Next slate time!

Slate #6:
To start off, we have the cloud bird that's a Dragon somehow, suggested by Reviloja753, it's ALTARIA:

Next, we have the other half of the Hoenn fossil Pokemon and the bane of my existence in Gen 4 PU (this and Poliwrath), suggested by Gravity Monkey, ARMALDO:

Lastly, we have one of my favorite Pokemon and my favorite Mega Evolution, suggested by Origin0, it's GALLADE:

(no abilities or moves from Gardevoir allowed, we did it last slate)

Deadline: Thursday, January 4th, 2018

In other news, since she expressed interest, Reviloja753 is now a part of the council!

Move Name: Dragon Mist
Appearance In The TCG: Altaria ex, EX Emerald 90
Base Power: 80
Power Points: 15 (max 24)
Accuracy: 100
Elemental Type:

Damage Category:

Effect: Can hit Fairy-types and does double damage against Steel-types. Also ignores the target's ability.
Z-Effect: Devastating Drake, 160 BP
Target: Selected Target
Makes Contact: No
Special Properties: Ignores the target's ability and resistances.
Design Rationale: Dragon Mist is a great Dragon-type STAB that allows Altaria to hit Steel-types without having to rely on Fire- or Ground-type coverage.

Ability Name: Clear Humming
Appearance In The TCG: Altaria, XY Promos 46
Effect: This Pokemon's weaknesses are neutralized.
Ability Replaced: N/A
Design Rationale: Some of Altaria's Pokedex entries mention its beautiful humming and singing qualities, so this ability fits. Clear Humming makes negates all of its type weaknesses, so it takes less damage from Stealth Rock and no longer has a 4x weakness to Ice-type moves, for example. Altaria doesn't have amazing bulk by itself, and this helps it live longer.

Move Name: Vortex Chop
Appearance In The TCG: Armaldo ex, EX Legend Maker 84
Base Power: 90
Power Points: 15 (max 24)
Accuracy: 100
Elemental Type:

Damage Category:

Effect: Does 50% more damage if the target resists the user's type(s).
Z-Effect: All-Out Pummeling, 175 BP
Target: Selected Target
Makes Contact: Yes
Special Properties: N/A
Design Rationale: Vortex Chop is a useful alternative Fighting-type attack that doesn't cause stat drops like Superpower, plus it does more damage if the target resists Bug or Rock (which includes a lot of Pokemon).

Ability Name: Solid Shell
Appearance In The TCG: Anorith, EX Power Keepers 26
Effect: This Pokemon takes 15% less damage from all direct attacks.
Ability Replaced: N/A
Design Rationale: Armaldo has decent bulk already, and this ability increases its longevity a bit. Doesn't protect against passive damage and hazards though.

Move Name: Assault Sword
Appearance In The TCG: Gallade EX, XY Promos
Base Power: 85
Power Points: 15 (max 24)
Accuracy: 100
Elemental Type:

Damage Category:

Effect: Base Power and critical hit ratio double if the target has 50% or less of its max HP.
Z-Effect: Shattered Psyche, 160 BP
Target: Selected Target
Makes Contact: No
Special Properties: Has a high critical hit ratio
Design Rationale: The card states that it does more damage when the opposing Pokemon has "no energy attached," which sounds like a Pokemon with low HP. This move gives Gallade a slightly stronger and more accurate Psychic STAB than Zen Headbutt that doesn't make contact and can greatly pressure weakened opponents.

Ability Name: Blade Storm
Appearance In The TCG: Gallade Lv. X, Rising Rivals 106
Effect: Every turn Gallade is out, the opposing Pokemon takes indirect damage equal to 1/16th of its max HP before Gallade's turn. Blocked by Magic Guard.
Ability Replaced: N/A
Design Rationale: The card Poke Power normally does damage to all of the opponent's Pokemon, but that doesn't happen in the games, so I just made it damage the active Pokemon. This ability provides chip damage every turn Gallade is out, which is very useful for breaking Focus Sashes, Sturdy, and negating Leftovers/Black Sludge recovery.

