Um, no. Two 50% boosts chained together is a 2.25% overall boost. 60+50% of 60 (30)=90+50% of 90 (45)=135. That's very high for sure, but it's not actually spammable Hyper Beam -more like spammable Overheat, but not quite.

Then there's STAB, but that's a whole other issue.
 
  • Pokémon with an –ate ability are banned from using moves with more than 63 BP, to keep the power semi-universal.
  • Heracronite is banned, because of the absurd power it would acquire.
Just popping in to say that the base power limit for Pokémon with -ate abilities should be 69 base power, not 63. Here's why:

63 * 1.3 (-ate boost) = 81.9. Less than the normal base power limit of 90.

69* 1.3 (-ate boost) = 89.7. The closest possible to the normal base power limit of 90 without going over. If you don't care about going over very slightly, you could change the limit to 70 base power, which results in a base power of 91 after the boost.

Also, are we gonna just replace Mega Heracross's ability with Swarm so it can be unbanned, like FTR!'s thread was in the process of suggesting?
 
Also as I already mentioned theres no reason to ban -ate since its just an offensive boosting ability. tough claws is in general a higher boost for more moves and if you're banning offensive abilities you have to ban defensive ones too for consistency.

Good idea. Actually, -ate is fully usable with legal moves now.

Nope. Mega Gardevoir has pretty much 0 reason to run HP Fighting when she can run HP Ground. Hits Heatran 4x SE, and she gets TBolt for pesky Fire/Flying, Fire/Poison, and Skarmory. Fairy and Fighting is largely redundant with the exception of Steel-types, pretty much all of which are hit SE by either HP Ground or Thunderbolt. And the things that aren't (Levitate Bronzong) are hit neutrally by HP Fighting anyway. Pixilate STAB/TBolt/HP Ground is both perfect neutral coverage (unlike her standard OU moveset) and has far superior SE coverage.
 
So, HP Ground/TBolt/Psyshock/Draining Kiss?
I honestly wouldn't bother with Psyshock unless you're really worried about pink blobs. And Pixilate Round is stronger than Draining Kiss, though Draining Kiss does have its merits. I'd do something like HP Ground/TBolt/Round/Filler, where the Filler slot could be something like Taunt, Calm Mind, or Draining Kiss. Screw Psychic STAB.

Edit: If you want to actually succeed in killing pink blobs as well, you can run Draining Kiss instead of Round and then use Calm Mind in your filler slot. At this point, Mega Gardevoir's only real niche over Sylveon is access to Thunderbolt and higher base Special Attack. Still, after a single Calm Mind a Modest Mega Gardevoir's Draining Kiss heals about the same amount of HP as Seismic Toss does damage. This means you can spam Draining Kiss until Chansey is forced to heal, then Calm Mind again as it does so and escalate from there.
