may submit up to 2 additions per category. Please also put all of your submissions into one post. The Voting phase lets people vote on which additions should be added to the metagame! You may vote for 6 additions per category. There will be at least two winners in each category. The Distribution Discussion is for discussing what should get access to the winning moves and abilities. When this phase ends, the council will determine what should get access to the winning abilities and moves. After that, the Set Discussion is about posting sets of the Pokemon who benefit from that round's winners.

We will generally try to keep the length of each phase to the following guideline (subject to change):

Existing Move?: No
Category: Physical
Type: Flying
PP: 24 Max
Effect: 90 BP, 10% Chance to lower the opponent's Defense by 1.
Misc.: Contact
Z-Move: Supersonic Skystrike - 160 BP
Niche: A strong, recoil-less, physical Flying-type move that give Pokemon unable to learn Brave Bird a good STAB option, and even as coverage, Flying is a pretty decent offensive typing, hitting Pokemon like Tangrowth and Mega Medicham.
Potential Pokemon With This Move: Unfezant, Fearow, Staraptor, Talonflame, Gyarados, Thundurus(-T), Tornadus(-T), Skarmory, Dragonite, Salamence, Gliscor, Hawlucha, Aerodactyl, Crobat, Toucannon, Arcehops, Jumpluff, etc. (Flying-types, especially those with limbs, in general)

Effect: For 5 turns, the opponent's held items have no effect unless it is a Mega Stone or Z-Crystal. Under Magic Room, Judgement's type is always Normal.
Misc.: N/A
Z-Move: Raises the user's Special Attack by 2 stages
Niche: Removing the ability to use items can be huge in the right situations, like shutting down Choice Scarf users, eliminating Focus Sashes, and preventing the use of helpful berries. Also, the Z-Move is a Nasty Plot on top of this and can work well in combination with negating Sashes if hazards aren't up.

Effect: If Meloetta holds this item, it will enter the battle in it's Pirouette form and boosts the power of Fighting-type moves by 1.2x. If anything else holds this item, no effect

Fling BP: 40, confuses the opponent
Niche: Allows Meloette-Pirouette to actually be used by itself, and with an amazing Speed Tier, unresisted combination of it's STABs + Knock Off, pivoting ability in U-Turn, priority in Quick Attack, and an overall good movepool, Meloetta-Pirouette can be a great Pokemon in OU.

Name: Blue Herb

Effect: When held, if this Pokemon has it's stats lowered, all of it's stat changes will immediately be inverted.

Niche: A one time Contrary that can benefit Pokemon that like to use moves like Leaf Storm or Draco Meteor or help to counter Sticky Web or Defog. Unburden users, particularly Hawlucha (with Superpower) and regular Sceptile (with Leaf Storm) greatly boost in viability thanks to being able to boost their power and speed at the same time. However, keep in mind that ALL stat changes are inverted as if Topsy-Turvy was used, so don't try setting up with something like Dragon Dance before use.


Name: Adrenaline Orb
Existing Item?: Yes
Effect: Raises the Pokemon's higher stat of Attack or Special Attack upon switch-in. Single use.
Removable via Knock Off?: Yes
Ignored by Klutz?: Yes
Fling BP: 30
Niche: Basically a one time Download that allows Pokemon with Unburden to immediately become fast AND strong and can allow certain Pokemon do sweep late game if they're never forced to switch, like Beast Boost Pokemon.
Name: Flower Veil
Existing Ability?: Yes
Effect: This Pokemon cannot have their stats lowered or be inflicted with a status by the opposing Pokemon.
Niche: A slight change that allows Flower Veil to actually be useful, preventing being worn down by Toxic or crippled by burns and prevent Intimidate or random stat drops like Moonblast from messing up your day.
Potential Pokemon With This Ability: Flabebe line and Comfey + Chikorita line, Sunkern line, Budew line, Cherrim line, Leafeon, Petill line, Fomantis line

Name: Magic Healing
Existing Ability?: No
Effect: This Pokemon heals 6% of their HP every turn.
Niche: Gives Pokemon, especially those without reliable recovery, an omnipresent way of recovering HP, which greatly benefits a certain Pokemon with this ability to go from worthless to usable. You'll know the one.
Potential Pokemon With This Ability: MEGA AUDINO, Misdreavus line, Fennekin line, Hoopa (both forms), Baltoy line

Effect: Supresses the holder's ability.

Niche: This gives Pokemon with abilities that aren't preferred that can hinder them (Golisopod, Archeops, Regigigas, Slaking, etc.) a chance to shine in the metagame. It also can be a nice item to troll the opponents with when using Trick or Switcheroo on things like Latios. I don't think it would be broken on things like Regigigas as they would still like power-boosting moves and still doesn't have the most amazing stats.

