This Jynx is a hardcore special attacker. You might want to hold off on Lovely Kiss for a bit, otherwise you might put something like Zapdos (a very common Sleep Talker) to sleep when you'd have been better off just attacking it. You'll find that while Psychic and Ice Beam is a very odd combination of attacks, they hit most things very hard. Substitute will block out any possible status effects and will partially shield Jynx from physical attacks (something that needs to be done, considering Jynx's horrible Defense). Be wary of Snorlax, Blissey, Starmie, and Slowbro, in addition to certain Sleep Talkers such as Raikou.
This is the Perish Trapping version of Jynx, and it can be almost unstoppable at times. Mean Look when they switch, and then Perish Song away. Protect keeps you from getting harmed. The last move is up to you. Ice Beam capitalizes off of Jynx's stellar Special Attack, and also receives STAB. This is ultra convenient because most common pseudo-hazers are Flying-types or Ground-types, both of which are punished by Ice Beam. There's also the controversial option of Lovely Kiss. It's added protection against something hitting Jynx during the three turns of Perish Song, but there's an ongoing debate about just how powerful a combination of a Sleep move and Perish Trapping is (although more recently it has been banned from Smogon tournaments). If you use Lovely Kiss, you could try out Dream Eater over Protect to help Jynx replenish some health. Watch out for fast things that can hit Jynx hard or fast Sleep Talkers—Zapdos, Raikou, and Charizard are examples.
This is somewhat of a splice of the first two sets, and while it isn't seen much it can catch a lot of things off guard and take them out in a hurry. The philosophy here is to Mean Look whatever switches in, and if you have an advantage, put it to sleep. Normally a special wall would wall this, but then you can flip the tables on them and use Nightmare, which takes away 25% of the victim's health as long as it is asleep. Nightmare in conjunction with Jynx's STAB Ice Beam will kill most things in 3 or so hits. This set is great to surprise things that would otherwise wall Jynx (things such as Blissey, Umbreon, Snorlax, and Tyranitar). This can be a very high-risk set, since there is no kind of protection for Jynx, who is very fragile, but the payoffs can be amazing. As with the other sets, be on the lookout for Sleep Talkers that Jynx can't kill with Ice Beam as well as Water-types that resist Ice Beam.
Other Options
Since Jynx is always female, and most things are male, Attract will certainly be an annoyance, and can help you fire off another attack to KO. The last two options are for Jynx's bad Defense. Physical attacks really nail Jynx hard, so an unexpected Counter will send the attacker packing. Reflect will bolster Jynx's defense (as well as the rest of the team) for 5 turns, again giving you a chance to attack again or put something to sleep.
Opinion
Jynx is a high-risk, high-reward type of Pokémon. The Special Attack stat is awesome, Jynx's types work together well as attacks, and she also has Lovely Kiss to boot in addition to having a realistic chance to take out her counters. Jynx also has enough Speed to be faster than most common things in standard GSC play. However, Jynx's biggest liability is her defenses. She simply cannot afford to take more than 1 hit, so be careful in bringing her in and leaving her in. As Kenny Rogers put it, "You gotta know when to hold 'em, and you gotta know when to fold 'em." Jynx is often overlooked in GSC, but don't sleep on (or with) her.
Counters
Snorlax puts Jynx out of commission. With an attack score of 308, Jynx might reconsider, especially since many Snorlax also have Sleep Talk, effectively nulling both sets. Blissey, while having better defenses, runs into trouble since it usually doesn't have Sleep Talk and Nightmare shaves off its HP. Raikou also neutralizes Jynx, since it also runs Sleep Talk and can use Crunch for a 2-3HKO.
Houndoom spells doom for Jynx, as it's typing is just what Jynx hates. Flamethrower will 2HKO and if you run the SleepTalker set, you have nothing (hopefully) to worry about. Tyranitar, while slower, can OHKO Jynx with STAB Rock Slides, or go for a 2-3HKO with Crunch. Umbreon might have problems, as it lacks power needed to KO Jynx and Jynx can Nightmare it away if it uses Rest, but it's high defenses allow for Toxi-stalling.
Jynx can't Boltbeam (unless for some odd reason it's using Hidden Power Electric), and as such, Starmie and Slowbro can resist Psychic and Ice Beam and throw STAB Surfs at it (Slowbro can try physical moves too).
