Paralyze a Pokémon, and try to predict a Focus Punch to the switch to Blissey or Snorlax. Reflect or Light Screen helps with defense if you predict they will switch in a Ground Pokémon... but if you don't like that, stick with a Hidden Power to hurt Ground-types. Hidden Power Grass hits Swampert in OU and Quagsire in UU (and the rare Whiscash), while Hidden Power Ice hits Grass-types and things like Salamence and Dragonite in OU, and Altaria in UU.

This is the set to use if you are insecure about your prediction skills. Substitute on switches, and Focus Punch your favorite special wall away. With a -Speed nature, you can Substitute after Blissey Seismic Tosses and Focus Punch it. Substitute can also be used with Thunder Wave to scout for full paralysis. This set is somewhat more reliable in OU because Ampharos is a safe switch-in against Gengar and is also a very decent Raikou counter.

Other Options

Counter works great with his defenses and HP, watch out Snorlax! Fire Punch works for Steelix, who is a common Ampharos counter in BL-allowed UU matches, as well as a little more damage on Metagross and Grassers, and of course Magneton if you don't want to Focus Punch. Heal Bell also works on Ampharos in UU, as Focus Punch isn't particularly useful there (it only hits Kangaskhan, really), or you can drop Thunder Wave.

EVs

Use a -Speed nature to get less than 146 Speed in OU to be slower than Blissey, if you're using Substitute, so you can Focus Punch effectively, and put EVs mainly in Special Attack and Attack. If you wish, Ampharos can make use of HP EVs to survive more Seismic Tosses, but defenses aren't really necessary. Ampharos has decent Defenses and HP and is a lot more durable than you would think, especially for an Electric-type.

Opinion

Ampharos is a great anti-stall Pokémon, however outshined by Raikou in all areas but movepool. If you are going to use Ampharos in OU, use Focus Punch. There is no other reason to use him. Ampharos is a slow Pokémon, but can hit hard.

Counters

OU: If you're willing to use it here, Celebi and Claydol pretty much will block away anything it has can dish out. If you're planning to use Hidden Power Ice for those Pokémon, you'll be in a world of hurt with Swampert. One misplaced Thunderbolt on the incoming Dugtrio and you're out of there. Pretty much any Grass will counter it quite easily, such as Venusaur and Exeggutor.

UU: As for this metagame, pretty much the same type of Pokémon wall and counter Ampharos, such as Quagsire and Meganium. Muk could also be used to switch into it as it has massive HP and good Special Defense. Grumpig and Hypno could annoy it with their high Special Defense, too.
