Tornadus in UU?

I played a UU ladder match against somebody today who had a Tornadus on his team. I checked the team builder later, and Tornadus is not categorized as UU, RU, or NU. Is this a bug?

The tiers themselves were updated yesterday. Tornadus, Meloetta, Mew, Virizion and Cofagrigus are all UU now, Stoutland is RU now, and Metang is NU now.

Oh, okay. How/when are tiers updated? Where can I read up about this kind of stuff? I'm new to Gen V, started playing again a few weeks ago.
