I'll go with Svalkenaeres's set. It looks like a nice and creative set that can cause some massive annoyance. I'll still give props to fran's set, but I'm not a big fan of RestTalkers that have both of their moves walled by a single common Poke. Svalkenaere's set does suffer from similar issues but he has tools to at least annoy its checks.

Bulky Attacker Koffing is a pretty interesting set who is able to lure a lot of mons in the current metagame. It's a good switch in for a lot of things, like fairies, fighting types, poisons, grass... Also the Eviolite allows him a really interesting bulk, but you can also play with a BJ. Sludge Wave is a powerful STAB, Fire Blast beats ferro and pawn mainly. Thunderbolt is a good coverage move. Also HP Grass is interesting in order to lure shell smashers like Omanyte. Will-O-Wisp cripples switch-ins, and Thief allows to steal a thing after being knocked off, who is really common with this mon.

This Koffing is purely for utility, spreading burns and preventing setup with clear smog, before ending it with a more effective version of Explosion. By putting it in the path of almost any sweeper that lacks priority or isn't sweeping you with Knock Off, Koffing can use endure and then get up a Destiny Bond the next turn to force them down. Koffing can also do this after coming in more than once throughout the match due to endure, however a knock off can be devastating. To make up for this, Thief can be run instead of Endure, as Endure is largely useless without Custap Berry. Fire Blast is slashed with Clear Smog as a way to deter Pawniard, who is 2HKOed by Fire Blast, from Knocking Off Koffing.

The EV spread is to help Koffing survive physical hits and burn back without having to sacrifice itself. When using Destiny Bond, remember that it remains active until you next move, which means that if you activate it with Custap it will remain active for your opponent's next two turns, unless they are slower.

This set brings status and makes Mienfoos cry. it always goes last so payback always hits hard, and pain split just recovers on switches. Explosion is jus kinda a yolo move that kills whatever out at the second.

The be-all, end-all of surprise mons, a Scarfed Koffing can put serious hurt into any player who would normally rely on outspeeding to 2HKO Koffing.

I dunno what really switches into Koffing for fear of Wisp other than Timburr, so I did a one vs. all thing. This is the list of mons that have a good chance (>50%) to avoid the 2HKO from some coverage move:

As you can see, Koffing's hitlist is pretty big and his shitlist is pretty small (ban Koffing switching into Koffing) so predict your coverage right and you'll nab yourself a KO without too much trouble!

Destiny Bond is on there in case a) you get Knocked Off b) you have to go up against something like CM Spritz or Curselax

Bulky Toxic Spikes Koffing is a really cool option to set up toxic spikes and then hit hard with Venoshock. Fire Blast provides good coverage, and Pain Split provides decent recovery because of Koffing's low HP. Venoshock Koffing walls fighters and is able to 2HKO even poisoned Timburr with Venoshock. Also speed creep to outspeed timburr always, and ties with standard Pancham. So yeah, it supports the team with residual damage, checks fairies and fighters, and hits for nice damage.

Scarf D-Bond is fun, and Koffing just isn't a mon you'd expect to be fast... the surprise value is definitely worthwhile there. I like the Toxic Spikes set as well!
