What if there was an item that swapped the user's ATK and SATK stat?

Who do you think would be it's best users? How would it affect the metagame?

Personally I think that Gyarados would be awesome with it. As it's special movepool is great, Tbolt, Ice Beam, Fire Blast, Hydro Pump, etc.