Move Name: Fairy Friend
Appearance In The TCG: Generations (from Altaria)
Base Power: 70
Power Points: 10 (16 Max)
Accuracy: 100%
Elemental Type: Dragon
Damage Category: Physical
Effect: Does 2x damage if another Pokemon on your team is a Fairy Type.
Z-Effect: Devastating Drake, 140 BP
Target: Single Target
Makes Contact: No
Special Properties: -
Design Rationale: A way for Altaria to get benefitted from it's teammates. Also creates mindgames when facing another dragon, as the opponent would have to predict wether Altaria would switch, or use Fairy Friend

Ability Name: Feathery
Appearance In The TCG: EX Emerald (from Swablu)
Effect: Immune to all damage from Entry Hazards
Ability Replaced: N/A
Design Rationale: An amazing ability for a setup sweeper, Feathery allows for Altaria to come in for free, Mega Evolve and Dragon Dance up.

Move Name: Fossil Charge
Appearance In The TCG: EX Holon Phantoms (from Armaldo)
Base Power: 80
Power Points: 10 (16 Max)
Accuracy: 100%
Elemental Type: Rock
Damage Category: Physical
Effect: Does 20% More damage for each alive Fossil Pokemon on your team, does not count pokemon that uses it. (96, 115, 138, 165, 199)
Z-Effect: Continental Crush, 160 BP
Target: Single Target
Makes Contact: Yes
Special Properties: -
Design Rationale: Fossil Spam?

Ability Name: Restored Barrier
Appearance In The TCG: Steam Siege (from Anorith)
Effect: All Fossil Pokemon on the team have no weaknesses, as long as the pokemon with this ability is alive
Ability Replaced: N/A
Design Rationale: Fossil Spam.

Move Name: Teleportation Burst
Appearance In The TCG: EX Power Keepers (from Ralts)
Base Power: 70
Power Points: 20 (32 Max)
Accuracy: 100%
Elemental Type: Psychic
Damage Category: Physical
Effect: Switches the User Out
Z-Effect: Continental Crush, 140 BP
Target: Single Target
Makes Contact: No
Special Properties: -
Design Rationale: IM BRINGING THIS BACK

Ability Name: Premonition
Appearance In The TCG: BREAKthrough (from Gallade)
Effect: On switch-in, the first two moves of the opponent is revealed
Ability Replaced: N/A
Design Rationale: Gallade only has two abilities across it's entire evolution line lol.

Move Name: Cotton Cloud
Appearance In The TCG: Great Encounters 12
Base Power: 70
Power Points: 16
Accuracy: 100%
Elemental Type: Flying
Damage Category: Physical
Effect: Switches the user out. The replacement gains 25% of this Pokemon's maximum HP back (ala Wish) and gets +1 Defense. In no weather or sunlight, +1 priority. In all other weather, -1 priority.
Z-Effect: 140 power
Target: Single Target
Makes Contact: No
Special Properties: N/A
Design Rationale: So something I always wanted was a move that heals other members on the team without having to use two turns (looking at you, Wish). This does just that, while also giving the base form a decent niche. It works well on VoltTurn cores as a more defensive Pokemon on the team. It also gives some Pokemon with lacking Defense a boost, letting them do as they please. One such example is Energy Evolution Sylveon. Cotton Cloud paticularly has good synergy with Natural Cure, the go-to ability for defensive sets. Of course, it can work on the ability I'm about to show on more offensiv sets, seeing how it's a priority U-Turn in most cases. However, this move absolutely despises other weathers, especially Rain, since Ferrothorn is a common sight on those teams. In terms of flavor, I can see Altaria taking off a portion of its cloud feathers and putting it in the sky, with the newly formed cloud attacking the opponent. Overall, Cotton Cloud gives Altaria a really nice defensive niche while acting as a really good move on VoltTurn and more offensive sets.
Ability Name: Sonic Wing
Appearance In The TCG: Supreme Victors 49
Effect: Moves that take two turns to attack no longer do so.
Ability Replaced: N/A
Design Rationale: Altaria is based on a cloud. Some clouds move incredibly fast, as if it's a timelapse. Using Pokemon logic of stretching it to the Nth degree, we can hypothetically see some Altaria occasionally moving so fast, that they break the sound barrier. As such, this ability. Not a lot of Altaria would have this ability (I can see most Altaria in the wild having Natural Cure), which is why it has only 80 speed. In terms of competitive use, two moves come to mind- Sky Attack and Solar Beam. Having a spammable 140 power move BEFORE STAB makes up for a lackluster 70 Attack stat if you run Dragon Dance. Solar Beam isn't as good due to not being STAB. but it still is really powerful coverage. Cotton Cloud goes well with this ability too, with a potential DD set of Sky Attack/Cotton Cloud/EQ/Dragon STAB. Sonic Wing also allows for a mixed pre-mega set of Sky Attack/Solar Beam/Earthquake/Fire Blast. All in all, Sonic Wing provides the base form with a sizable niche of spamming Sky Attack and Solar Beam, and along with Cotton Cloud, can make Altaria extremely powerful.

