Yet another Sleep Talker, and it works well. Hit everything you can with Double-Edge, and if it resists Double-Edge, Earthquake it. Rest off recoil and switch-in damage, and Sleep Talk again.
Other Options
Body Slam is nice for the STAB attack, you could make a Cursing Sleep Talker (but I'd personally leave that to Ursaring / Kangaskhan), or I guess there's Fire Blast for Skarmory, though with a 178 Special Attack, it's not going to do too much.
Opinion
Good Normal-type, great for fast hit-and-runs. It's a good counter for Tentacruel with its Defense and Speed, which no one seems to know, and outspeeds all of the 298 standards (Zapdos, Charizard, Celebi). It's definitely one of the least versatile Pokémon out there, but it does its one job well enough. It works best at the end of a match when everything is at about 50% or so so it can just clean up with that high Speed.
Counters
The basic physical walls of Forretress and Skarmory take little from whatever Tauros tries to do (with the exception of the rare Fire Blast). Aerodactyl, Scizor, and Umbreon are also sturdy Pokémon to consider. Steelix, Rhydon, and Omastar have reasonable Defense with which to take Earthquake, so they also work to some extent.
