Just somewhere nice and wet and outside. Water covers the entire arena and is shallow enough to stand in, but deep enough to duck under. Seismic Activity is allowed, but Dig can only be used by Pokemon capable of surviving underwater, because that's where the ground is.

Ok this is going to be tricky... Kappa you're soeaking up a lot of damage it seems, start off with an evasive agility to avoid Thunder Wave (I don't think it can avoid Energy Ball as well but if so make it happen) while Poliwhirl sets up Rain Dance. Then Kappa, Bounce twice to avoid Abomasnows attacks while hitting it for decent damge. Poliwhirl, use Surf then duck under Razor Leaf and hit Rotom with Dive.

PS Seadra not having swift swim is uber gay seriously

OK guys, Surf x3 both of you. Just hit with everything you've got.
Horsea, if targeted by Giga Drain, use Evasive Agility.
Also, Abomasnow has +18 bst/+25 moves. Do I get two substitutions? Doubles rules are a bit dodgy... If so, also use Evasive Agility when you would be hit by both opponents.
Same substitutions for Poliwag, except instead of Evasive agility use Dive (Rotom).

As far as I know, the substitution rules work the same as singles battles, though i doubt you can make two substitutions on any pokemon that doesn't meet the normal requirements.

Ok, Dive should finish Rotom comfortably while avoiding Giga Drain, and then we can concentrate on 'Snow, we'll hit him with Body Slam and Doubleslap (he's in need of new moves methinks...).
If you're fully paralysed A1 (oh please no) then use Dive action 2, staying underwater until action 3 (hit rotom).