Move Name: Spiral Drain
Appearance In The TCG:EX Legend Maker 84
Base Power: 85
Power Points: 16
Accuracy: 90%
Elemental Type: Rock
Damage Category: Physical
Effect: Lowers the user's speed by one stage. This Pokemon recovers 50% of the damage dealt. Hazards are removed on this Pokemon's side of the field.
Z-Effect: 160 power.
Target: All adjacent Pokemon
Makes Contact: No
Special Properties: N/A
Design Rationale: Armaldo doesn't have any recovery moves that are any good. I decided to give it something akin to a combination of Drain Punch and Rapid Spin. With that level of role compression in a single move, it can run other moves in its movepool, such as Curse, Swords Dance and Stealth Rock. Overall, Spiral Drain gives it a lot more unpredictability in its sets.
Ability Name: Dual Armor
Appearance In The TCG: EX Legend Maker 84
Effect: If this Pokemon is holding an item, its secondary type and Normal-type moves become Grass-type.
Ability Replaced: N/A
Design Rationale: Rock/Bug is not a good defensive typing, especially seeing how it's weak to Stealth Rock. This ability seeks to fix its typing to a much better one, both offensively and defensively. It also makes Normal-type moves Grass to give it an actual STAB move. These two things combine to make Armaldo a great hazard remover, especially with the move. As for flavor, I can see Dual Armor Armaldo having moss growing on them and such. Also, it makes it closer to its partner in crime, Cradily.

Move Name: Assault Sword
Appearance In The TCG: XY Promo 45
Base Power: 80
Power Points: 16
Accuracy: 90%
Elemental Type: Fighting
Damage Category: Physical
Effect: 50% chance to raise the user's Special Defense by one stage. If the foe is not holding an item, this chance is now 100%. +1 Priority.
Z-Effect: 160 power.
Target: Single Target
Makes Contact: Yes
Special Properties: N/A
Design Rationale: My goal is to make the base a bulky Pokemon, since the mega is fast. However, the only way to do so is with an Assault Vest (you'll see why soon). As such, it can't use a setup move. This is my solution. It also has priority to make up for the horrible speed. Finally, it pairs well with Knock Off, due to the proc chance being 100%. Even without the ability, it still lets Gallade run an Assault Vest set (though not as well). The only major downside is that accuracy, but hey, without that accuracy, it'd be broken. =]
Ability Name: Mind Bend
Appearance In The TCG: Legendary Treasures 60 (Kirlia)
Effect: On switchin, this Pokemon's raw Defense and Special Defense stats are swapped, and this Pokemon's Special Defense gets raised by one stage.
Ability Replaced: N/A
Design Rationale: Gallade doesn't have a Psychic themed ability. This fixes that. Also, it likely bends its arms to use them at swords; they have the appearance of leeks, not blades. On a more serious note, this lets it run an Assault Vest set with ease while maintaining an okay Defense stat. Boasting great special bulk and attack, Gallade with an Assault Vest can be amazing, even without Assault Sword. It could quite easily run Drain Punch instead of it, meaning it doesn't rely on the move to be a good ability. All in all, Mind Bend gives the regular Gallade a place in OU as a bulky AV Pokemon, a stark contrast to its mega form.

