The only reason one would ever want to use Exploud on a team is to take advantage of Soundproof. Soundproof will block Roar, which is a move used commonly to stop Baton Pass chains. So for Exploud to be useful, it needs to be on the receiving end of Baton Pass, being sent when the opponent will try to stop Baton Pass by Roaring you out.

Exploud benefits from Speed and Attack boosts and for this reason works great with Ninjask or with Smeargle, which is mainly what it should be used with or not used at all.

This EV spread gives it the ability to have 101 HP Substitutes, and makes it fast enough to outspeed a Dragon Dancer Salamence with one Dragon Dance that is set to be a little faster than Jolteon. But it can be worked around differently I suppose, this is just what I personally use on it...

So the idea is to get Ninjask to pass a Swords Dance and a Speed Boost to it, or get Smeargle to pass a Belly Drum and preferably also a Salac boost to it (Sub/Belly Drum/Spore/Baton Pass). Whenever the pseudo-hazer comes into play to Roar you out, you switch to Exploud to cancel Roar and you either Substitute or start hitting stuff around.

Shadow Ball for Ghosts, the Fire move for Skarmory (Adamant doesn't hurt it too much—it should still be able to 2HKO Skarmory with Flamethrower), and Earthquake for stuff like Tyranitar.

Other Options

Howl, Body Slam, Double-Edge, Ice Beam, Brick Break, and Seismic Toss Howl can increase Exploud's own Attack without having to resort to being Baton Passed to. Body Slam and Double-edge are alternative Normal STAB attacks, for either paralysis or extra power at the expense of HP. Ice Beam and Brick Break are useful for type coverage in general. Seismic Toss deals a consistent 100 damage, which may be helpful considering Exploud's average offenses.

222 HP, 180 Atk, 108 Speed with Adamant nature.

Opinion

Exploud is pretty horrible. It can only do something useful if Baton Passed stats by other Pokémon.

Counters

Whirlwind screws up the whole Baton Pass idea, and pretty much everything will own Exploud if it didn't get anything from Ninjask/Smeargle at any point.