Effect: Removes hazards upon switch-in.
Niche: Hazard control is a major issue in OU with very few reliable removers of them. This ability finally provides an answer for them.

Z-Move: All-Out Pummeling - 190 BP
Niche: Gives some mons valuable Fighting-type coverage/STAB that doesn't lower stats such as Tapu Bulu.
Potential Pokemon With This Move: Tapu Bulu, Tauros, Bouffalant, Bewear, Aggron, anything with Reckless

Name: Starting Blow

Effect: 110 Bp, only works first turn out (ala fake out).
Misc: Contact
Z-Move: 160 bp
Niche: Gives some mons a nice turn one nuke. normal is a pretty meh typing offensively and being able to fire off a guaranteed strong attack turn one can't be all bad.
Potential Pokemon With This Move: normal types and fast physical attackers should be considered such as gumshoos and primeape, (something like glalie or pinsir for refrigerate- aerilate fun could also be cool).

Name: Mind Trick
Existing Ability?: No
Effect: Stat changes are received by the opposing pokemon and vice versa
Niche: An interesting ability that can give more incentive to switching/ making moves that drops your own stats less terrible.
Potential Pokemon With This Ability: Pokemon associated with hypnotic powers are a good place to start. Malamar, Chandelure, and Hypno are all interesting candidates.

Name: Wind Rider
Existing Ability?: No
Effect: Flying type immunity
Niche: Gives better switch ins to often times difficult to counter flying type moves.
Potential Pokemon With This Ability: Pokemon that control or ride the wind. Mantine, Jumpluff, Rotom Fan, Whimsicott, and Tornadus.

Effect: 250 bp, the user faints upon using

Potential Pokemon With This Move: Basically any pokemon that has a flower (or is a flower) is a candidate. Sunflora, Roserade, Lilligant, Cherrim, etc.

Hoo boy, I've had a lot of ideas from a fangame I'm making. Here's a few of them:

Effect: Doubles the holder's physical Defense, but prevents it from using Status Moves.

Niche: Basically a physical version of the Assault Vest, this should help bulky offensive Pokemon become even bulkier (ex. Alolan Muk) or help Pokemon with decent Special bulk but abysmal Physical bulk a lot more bulky (ex. Nihilego, Goodra).

Niche: By giving physical attackers their own version of Hidden Power, they finally get a much needed boost to their coverage. This lets physical attackers with narrow movepools such as Kartana a little more wiggle room for checking threats,
Potential Pokemon With This Move: Every Pokemon that can learn TMs.

Niche: A powerful and reliable physical Electric move - effectively an Electric counterpart to Earthquake.
Potential Pokemon With This Move: Pretty much any Electric type that wants Physical moves (Luxray, Pikachu, Electivire, Eelektross, and Zebstrika among maybe others), as well as any sound move specialists (and by that I mean Exploud, Noivern, Wigglytuff, and Chatot lol)

Effect: Extends Trick Room, Magic Room and Wonder Room from 5 to 8 turns

Effect: Activates the holder's ability if it's conditional - Lightning Rod and Water Compaction will boost stats on switch-in, Gale Wings works at any level of HP, Minior starts off in Meteor form, Sand Rush works regardless of weather, etc. Forecast does not work, due to... reasons.

Name: Spore Bomb
Existing Item?: N
Effect: Upon fainting, put all adjacent Pokemon to sleep for 1 turn, unless they are immune to powder effects. When used with Fling, it is a 40-BP move that puts the victim to sleep for 1-3 turns.

Niche: This is a good item for suicide leads which don't necessarily need a focus sash, allowing them to cripple an extra pokemon once their job is done. It also has huge merit with Fling, becoming a 100% accurate one-time use sleeping move that even deals chip damage. This can be used by many Pokemon: Greninja can use it to cripple a check and set up spikes or just go to town with its attacks, Alakazam can combine it with Recycle for a 2-move Spore, and things like Azelf or Dragonite can use it to set up more safely.

Name: Balloon Inflation Device

Effect: If the holder is a Normal/Fairy type with less than 271 BST, triple its Defense and Special Defense. This inflation device is covered in sticky industrial glue as it was made shoddily, so it sticks to its user and can't be knocked

This looks cool! These are my first ideas, all of which I think would add well to the OU metagame.
Name: Neutralise
Existing Ability?: N
Effect: All moves used by or targeted at this Pokémon ignore type effectiveness. (Always hit for neutral damage)
Niche: Very similar in a way to Tinted Lens, but doesn't allow for you to deal super-effective damage. It does, however, ignore immunities and give your Pokémon no weaknesses outside of Mold Breaker Pokémon. It also means that Pokémon with this ability don't need to run coverage, making mono-attacking sets viable.
Potential Pokémon with this ability: Delcatty

Name: Ethereal Fist
Existing Ability?: N
Effect: Punch Moves become Special and gain 1.2x damage.
Niche: Gives Pokémon with this ability a much wider movepool.

