Why not make this Boah? You know how I feel about your teams, so not much explanation is necessary, I don't think. Try different stuff until you're comfortable.

Skarmbliss would be a difficult combination to beat with this team. Switching CBTar into Boah would help with this. Also Raikou is not very compatible with sandstream not allowing to heal back the quarter health lost by Substitute. I guess you could use substitute sparingly or take it off completely for Crunch to hit Celebi. I would replace it for Magneton, however, taking out Skarmory easily. I'd seriously go Maggy for this team, and keep TTar a CBer. Maggy also provides little Hera coverage.

Moltres also hates the sandstream, and cannot afford to lose quarter health with Substitute. Sunny Day would eliminate sandstream and power its fire moves, so its viable over Substitute. Alternatively, if you really want to catch Salamence and Flygon with HP Ice, you could go Agility over Substitute. I'd just go with Sunny Day and HP Grass, though, since I think your team would rather dispatch water Pokemon that walls your sweepers. Salamence still doesn't take Sunny Day boosted Fire Blast or Toxic either.

I also prefer Counter on Donphan, because your team has problems with physically offensive pokemon, especially DDmence, CBNOrmal, CBFighting, and Curselax, and these are the pokemon that EQ / Rock Slide cannot take down quickly but with Counter it can. You might say that Roar is better for Curselax, but seriously, a non-Resting Donphan would just wear out. It's just an option, though. With Salamence's Intimidate, you might be able to pull through with Roar.

in general i dont really fear skarm with cbtar, skarm cant really switch into cbrs
