Hi, im very new to this

How can you be certain that your pokémon are 31/31/31/31/31/31 IV when they are only lvl 1?
2:
What does this mean:
IVs: 31/11/31/31/31/30 HP Ice 70
3:Are you just very lucky to get that good shiny legendaries, or do you keep encountering e.g. suicune or regice until they're shiny.
And if they're shiny with bad IV's, do you leave them?

I would really appreciate to get these questions answered
1: There is a man in the games that tells you if an IV is flawless, and as 31 is flawless, he can tell you.
2: This is the IV spread of a pokemon, with its Hidden Power type and power written out.
3: There is something called RNG abuse where you can get shiny pokemon. if the IVs are bad, we leave them.