Niche: Won't be a common pick, but it guarantees anything with > 66% accuracy will always hit. Could be funny to see Inferno and Zap Cannon getting usage.

Effect: Upon switch in, if facing a Pokémon that had Super Effective Moves or had the Ability Huge Power, Pure Power, Adaptability, Speed Boost, Beast Boost, Shadow Tag, Water Bubble, Parental Bond, Multiscale, Weather or Terrain summoning Ability such as Drizzle, or similar custom abilities, this Pokémon will suppress the opponent's Ability and boost all of the user's non-HP stats by one stage.
Niche: While the Ability itself sound obscene on paper, this is reserved for the weaker Pokémon, and that weak potential Pokémon would not have any stats higher than 100, with few exceptions. This way, it allows pathetic Pokémon with decent Attack or Special Attack to stand up against stronger threats such as Mega Charizard X and Y, Huge Power Azumarill, Scolipede, Crawdaunt, Pelipper, and the four Tapus.
Potential Pokemon With This Ability: Preferably Pokémon lines with the fully evolved Pokémon's BST being lower than 500. Wigglytuff, Vespiquen, Kanto Marowak, Sunflora, Mothim, Liepard, Arbok and Audino are examples.

Name: Damp
Existing Ability?: Y
Effect: Prevent Explosion and Self-Destruct to be used; the user takes half damage from Fure and Fairy moves.
Niche: Gives Pokémon with Damp a chance to pivot into Fire-type and Fairy-type moves without too much danger.
Potential Pokemon With This Ability: Any Pokémon that had Damp already.

Name: Aqua Tail.
Existing Move?: Y
Category: Physical
Type: Water
PP: 10 (Max. 16)
Effect: 120BP, 85% Accuracy.

Niche: Allows a strong physical Water-type STAB for Physical sweepers. Bibarel, Swampert, Feraligatr, Gyrarados, Carracosta, Floatzel, Azumarill and (in Uber) Primal Kyogre would be benefited by this.

Existing Item?: N
Effect: If the Pokémon's BST is lower than 500 and had Base Defense or Special Defense is 65 or lower, the current Defense or Special Defense is boosted by 66%, respectively. If both are lower, both are equally boosted.
Removable via Knock Off?: Y
Ignored by Klutz?: Y
Fling Effect: 90 BP
Niche: Although counterable by Knock Off like Eviolite, and a more focused Physical Defense orientation for Chansey, it makes Pokémon with wimpy defense into very bulky threats. Hariyama, Wigglytuff, Drifblim and Wailord would stand out does to their high HP. Just remember that it is a held item that can be knocked off, means that the holder cannot use Leftover or Life Orb.

Name: Spelon Berry
Existing Item?: Y
Effect: If the holder had its stat decreased by the foe(s), the user's highest stat will be increased by 3 stages. Cannot activate if the user's highest stat is already increased, and Defiant, Competitive and other variants take priority. One-use.
Removable via Knock Off?: Y
Ignored by Klutz?: Y
Fling Effect: 10 BP
Niche: You can exploit this against Landorus-T and other Intimidate users, as well as Defoggers and Sticky Webbers. You can use it on a Pokémon that cannot have its stat by itself, or to punish the above users.

Niche: An effective way to shut down Pokémon that exploits their summoning Ability, as well allowing Water-type Pokémon to defiantly taking on weather abusers. Swampert should not be put on a Rain team with this Ability if it wanted to Mega Evolve, but will shine does to being able to take on Mega Charizard Y without worrying about Solar Beam, for instance.
Potential Pokemon With This Ability: Any Pokémon that had Damp already.

Name: Aqua Tail.

Type: Water
PP: 10 (Max. 16)
Effect: 120BP, 90% Accuracy. Had a 20% chance to lower the target's Speed by 1 stage.

Niche: Allows a strong physical Water-type STAB for Physical sweepers. Bibarel, Swampert, Feraligatr, Gyrarados, Carracosta, Floatzel, Azumarill and (in Uber) Primal Kyogre would be benefited by this.

Okay, fine. I would make Damp to make the user just a Thick Fat variant; reduce Fire-type and Fairy-type damage. I will remove the Speed reducing effect of Aqua Tail and make Iceberg Crash's BP reduced to make it as powerful as Double-Edge. Would it do it?

i mean aqua tail's accuracy should be 80 to put it in line with things like Gunk Shot but yeah that's good ty

Niche - While not the strongest of moves, Shock Slam allows for some nice physical sets on electric types that need a better move than Wild Charge or Spark Thunder Punch. Maybe slightly OTT on Koko, but at least it doesn't get a good physical fairy STAB.

I feel as though shock slam entirely removes any point in using Wild Charge, which isn't ideal.
