Not sure if it's base stats are confirmed yet or if it still remains controversial but I quickly bred a 4/6 iv one with max hp, max spatk, max spdef and max speed. (Couldn't be bothered doing def and attack)

I hate to be pedantic, but Vivillon's Speed is not 90, but 89, apparently. Also, I can confirm that it learns Rage Powder by breeding.

Scatterbug gets Poison Power and Stun Spore through breeding as listed on serebii. However, it does NOT get Sleep Powder or Powder through breeding.