Move Name: Supersonic Claws
Appearance In The TCG: EX Sandstorm
Base Power: 90
Power Points: 10
Accuracy: 100
Elemental Type: Rock
Damage Category: Physical
Effect: Supereffective against Steel types
Z-Effect: 175 BP, Rock type
Target: Any adjacent Pokemon
Makes Contact: Yes
Special Properties: None
Design Rationale: Armaldo is a spiky boi so a claw move is fitting. Especially one that helps Armaldo hit Steel types without using EQ (which really only helps vs Heatran). The TCG effect is that it ignores resistances, which I modified slightly to a more useful effect. This move frees up other moveslots for utility moves such as Rapid Spin, Rocks, Knock Off, etc.
Ability Name: Primal Veil
Appearance In The TCG: EX Sandstorm
Effect: The opponent cannot select status moves while Armaldo is on the field
Design Rationale: The TCG ability prevents the opponent from using Support Cards, which seems to translate over to status here in the main games. This ability is sufficiently powerful to give Armaldo a niche, but wont reflect back status or prevent opponents from using status moves as Armaldo switches in.

You can't replace Armaldo's abilities because it has less than three.

Move Name: Mach Claw
Appearance In The TCG: Power Keepers #3
Base Power: 60
Power Points: 5 PP (Max 8)
Accuracy: 90
Elemental Type: 60 Bug
Damage Category: Physical
Effect: +3 Priority. Inflict double power against pokemon that resists bug type.
Z-Effect: 120 BP
Target: Opponent
Makes Contact: Yes
Special Properties: N/A
Design Rationale: Okay. So, I know that the card doesn't talk about priority at all, but , I mean, there is "Mach" in the name, which is in Mach Punch, which has a priority... And Armaldo really needs a priority move. With his really really bad speed, there is no way he could try to sweep without a priority. This good move will sure increase Armaldo's viability in an OU environment.
Ability Name: Restored Barrier
Appearance In The TCG: Steam Siege #56 (Anorith)
Effect: Super-effective moves used against this pokemon see their power divided by two.
Ability Replaced: N/A
Design Rationale: Restored pokemon have no weakness. Well, Armaldo is a restored pokemon, so say good-bye to weaknesses. This new ability could help Armaldo to work better as a bulky sweeper and give him more time to set-up himself.

Ability Name: Fight Song
Appearance In The TCG: Promo BW48
Effect: Every dragon moves used by the user deals 1.2x damage.
Ability Replaced: N/A
Design Rationale: WIP

Hello everyone! As a council member, I came up with the idea of adjusting the HOF numbers, as a lot of people were in the Prime rank. As such, here is the new HOF!

ALTARIA:
Move Name: Cleave
Appearance In The TCG: Legendary Treasures 92
Base Power: 60
Power Points: 10 (max 16)
Accuracy: 100
Elemental Type: Dragon
Damage Category: Physical
Effect: +1 Priority. Clears the target's stat boosts.
Z-Effect: 120 BP Devastating Drake
Target: 1 Adjacent
Makes Contact: Yes
Special Properties: None
Design Rationale: Cleave in the TCG has a chance to remove the target's energy. I decided to translate that to clearing boosts, and make it 100% because the effect's not as powerful. It's also priority, because that makes it better (tm)
